About this file
This is a Statement of Work (SOW) for the procurement of two (2) portable handheld multi-band tactical software-defined radio (SDR) transceiver systems for Sheppard Air Force Base (SAFB), Texas. The transceivers are required to support mission-critical ground-to-air voice communications within two Command vehicles, enabling secure and reliable VHF/UHF communications with military and civilian aircraft operating in SAFB airspace while ensuring interoperability with the 80th Flying Training Wing (FTW).
The technical requirements specify transceivers capable of VHF band coverage from 30–136 MHz with expandable software to 173.995 MHz and UHF band coverage of 30–512 MHz. Equipment must support both Amplitude Modulation (AM) and Frequency Modulation (FM), incorporate AES-256 digital encryption for COMSEC compliance, and feature embedded GPS receivers for accurate positioning and time-of-day synchronization. The transceivers must utilize SDR architecture allowing for future software and waveform upgrades, include frequency-hopping and ECCM capabilities for jamming resistance, and comply with MIL-STD-810G/H, NIST AES-256, and FAA/FCC regulations. Each of the two complete systems shall include one 30–512 MHz multiband handheld transceiver, one high-performance tape antenna, one single drop-in charger, one carrying pouch with lanyard and belt clip, one high-capacity lithium-ion battery, and one operator and technical manual. All equipment must be brand new COTS units tested by the manufacturer prior to shipment. Delivery is FOB Destination to Sheppard AFB, Attn: Johnny Cox Logistics Chief DAF 82 CES/CEF, Sheppard AFB, TX 76311, with the contractor required to specify estimated delivery lead time from contract award. The contractor shall provide standard manufacturer warranty documentation detailing repair/replacement coverage and support contact information.

STATEMENT OF WORK (SOW)
FOR THE ACQUISITION OF TWO (2) PORTABLE HANDHELD MULTI-BAND
TACTICAL/SDR TRANSCEIVERS SYSTEMS
SHEPPARD AIR FORCE BASE (SAFB), TEXAS
1.0 SCOPE
This Statement of Work (SOW) defines the requirements for the procurement of commercial off-the-shelf (COTS) tactical software-defined radios (SDR) and associated accessories. The Sheppard Air Force Base (SAFB) requires two (2) complete Multi-Band Tactical Handheld transceiver systems to support mission-critical ground-to-air voice communications within two (2) Command vehicles. These transceivers will enable secure, reliable, and ruggedized VHF/UHF communications with both military and civilian aircraft operating in and around the Sheppard AFB airspace, ensuring direct interoperability with the 80th Flying Training Wing (FTW).
2.0 APPLICABLE DOCUMENTS
The contractor shall ensure that all delivered hardware, software, and firmware comply with the latest revisions of the following military, federal, and industrial standards:
MIL-STD-810G/H: Environmental Engineering Considerations and Laboratory Tests (Ruggedization).
National Institute of Standards and Technology (NIST) AES-256: Advanced Encryption Standard for cryptographic security.
Federal Aviation Administration (FAA) & FCC Regulations: Applicable standards for ground-to-air voice radio transmissions in VHF/UHF bands.
3.0 TECHNICAL & PERFORMANCE REQUIREMENTS
The contractor shall provide transceivers that meet or exceed the following technical specifications:
3.1 Frequency Range & Modulation
VHF Band Coverage: The radio must support VHF frequency ranges of 30–136 MHz, with expandable software capabilities reaching up to 173.995 MHz.
UHF Band Coverage: The radio must support UHF frequency ranges of 30–512 MHz.
Modulation Modes: Must support both Amplitude Modulation (AM) and Frequency Modulation (FM) across the specified bands to enable communication with both legacy civilian aviation (AM) and military tactical systems (FM).
3.2 Security, ECCM, and Waveforms
COMSEC (Communications Security): Integrated digital encryption using AES- 256 standards to secure tactical voice and data transmissions.
ECCM (Electronic Counter-Countermeasures): Embedded frequency-hopping capabilities and digital encryption waveforms to provide a high level of jamming resistance and signal security.
Software-Defined Architecture: The transceiver must utilize Software-Defined Radio (SDR) architecture, allowing for future in-field software updates and waveform upgrades as technological enhancements become available.
3.3 Navigation and Synchronization
GPS Receiver: An embedded Global Positioning System (GPS) receiver is required to provide accurate real-time position data and precise Time-of-Day (ToD) synchronization for frequency-hopping functions.
3.4 Operational Compatibility
Airfield Interoperability: Must be fully compatible with the existing aviation radio networks used by the Sheppard AFB 80th Flying Training Wing (FTW) aircraft, as well as transient military and civilian airframes.
4.0 DETAILED DELIVERABLES (SYSTEM CONFIGURATION)
The contractor shall deliver two (2) complete VHF/UHF Transceiver Assemblies (COTS). To meet the mission-critical operational requirements of the two (2) designated Command vehicles, each individual system package must include the following line items:
30-512 MHz Multiband Tactical Handheld Transceiver Assembly 2 EA 30-512 MHz High-Performance Tape Antenna 1EA For Each Transceiver Single Drop-In Charger Unit 1 EA For Each Transceiver Radio Carrying Pouch/Lanyard/Belt Clip 1 EA For Each Transceiver High-Capacity Lithium-Ion (LI-ION) Battery 1 EA For Each Transceiver Operator and Technical Manual 1 EA For Each Transceiver
5.0 QUALITY ASSURANCE AND TESTING
Factory Acceptance: All equipment must be brand new, standard production COTS units, and tested by the manufacturer prior to shipment.
Physical Inspection: Upon delivery at Sheppard AFB, the receiving government representative will conduct a physical inspection of all items to ensure no damage occurred during transport and that all listed accessories are accounted for.
Functional Testing: The government reserves the right to perform operational testing (such as clear-text voice checks with 80th FTW aircraft, GPS lock confirmation, and power output verification) prior to formal acceptance of the delivery.
6.0 LOGISTICS, PACKAGING, AND DELIVERY
Packaging: All components must be packaged in standard commercial shipping boxes designed to prevent damage from shock, vibration, and environmental exposure during transit.
FOB Destination: Delivery shall be Freight on Board (FOB) Destination.
Delivery Address:
Sheppard Air Force Base Attn: Johnny Cox Logistics Chief DAF 82 CES/CEF Sheppard AFB, TX 76311
Lead Time: The contractor shall specify the estimated delivery lead time from the date of contract award.
7.0 DOCUMENTATION AND TRAINING SUPPORT
Technical Manuals: Each transceiver assembly must include the complete operator manual, detailing setup, programming, maintenance, and basic troubleshooting procedures.
Warranty: The contractor shall provide standard manufacturer warranty documentation detailing repair/replacement coverage and support contact avenues.
