PERFORMANCE WORK STATEMENT

1. GENERAL:

1.1 Background: Defense Logistics Agency (DLA) Troop Support Construction & Equipment Directorate (C&E) has a continuing mission need and responsibility to be able to locate shelf stock for emergency procurements and urgent situations. The service provider will provide end users the ability to locate active, surplus or hard to find parts and shelf stock items from Aviation, Marine, Defense Aftermarket, Aerospace companies, Airline, Manufacturing Companies and Industrial manufacturers and dealers across the United States.

ILSMart is an internet subscription service that allows end users to locate and manage various defense/military parts to support various aircraft and weapon systems. ILSMart provides specialized, advanced web technology, deep aviation domain knowledge, market intelligence, and data analysis. This service is available to the end user 24 hours a day, seven (7) days a week.

1.2 Objectives: DLA Troop Support intends to award a sole source, Firm-Fixed-Price contract. The purpose of this acquisition is to procure an annual subscription to the Inventory Locator Service (ILS) online database, ILSMart, a parts and repairs marketplace.

1.3 Scope: The scope of the contract includes an annual online subscription service.

1.4 Period of Performance: The period of performance shall be for one (1) Base Year Period, commencing on the date of award, with up to two (2) one-year option periods beginning upon completion of the base period or previous option period. The Period of Performance reads as follows:

Base Year: February 19, 2025 – February 18, 2026 Option Year 1: February 19, 2026 – February 18, 2027 Option Year 2: February 19, 2027 – February 18, 2028

1.5 Place of Performance: The subscription will provide online services to end users located at DLA Troop Support – C&E, 700 Robbins Avenue, Philadelphia, PA 19111, and any other end users associated with the DLA.

1.6 Inspection & Acceptance: Destination

2. Requirements:

2.1 Performance Requirements:

Ability to access Web sites for more than 6 billion parts, information as stated in 1.1

Ability to search for results from Aviation Government and Marine Database Turbo Link/IHS interface

Access to overhaul capabilities of more than 720 FAA repair stations.

Ability to view manufacturers’/companies’ product and service directories

View DoD files and cross references inventory available using National Stock Numbers (NSN) and Part Numbers (P/N)

Ability to handle 400-500 DLA Troop Support Construction & Equipment (C&E) users with 24/7 phone support.

Ability for all users to send Broadcast Messages and Integrated Email.

View Qualified Government Suppliers (G-lister)

Periodic Training – ILS personnel to meet with DLA Troop Support C&E at least once a year, virtually or in-person, for training on the functions and capabilities of the website for new personnel and to furnish log-ons and passwords to access the system
