About this file

This is a Product Specifications attachment for Request for Proposal No. 240000002755 issued by the Maryland Department of Transportation (MDOT) for a trailer-mounted underbridge inspection platform. The specification document establishes detailed requirements for a single underbridge inspection unit based on the Anderson UnderBridge HP35 reference model, though bidders are permitted to propose alternate makes and models with supporting product literature. The equipment must meet stringent dimensional constraints when stowed, including a maximum empty weight of 18,900 pounds, width of 8'4", length of 31'6", and height of 11', while featuring a minimum 35-foot inspection platform with 31-inch width capable of 180-degree rotation and 17'6" drop depth. The platform must support a maximum 1,000-pound evenly distributed load and operate safely on grades up to 4.5 percent and super elevations up to 5 percent.

The specifications mandate comprehensive hydraulic and mechanical systems including proportional hydraulic controls powered by an 18-horsepower electric-start gas engine with a 5-horsepower emergency backup, three sets of two-handed control devices at various stations, three torsion bar axles with 6,000-pound capacity each, electric and parking brakes, and a 25,000-pound rated tow hitch. The unit must include voice-activated communication systems, a telemetry system with GPS tracking and diagnostic logging capabilities, and CAN bus architecture communicating via CAN open and J1939 protocols. Additional requirements include deployment within a 12-foot traffic lane in under six minutes, ANSI certification compliance, MDOT-specified paint color, and optional equipment including elevated scaffolding, platform cameras, LED lighting packages with generators, and preventative maintenance kits.
