1. Purpose and Requirement

The Operations, Skills, and Knowledge Branch (OSK) within the Enforcement Operations Division (EOD) at the Federal Law Enforcement Training Center (FLETC) Glynco campus requires a highly capable, enclosed Utility Terrain Vehicle (UTV) for use in deep woods and forested training scenarios. The vehicle must be able to safely and efficiently transport instructors and role players, as well as OSK equipment, through challenging and unimproved terrain found in the FLETC backwoods training areas. The vehicle must also provide protection from environmental hazards such as heat, insects, snakes, branches, and thorned foliage.

2. Required Vehicle Specifications

Light and agile design that provides quick acceleration, fast braking, and nimble handling required. This is critical for safety in tight, wooded spaces and in scenarios where rollover risk is present.

Upgraded Gen 2 Automatic PVT transmission (or equal) that offers smooth and predictable shifting with less effort, reducing operator fatigue and mechanical wear, and ensuring longevity for public investment.

Enclosed protection that includes a protective roof and full enclosure options, safeguarding occupants from heat, insects, snakes, and environmental hazards encountered in South Georgia’s forests.

Must have Dual LED headlights for visibility, a factory-installed winch (4,500 lb.

minimum) with synthetic rope for recovery in muddy conditions, and seats designed for rapid entry and exit—essential for dynamic training scenarios.

UTV must be camouflaged (Polaris Pursuit Camo or equal) for training scenarios requiring concealment and realism.

Must meet performance capability of a 999cc, twin-cylinder, liquid-cooled ProStar engine (82 HP) (or equal), with 2,500 lb. towing capacity, and 1,000 lb. cargo box capacity for transporting personnel and equipment. Vehicle must have the ability to carry a minimum of four adult passengers.
