About this file
This is a Statement of Work (SOW) for herbicide eradication of invasive Phragmites australis at Offutt Air Force Base, dated 19 March 2026.
The contractor shall provide all necessary personnel, equipment, materials, and supervision to implement a targeted herbicide treatment plan across four designated treatment areas: the 113-acre Offutt Base Lake shoreline, all connecting waterways and drainage ditches, an area west of Harlan Lewis Road and north of Runway 31, and a specific coordinate-defined area. The project requires an Integrated Pest Management (IPM) approach focused exclusively on herbicide application. All herbicide applications must use EPA-approved systemic products (glyphosate or imazapyr-based recommended for aquatic areas) and be conducted by DoD-certified or state-certified pesticide applicators. Primary applications shall occur during late summer to early fall (August through October) to ensure rhizome and root translocation, utilizing targeted foliar spraying, hand-wicking, or daubing methods to minimize non-target vegetation impact. The contractor must conduct initial site validation through physical ground survey and complete three years of follow-up treatments between August and the first frost annually.
Deliverables include a comprehensive AFCEC IPM Tracker Report formatted for direct entry into the Air Force pest management tracking system, containing specific data fields consistent with DoD Instruction 4150.07 and DD Form 1532 requirements: application date, detailed location with GIS coordinates, target pest identification, pesticide name and EPA registration number, total amount and finished concentration used, application method, applicator certification information, and precise acreage treated. The contractor must comply with all applicable federal, state, and local regulations, Offutt AFB safety and environmental protocols, and ensure personnel use appropriate Personal Protective Equipment as required by herbicide labels and AFMAN 91-203.

1.0 Background
Invasive Phragmites australis (common reed) is a non-native, aggressive perennial grass that has established itself in and around key water bodies at Offutt Air Force Base (AFB).
This invasive species outcompetes native vegetation, creating dense monocultures that reduce biodiversity, degrade wildlife habitat, and create fire hazards. The dense stands can also impede water flow and access. Offutt AFB is committed to the control and eradication of this invasive species to restore the natural ecosystem and mitigate associated risks.
2.0 Objective
The primary objective of this project is to implement a targeted herbicide treatment plan to eradicate Phragmites australis from the designated areas at Offutt AFB. This will involve a multi-year effort utilizing best practices for herbicide control to achieve long-term success and promote the re-establishment of native vegetation.
3.0 Scope of Work
The contractor shall provide all necessary personnel, equipment, materials, and supervision to perform the following tasks, focused exclusively on herbicide application.
3.1 Area Description
Treatment Area
Description
Area 1 The entire shoreline of the 113-acre Offutt Base Lake, located at 13345 Harlan Lewis Rd.
Area 2 All connecting waterways, including inlets, outflows, and drainage ditches associated with the lake.
Area 3 Area West of Harlen Lewis Road and North of Runway 31
Area 4 Area between approximately 41.105884 -95.904494 and 41.104096 -95.904349
3.2 Site Validation
• The contractor shall conduct a physical ground survey to verify the accuracy of the information provided.
3.3 Phragmites australis eradication
The contractor shall implement an Integrated Pest Management (IPM) approach centered exclusively on the use of herbicides for the eradication of Phragmites australis within the boundaries established by the Statement of Work.
3.3.1 Herbicide Selection and Application:
• Apply an appropriate, EPA-approved systemic herbicide to all identified and mapped Phragmites stands. For areas in or near water, an aquatic-approved herbicide formulation is mandatory. Based on best practices, a glyphosate or imazapyr-based product is recommended.
• All herbicide applications shall be conducted by a DoD-certified or state-certified pesticide applicator in the appropriate categories.
• The primary application window should be late summer to early fall (August through October) to ensure the herbicide is translocated to the rhizomes and roots.
• Application methods shall be chosen to minimize impact on non-target native vegetation. Methods may include targeted foliar spraying for dense stands and hand-wicking or daubing for smaller, sensitive areas.
3.3.2 Follow-Up Inspections and Applications
Three years of follow-up treatments shall be completed between August and the first frost of the year.
4.0 Deliverables
The contractor shall provide the following deliverables:
• AFCEC IPM Tracker Report: A final, comprehensive report will be generated for upload into the designated Air Force pest management tracking system. This report must be provided in a format suitable for direct data entry and, at a minimum, must contain the following specific data fields for each pesticide application, consistent with DoD Instruction 4150.07 and DD Form 1532 (Pest Management Report) requirements:
• Date of Application: The specific date the pesticide was applied.
• Location: Detailed description and GIS coordinates of the treatment area/site, referencing the GFI maps.
• Target Pest: Phragmites australis.
• Pesticide Name & EPA Registration Number: The full product name and EPA Reg. No. of the herbicide used.
• Total Amount Used: The total quantity of the concentrated product used (e.g., in gallons or pounds).
• Percent Finished Concentration: The final dilution percentage of the active ingredient applied.
• Application Method: The equipment used for application (e.g., backpack sprayer, ULV fogger, hand-wick).
• Applicator Information: The name and certification number of the individual who applied the pesticide.
• Acreage Treated: The precise acreage covered in the application, based on the GFI data.
5.0 Safety and Environmental Compliance
The contractor shall adhere to all applicable federal, state, and local regulations, as well as all Offutt AFB safety and environmental protocols. This includes all regulations pertaining to herbicide selection, application, storage, transport, and work in and around waterways.
The contractor is responsible for ensuring all personnel use appropriate Personal Protective Equipment (PPE) as required by the herbicide label and AFMAN 91-203.
