PURCHASE DESCRIPTION
FOR
Very Low Temperature Calibration Bath
1.0 SCOPE: The Stirred Liquid Temperature Bath is a self-contained, fluid-filled well chamber with a stirring mechanism that will be utilized by Air Force Precision Measurement Equipment Laboratories (PMELs) in a controlled calibration laboratory environment. The Stirred Liquid Temperature Bath will be used in the calibration of a variety of temperature measurement devices, including Platinum Resistance Thermometers, Thermistors, Thermocouple Probes, Dial Thermometers, and Liquid-In- Glass Thermometers.
2.0 PERFORMANCE REQUIREMENTS:
2.1 Operations: The Temperature Bath shall consist of a completely self-contained system that includes a single enclosed chamber to contain the fluid medium, a well insert to hold the temperature sensors, applicable heating or cooling elements with controller, a stirring mechanism to circulate the fluid medium for homogeneity, a front panel digital display to show set point and fluid temperature, any firmware needed for bath operation, and a power source.
2.2 Temperature Range: The Temperature Bath shall have a minimum temperature range of -80 to 0 °C.
2.3 Temperature Stability: The long-term temperature stability of the Temperature Bath shall be ±0.015°C or better over the complete temperature range.
2.4 Temperature Uniformity: The vertical temperature uniformity of the Temperature Bath shall be ±0.03 °C or better over the complete temperature range.
2.5 Units: The Temperature Bath shall be able to display at least the following engineering units:
2.5.1 Temperature: °C & °F;
2.6 Internal Reference Sensor: The Temperature Bath shall include a built-in reference temperature sensor to allow the fluid medium temperature to be displayed and to work in conjunction with the set point function.
2.7 Resolution: The Temperature Bath shall be able to display a resolution of at least two decimal places in all units.
2.8 Cooling Rate: The Temperature Bath shall not take greater than 300 minutes to cool from 0 °C to -80 °C.
3.0 FUNCTIONAL REQUIREMENTS:
3.1 Display: The screen shall display all critical control and measurement parameters that are essential to the operation of the Temperature Bath. The display shall utilize easily-read fonts on a screen with high contrast between characters and background. The display shall use engineering measurement units (see paragraph 2.5 above). Each parameter on the screen shall be easily identified and read. The display shall distinguish between ‘set points’ and ‘actual’

Attachment 1 measured quantities. It shall be a digital display.
3.2 Front Panel Operation: The Temperature Bath shall have controls or a touch screen ion the front panel of the unit which shall provide access to all functions of the unit.
3.3 Fluid Media: Vendor shall supply bath fluid necessary for the calibration of temperature sensors in the range stated above in para 2.2. Only one fluid may be used to cover the stated range.
3.4 Fluid Compatibility: The Temperature Bath must be compatible with methanol, ethanol, and Halocarbon 0.8.
4.0 MECHANICAL & PHYSICAL REQUIREMENTS:
4.1 Mobility: The Temperature Bath and all ancillary equipment shall be capable of being transported throughout a lab together as a self-contained unit. The Temperature Bath shall have either rollers, wheels, or casters for transportation.
4.2 Calibration Well: The Temperature Bath shall have a single calibration well with a probe immersion depth of at least 18 inches.
4.3 Fluid Capacity: The Temperature Bath shall have a fluid capacity of no more than 4.5 US Gallons.
4.4 Fluid Level: The top of the fluid must rise to a level where a user can look directly across the top surface of the fluid for calibration of liquid-in-glass thermometers. This does not need to be a permanent fixture, but a fluid level adapter may be used.
4.5 Bath Fluid Access Opening: The Temperature Bath shall have a bath fluid access opening of no smaller than 2.5 inches in diameter.
4.6 Access Opening Cover: The Temperature Bath shall include a cover for the access hole. The cover shall be able to withstand the temperature range in paragraph 2.2.
4.7 Test Stand: The Temperature Bath shall include a test stand that can hold at least one standard thermometer and one device under test in the bath for calibration.
4.8 Environmental Requirements: The Temperature Bath shall be able to operate and be stored in the following environmental conditions without loss of required performance:
4.8.1 Temperature: 65 to 80 °F
4.8.2 Humidity: 20 to 50 %RH Non-condensing
4.9 Construction: The Temperature Bath shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be the contractor’s responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability and ease of operation have been given due consideration in the manufacture of this equipment. All parts such as shafts, bearings, regulators, switches, controls, connectors, etc., shall have proper clearance and adjustments. They shall work together so that the equipment shall supply the rated requirements without unnecessary strains, vibrations, and overheating.

They shall be able to withstand the conditions met in shipping, storage, installation, and services. All materials and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.
4.10 Footprint: The Temperature Bath shall have dimensions not to exceed 50 inches (H) x 20 inches (W) x 32 inches (D). The Temperature Bath shall be able to fit through a 3 feet wide by 6 feet tall doorway for installation purposes.
4.11 Individual Unique Identifier Designation: The Temperature Bath shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.
4.12 AC Power Rating: The power required to operate the Temperature Bath shall be ~120
VAC at 50/60 Hz. The Temperature Bath shall not draw more than 18 Amps.
4.13 Electrical Protection: The Temperature Bath shall have a fuse or circuit breaker to protect it in the event of excessive current of AC power. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer’s service warranty.
4.13.1 Electrical Safety: Documentation shall be provided to support the means by which electrical safety considerations have been addressed. The safety of all personnel will be assured in conductive or nonconductive contact with the outside of the equipment, and during the changing of the fuse with the power to the system and its components are turned on. This documentation shall consist of a minimum of a citation of a UL or ANSI identified standard or equivalent United States Standard to which the equipment conforms.
4.14 Over Temperature Protection: If applicable, the Temperature Bath shall have over temperature protection to shut bath heater down if the bath rises above a cutoff set temperature.
4.15 Safety Data Sheets: All safety data sheets for all fluids and chemicals shall be provided.
4.16 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.
5.0 OPERATOR’S MANUAL: As stated in the data attachment, DD1423, and Data Item Descriptions, manuals shall include the following:
5.1 Individual Component Listings: The manual shall list the individual components which includes OEM manufacturer’s name, and OEM part number. If applicable, include component range and uncertainty.
5.2 Alignment Procedure: The manual shall have an alignment procedure for the temperature sensors, and any other component that may require periodic adjustment.
5.3 Remote Command Listings: The manual shall list the input/output parameters, command strings and other pertinent data required to accomplish remote operation of the Temperature Bath.

5.4 Maintenance: The manual shall include preventative maintenance inspection procedures and intervals required for proper operation of the unit.
6.0 WARRANTY & TECHNICAL SUPPORT: A warranty and technical support normally offered by the vendor for this product shall be provided with the unit. The warranty shall last at least one year from delivery.
7.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety, and operational health hazards and how they are mitigated when the design itself cannot mitigate them.
This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
8.0 TESTING: The Temperature Bath will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the International System of Units through the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Test will be performed to assure the Temperature Bath meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527D and the Contract Data Requirements List (DD Form 1423).
PRODUCT ENGINEERING DESIGN DATA AND ASSOCIATED LISTS: A SET OF PRODUCT ENGINEERING DESIGN DATA, PRODUCT DRAWINGS AND ASSOCIATED LISTS SHALL BE PROVIDED. THIS MUST COMPLY WITH DATA ITEM DESCRIPTION (DID) DI-SESS-80776B AND THE CONTRACT DATA REQUIREMENTS LIST
(DD FORM 1423).
