About this file
This is a Performance Work Statement (PWS) for the furnishing and installation of three dedicated, integrated vacuum systems at Whiteman Air Force Base for the 509th Maintenance Squadron (MXS). The contractor shall provide all labor, materials, equipment, and supervision necessary to complete the installation across three maintenance bays (Docks 1-2, Docks 3-4, and Docks 5-6), including removal and proper disposal of one existing defunct vacuum pump system.
Each vacuum system must be sled-mounted on a heavy-duty, structurally engineered steel platform with an integrated 80-gallon receiver tank and all necessary components (pump, motor, inlet filter, starter). Systems must achieve and maintain a continuous vacuum level of 98 kPa (29 in Hg) with a minimum Free Air Delivery capacity of 1.70 m³/min (60.0 cfm) and operate on 200 Volt, 3-Phase, 60Hz electrical power. Required components include three Ingersoll Rand Vacuum Pump Model V255D5 (or equal) units, CT 851-200C High-Efficiency Inlet Filters, 200V Open Drip Proof Motors, 200V E-Series Starters, Auto Start & Stop NEMA 1 Control Panels, and Ingersoll Rand Neoprene Cork Vibration Pads. All installation, integration, testing, and cleanup must be completed within 120 days After Receipt of Order (ARO) during regular working hours (0730–1600) on weekdays only, excluding Federal Holidays and base down days. The contractor must maintain a clean work area free of foreign object debris (FOD), demonstrate complete functionality of each system to 509th MXS personnel prior to final government acceptance, and provide a comprehensive three-year warranty on all equipment, parts, and workmanship. Personnel shall comply with base security requirements, including unescorted entry requirements per AFI 31-101, submission of installation passes with employee information, adherence to the 509 OSS OPSEC Program, and restrictions on personal electronic devices and photography without official permits.

PERFORMANCE WORK STATEMENT
FOR 509th MXS VACUUM SYSTEMS INSTALLATION WHITEMAN AFB
1.0 SCOPE/General Description The Contractor shall provide all labor, materials, equipment, and supervision necessary to furnish and install three (3) dedicated, integrated vacuum systems across three different maintenance bays at Whiteman Air Force Base. The systems will be installed in the following locations: Docks 1-2, Docks 3-4, and Docks 5-6, with one system configured to feed two docks. The vacuum systems must hook up securely to the existing facility piping. The scope also includes the removal and proper disposal of one (1) defunct, existing vacuum pump system as required to facilitate the new installation.
2.0 Non-Personal Services The government shall neither supervise contractor employees nor control the method by which they perform the required tasks. Contractor personnel will be escorted into the required areas to complete the work as necessary. The contractor will coordinate all security and access requirements with the designated 509th MXS security and escort personnel.
3.0 Requirements The Contractor shall furnish and install three (3) highly reliable, efficient, and compact vacuum pump units engineered for demanding industrial operations.
3.1 System Mounting & Tank Configuration
Sled-Mounted Platform: Each of the three (3) vacuum systems must be completely mounted on a custom "sled" consisting of a heavy-duty, structurally engineered steel skid/platform. The sled platform must be designed to securely hold and integrate all necessary equipment—including the pump, motor, inlet filter, starter, and receiver tank—to facilitate a fully self-contained vacuum system.
Dedicated Receiver Tank: Each individual vacuum system must include its own dedicated
80-gallon vacuum receiver tank, structurally integrated onto the sled assembly.
Piping Hookup: The contractor shall connect the system directly to the already-in-place facility non-corrosive vacuum piping. All final connections must be completely leak-free and verified under peak vacuum load.
3.2 Performance Specifications
Vacuum Level: The system must achieve and maintain a continuous vacuum level of 98 kPa (29 in Hg) at designated testing points within the aircraft docks.
Free Air Delivery (FAD): The system must deliver a minimum capacity of 1.70 m³/min
(60.0 cfm).
Electrical Requirements: The units must be designed to run on the current dock electrical power supply (200 Volt, 3-Phase, 60Hz or as verified on-site).
Durability & Safety: The pump units must feature durable cast iron frame and cylinder construction, utilize high-grade synthetic lubricant (minimum 2,000-hour change interval), and incorporate an integrated low oil-level safety switch to protect the pump from dry running.
3.3 Required Components The contractor shall provide and install the following components. All components must be the specified brand/model "or equal":
3 each – Ingersoll Rand Vacuum Pump, Model V255D5 or equal (5 hp, 200V, 3-Phase, 60 cfm capacity)
3 each – 80-Gallon Steel Vacuum Receiver Tank or equal (sled-integrated)
3 each – CT 851-200C High-Efficiency Inlet Filter or equal
3 each – 200V Open Drip Proof Motor or equal
3 each – 200V E-Series Starter or equal
3 each – Auto Start & Stop NEMA 1 Control Panel or equal
12 each – Ingersoll Rand Neoprene Cork Vibration Pads (4" x 4") or equal (4 pads per sled)
3 lots – Heavy-Duty Custom Sled Platform Assemblies or equal (for component integration)
3 lots – Flexible Vacuum Hookup Hoses (minimum 3 feet per machine, vacuum-rated) or equal
3 lots – Installation Hardware, Cable Management, Fasteners, and Piping Connectors or equal
3.4 Warranty The contractor shall provide a comprehensive warranty on all equipment, parts, and workmanship for a minimum of three (3) years from the date of final government acceptance.
3.5 Training No operator training is required under this contract.
4.0 Period of Performance
Execution Timeline: All installation, integration, testing, and clean-up must be completed within 120 days After Receipt of Order (ARO).
Hours of Operation: Contractor shall perform installation on the systems during regular working hours (0730–1600) only on weekdays, excluding Federal Holidays or Whiteman
AFB down days.
Housekeeping & FOD Control: The contractor shall maintain a clean, organized work area. Upon completion of maintenance and daily shifts, the work area must be left completely free of foreign object debris (FOD) and hazards.
Functionality Demonstration: The contractor must demonstrate the complete functionality of each installed vacuum system (including proof of 29 in Hg vacuum retention and correct electronic auto-start/stop cycle) to 509th MXS personnel prior to final government acceptance.
5.0 Security and Safety
Contractor personnel shall wear appropriate security badges, line badges, identification, and/or name tags as required by base squadron security procedures.
Contractor personnel must meet established unescorted installation entry requirements pursuant to AFI 31-101 before base identification will be issued.
Requests for installation passes must be submitted to 509th MXS security personnel on company letterhead listing the contract number, work locations, performance dates, and the full names, Social Security Numbers, dates of birth, driver's license numbers, and citizenship status of all employees.
6.0 Operational Security (OPSEC)
The contractor must strictly adhere to the 509 OSS OPSEC Program.
The use of personal electronic devices (laptops, cellular phones, cameras, and recording devices) in government spaces is strictly controlled and forbidden in designated restricted areas of Whiteman AFB. Photography is prohibited without an official permit.
