About this file
This is a Statement of Objectives (SOO) for the procurement of a Utility Terrain Vehicle (UTV) by the Federal Law Enforcement Training Center (FLETC) Glynco campus, specifically for the Operations, Skills, and Knowledge Branch (OSK) within the Enforcement Operations Division (EOD).
FLETC requires a highly capable, enclosed UTV for use in deep woods and forested training scenarios to safely transport instructors, role players, and equipment through challenging, unimproved terrain in the FLETC backwoods training areas. The vehicle must provide environmental protection from heat, insects, snakes, branches, and thorned foliage characteristic of South Georgia forests. The reference vehicle is the 2026 Polaris RANGER CREW 1000 Premium in Polaris Pursuit Camo, with equivalent models acceptable. Required specifications include: light and agile design with quick acceleration, fast braking, and nimble handling for safety in tight wooded spaces; upgraded Gen 2 Automatic PVT transmission (or equal) for smooth shifting and reduced operator fatigue; enclosed protection with protective roof and full enclosure options; dual LED headlights; factory-installed 4,500-pound minimum synthetic rope winch for muddy condition recovery; seats designed for rapid entry and exit; camouflaged exterior (Polaris Pursuit Camo or equal); 999cc twin-cylinder liquid-cooled ProStar engine with 61 HP minimum performance; 2,500-pound towing capacity; 1,000-pound cargo box capacity; and minimum capacity to carry four adult passengers.
