This is a Performance Work Statement (PWS) for dormitory appliance disassembly, relocation, climate-controlled storage, and reinstallation services at Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas. The contractor must remove, clean, inventory, transport, store, and reinstall approximately 3,713 government-owned dormitory appliances (1,846 refrigerators and 1,867 microwave ovens) located across three buildings (1469, 1475, and 1479). All items must be completely removed and staged by October 15, 2026—a firm, non-negotiable deadline with no extensions permitted. The contractor shall perform work with unrestricted hours, though standard shifts are Monday-Friday 0700-1700 hours, with weekend/holiday work authorized upon 24-hour advance notice to the Contracting Officer's Representative (COR) and Civil Engineering Point of Contact (CE POC).

The PWS is structured in six phases: (1) site assessment and inventory control with joint pre-move verification of all asset serial numbers and pre-existing deficiencies; (2) sanitation, disassembly, and protective packaging requiring zero damage standards; (3) loading and multi-floor vertical egress using interior/exterior stairwells without reliance on elevators; (4) warehouse receipt and climate-controlled storage maintaining temperature and non-condensing relative humidity over a three-year storage period; (5) phased recall and reinstallation within thirty calendar days of electronic tasking; and (6) post-move housekeeping and final inspection sign-off. The contractor must furnish all personnel, equipment, tools, packaging materials, commercial vehicles, and a fully licensed, bonded, and insured climate-controlled warehouse. All deliverables include pre-move inventory assessments, warehouse master inventory logs within five business days of storage intake, quarterly environmental storage logs, recall/reinstallation status reports within three calendar days of completion, accident/damage incident reports within four hours, and contract closeout re-inventory ten business days prior to contract end. The contract imposes zero-defect performance thresholds for milestone schedule compliance, asset preservation, inventory reconciliation, on-time phased recall delivery, and site cleanliness, with COR spot-check surveillance and corrective action requirements for any deficiencies.

1.0 GENERAL INFORMATION

1.1 Scope of Work

The Contractor shall provide all management, personnel, supervision, equipment, tools, logistics, materials, transportation, and climate-controlled storage facilities necessary to disassemble, clean, inventory, transport, store, and return/reinstall approximately 3,713 government-owned dormitory appliances (refrigerators and microwave ovens) located at Joint Base San Antonio (JBSA) – Fort Sam Houston, Texas. The Contractor shall accomplish all requirements in accordance with commercial standards, base operating procedures, and the measurable thresholds defined herein.

1.2 Background

JBSA requires the complete, damage-free removal and long-term secure preservation of dormitory appliances from Buildings 1469, 1475, and 1479 prior to scheduled structural and interior facility renovations and abatement/demolition timelines. Due to phased renovation schedules across the installation, stored assets will be recalled and reinstalled incrementally over a three-year storage window. Multi-contractor activity will occur concurrently across these facilities, requiring precise coordination, strict operational security, and rigorous adherence to the milestone schedule.

1.3 Period of Performance (PoP) & Operational Hours

All items must be fully removed from the buildings no later than 15 October 2026. This is a firm, non‑negotiable deadline. Performance will begin immediately upon contract award. If the contractor has not removed all required items by 15 October, any remaining items will stay in the building, and the contract will be modified to reflect the updated unit count. The contractor will only be permitted to invoice for the items actually removed. Storage will be at an off-site climate-controlled warehouse facility.

Hours of Operation: Work hours are unrestricted. Standard shifts may be conducted Monday through Friday, 0700–1700 hours. Work on weekends, national holidays, or extended shifts is authorized provided the Contractor coordinates with and notifies the Contracting Officer’s Representative (COR) and Civil Engineering Point of Contact (CE POC) at least twenty-four (24) hours in advance to guarantee facility and inspector availability.

2.0 SPECIFIC TASKS & PERFORMANCE REQUIREMENTS

2.1 Phase I: Site Assessment, Inventory Control, and Staging Coordination
