Performance Work Statement – 29 June 2022 FY22 Invasive Species/Noxious Weed Control, ARD Bayview

Ref: (a) Endangered Species Act (ESA); 16 United States Code (U.S.C.) 1531 et seq.

Att: 1. Map of Bayview aquatic invasive plant locations identified in 2021

1. INTRODUCTION AND BACKGROUND

Acoustic Research Facility (ARD) Bayview is a Navy operated facility located on Lake Pend Oreille in Bayview Idaho. In recent years, aquatic invasive plant species such as Eurasian watermilfoil (Myriophyllum spicatum), Flowing rush (Butomus umbellatus) and Curly-leaf pondweed (Potamogeton crispus) have been invading the nearshore habitat of Lake Pend Oreille. The removal of aquatic invasive species is mission critical at ARD Bayview to maintain critical habitat for Endangered Species Act (ESA) listed bull trout pursuant to reference (a). The removal of invasive plants is a requirement of the ARD Bayview Integrated Natural Resource Management Plan (INRMP) pursuant to references (b) and (c). The last removal of aquatic invasive plants at ARD Bayview occurred in 2016 covering over 4 acres.

In October 2021, the Idaho department of Agriculture identified 13 areas of aquatic invasive plants that are recommended to be eradicated as seen in the map in attachment 1. The total nearshore area of ARD Bayview covers 1500 feet of shoreline with a surface area estimate of 14000 square feet of invasive plants to be removed between and around in-water structures and docks. A recent survey by Idaho Fish and Game indicated that much of the areas to be treated are in or near Kokanee spawning grounds increasing the need for the invasive plants to be eradicated. During their survey, they found siltation occurring in the areas where milfoil is present, while most of the non-vegetated areas are comprised of clean gravels.

2. GOAL AND OBJECTIVES

The project goal is to identify and remove all aquatic invasive plants on site with four future options for follow up treatments to ensure complete eradication. The options include three treatments following the initial treatment from fall 2022 until the fall of 2023 during the growing season.

Objectives for the project include the following:

1. Identify all of the locations of aquatic invasive plants to be removed on site.

2. Remove all aquatic invasive plants from the site and dispose of the plants properly.

3. Options to return for follow up visits to ensure complete removal through the growing seasons.

4. Provide a brief summary of the work conducted including the species found, estimation of amount of invasive plants removed, locations, and future treatment recommendations following each treatment.

3. PERIOD OF PERFORMANCE

Initial Treatment: 2 months from date of award, but prior to October 1st, 2022.

Option Treatment 1: after the initial treatment, but prior to October 1st, 2022

Option Treatment 2: May to June, 2023

Option Treatment 3: July to September, 2023

4. DESCRIPTION OF TASKS

Task 1: Meetings – Kickoff

1. The Contractor shall schedule a project kickoff meeting within 15 calendar days of the start of the Period of Performance. Attendees will include the Navy COR, ARD Bayview NRM, and Contractor Project Manager. Other appropriate staff from either agency may also attend, as identified by the project leads.

a. Contractor PM will provide a draft Plan of Action and Milestones (POAM) at a minimum of three days prior to the kickoff meeting. The POAM will provide a schedule for all project tasks to include start and end dates.

b. Navy will provide feedback on the POAM at the kickoff meeting.

2. All contractor personnel security badging must take place prior to the first scheduled plant removal date and prior to each awarded option treatment. The security process will take approximately one hour in total before the beginning of the initial treatment and again for each option awarded. The security badging instructions will be provided upon award.

Task 2: Aquatic invasive plant removal

1. Based on the POAM schedule there will be an initial aquatic invasive plant removal treatment with the options for up to three follow up treatments. The initial treatment taking place in the late summer of 2022 with options to follow-up again in late summer/early fall of 2022, spring of 2023 and summer of 2023. The period of performance dates are the anticipated schedule.

a. Upon initial treatment, the contractor will determine all of the locations to be treated at the site before starting the removal process. The initial treatment will be the most intensive and time consuming.

b. The contractor will provide divers to remove all of the invasive aquatic plants including roots and attempt to limit any dispersal while avoiding the removal of all native plant species. No herbicides shall be used in any of the treatments.

c. All aquatic invasive plants removed from the water must be removed from the site and disposed of on an upland area at ARD Bayview where dispersal is unlikely. No invasive plants can be transported across state boundaries for any reason.

Task 3. Reporting

1. The Contractor technical representative shall prepare a brief email summary of the total work performed including the total area covered, species identified and removed, and total hours required for treatment after the completion of each treatment. The summary shall be provided within one week of the completion of the treatment.

General Project Guidance

1. The Contractor shall provide all necessary labor, management, supervision, tools, materials, equipment, transportation, meals, and lodging to complete this project. All Contractor equipment (including vehicles) is subject to inspection and approval.

Example: A bull trout being injured or killed during the treatment.

6. The Contractor shall not respond to any inquiries about this project from the news media, non-governmental organizations, and/or other persons during the term of this agreement unless the agency has first consulted with the Navy. All inquiries shall be directed to the NAVSTA Everett Public Affairs Officer and the Navy COR.
