This Performance Work Statement (PWS) details a training requirement for Naval Special Warfare Command's First Person View (FPV) drone training. The contractor shall provide a 10-day, 80-hour Course of Instruction (COI) for six personnel biannually, focusing on First Person View (FPV) small unmanned aircraft system (sUAS) training. The comprehensive training includes 35 hours of FPV development fundamentals, 5 hours of supervised build instruction, and 40 hours of supervised flight instruction in controlled environments, with a final capstone exercise.
The training will cover theory, system design, drone assembly, troubleshooting, flight techniques, and safety protocols. The contractor must provide a training plan within 3 days of contract award, academic materials, student piloting kits with components to build two 5" FPV sUAS, and Certificates of Completion. The training will be conducted at the contractor's facility during the base year from 15 January 2026 to 14 January 2027, with two additional option years. Safety is paramount, with strict compliance required to FAA regulations and mandatory Operational Risk Management assessments before flight events.
