1.1.2.7. WATER QUALITY. The Battlefield Airmen training tank/pool chemical and physical characteristics are required IAW AFMAN 48-114, Recreational Waters and Mission Training Pools to be at the following levels:

1.1.2.8. Proper maintenance of pool water depends for the most part on chemical (proper water balance for minerals and pH) and biological (adequate disinfection and algae control) principles. The free-available chlorine reading should measure between 1.0 and 4.0 ppm (parts per million). The recommended method for measurement of free-available chlorine is the diethyl-p-phenylene diamine (DPD) test. The addition of a stabilizer (cyanuric acid [thihydroxytriazine]) is recommended to inhibit ultraviolet degradation of free-available chlorine if un-stabilized forms of chlorine are used. Combined Chlorine should be less than or equal to 0.2 ppm

1.1.2.9. The basic measures and factors in water balance are: pH, total alkalinity, water hardness, temperature, total dissolved solids and metals present (iron and copper). The range of acceptable pH level in a pool is from 7.2 to 7.8. The ideal total alkalinity level for pool water is 80-120 ppm.

The ideal range for water hardness, measured as calcium carbonate, shall be coordinated by facility occupants. As far as water temperature, this should be between 78-82 Deg. F. Total Alkalinity should be 60-180 ppm. There shall be no metals in the pool water and if detected, a sequestering agent shall be added on a monthly basis for persistent problems.

1.1.2.10. MANAGEMENT PLAN. The Management Plan shall be submitted with the contractor’s proposal for evaluation and acceptance. The Management Plan shall specifically detail a comprehensive description of procedures for pool cleaning and maintenance services.

1.1.3. WATER TESTING. The Contractor shall schedule water quality testing three (3) times per day five (5) days per week. The Contractor shall provide an accurate and reliable test kit for each pool under this contract and follow the test procedures and sequence of the various tests in accordance with the kit instructions or known practices. The Contractor shall make certain that the test sample is a representative of the entire pool by collecting water from several areas around the pool and mixing the water together to obtain a composite sample. Samples shall not be taken adjacent to the inlet pipe and the water sample shall be tested promptly after being collected.

The Contractor shall test the water in each pool at least three times a day, every service day, and record the test results. Each of the three tests shall be completed no sooner than 2 hours from the previous test. The Contractor shall provide the COR a report that determines the pool chemicals and quantities required to maintain the water quality parameters listed in Appendix A for each pool. The Contractor shall maintain a record of test results for the last 30 days and have them available at the pool site in a legible form for inspection by the COR. The Contractor shall provide all the testing chemicals to maintain a verifiable test program in accordance with the above minimum standards.

Due to heavy loading of the pools for Battlefield Airmen training Combined Chlorine level shall quickly rise to .2ppm. In coordination and agreement with Bio Environmental Engineering, the Combined Chlorine operating range will be 0.0 ppm to 0.4 ppm. Ranges above .4 ppm shall require super chlorination to a level at least 10 times the amount of Combined Chlorine.

1.1.4.ACTIVITY REPORTING. The contractor shall, on a monthly basis, provide to the government Contracting Officer Representative (COR) a monthly status report, which highlights the events of the previous month’s efforts and water quality parameters log. Monthly reports shall be delivered to the government within five (5) working days after the end of the previous reporting period.

2. SERVICE SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

The monthly service schedule shall be used as the basis for the COR to schedule surveillance. Any unsatisfactory surveillance inspection (defect) result will be recorded on a locally developed inspection report. The Contractor shall start re-performing the service at no additional cost to the government within two (2) hours after notification by the CO or COR. The services shall be completed within 24 hours of the notification unless the COR has been notified and agreed to additional time for completion.
