Performance Work Statement Naval Special Warfare Advance Training Command

Detachment Kodiak Laundry Services

1. BACKGROUND

1.1 Naval Special Warfare Command Advance Training Command (NSWCATC) Detachment Kodiak conducts Basic Cold Weather Course of Instruction (COI) (K- 431-0098A) and NSW Senior mountaineering COI (K-431-0409) and supports specialized advanced training and exercise support to NSW.

2. OBJECTIVES

2.1 The objective of this requirement is to obtain linen cleaning services for bed linens and pillows used by students during COIs and exercises.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment, and facilities (not otherwise provided by the Government) necessary to provide professional linen cleaning, washing, folding, delivery, and pick-up services for bed linens and pillows.

4. REQUIREMENTS

4.1 The Contractor shall provide bed linen services inclusive of cleaning, folding, delivery, and pick-up.

4.1.1 The Contractor shall provide delivery and pick-up service as needed upon request between the hours of 0900L and 1500L.

4.1.2 The contractor shall deliver clean linen sets and pick-up of soiled linen sets.

4.1.3 The contractor shall provide bag(s) for the collection of soiled linen sets at time of delivery and pick-up.

4.2 The Contractor shall provide custom linen services inclusive of cleaning, folding, delivery and pick-up for other items such as tablecloths, napkins, sleeping bags, canvas laundry bags, uniforms or other items as specified and negotiated at the task order level.

4.3 The Contract shall comply with the following related to cleaning items listed below:

4.3.1 Delivered articles shall conform to the generally accepted industry and local standards of quality, cleanliness, and appearance. The items shall not only be cleaned but also be sterilized so that they are free from bacteria, fungi, and microorganisms, including pathogens and disease producing organisms.

4.3.2 Contractor shall pick up linens, launder, and return clean linens. Clean laundry are items that are free of visible soil, lint, and objectionable odor.

Contractor shall launder and clean items in such a manner that spots, and stains are removed without damaging the fabric.

4.3.3 Pick-up will be required from Naval Special Warfare Advance Training Command, Detachment Kodiak, 4200 Spruce Cape Road, Building N133, Kodiak, AK, 99615.

4.3.3.1 Delivery of laundered items should be returned no later than 7 business days after pickup. Coordinate delivery with the Duty Desk on business days between the hours of 0900 and 1500.

Pickup and drop off will take place at building N133.

4.3.3.2 The contractor shall track all incoming and outgoing laundry items.

4.3.3.3 Items being turned into the contractor will be counted in the presence of the organizational representative and contractor representative and agreement reached on the number count before the totals are permanently affixed to the laundry list. Both attesting parties shall sign the laundry list.

4.3.3.4 The contractor shall provide laundry bins and other necessary equipment to move the garments for pickup/delivery.

4.3.4 The contractor shall provide pickup and delivery services. This service shall include loading, unloading, transporting, counting, and obtaining necessary documentation for items picked up or delivered. The contractor shall provide their own vehicles and they shall be always maintained in safe operating condition.

5. SECURITY

5.1 The Contractor must ensure that all personnel have sufficient base access and obtain proper access for all associated trucks and equipment.

6. QUALITY CONTROL

6.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting, and preventing problems/defective service;

7. QUALITY ASSURANCE

7.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

7.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the Contracting Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service.

The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
