Contract Title: Protestant Music Director Services

PROTESTANT MUSIC DIRECTOR SERVICES

PERFORMANCE WORK STATEMENT (PWS)

1 Mar 25

1.0 DESCRIPTION OF SERVICES

1.1 General. The contractor shall be responsible for the completion of all services outlined in this PWS in accordance with Department of Defense (DoD), United States Air Force, Air Combat Command (ACC), 23d Wing, 23d Wing Chaplain (23d WG/HC) regulations, policies, instructions, and laws. The contractor shall plan, organize, and coordinate music selections for the Protestant community with assistance from the Protestant Chaplains.

1.2 Location. 23d WG, ACC, 23d WG/HC, 5120 Austin Ellipse, Moody AFB GA 31699-1501

1.3 Description of Work. The contractor shall furnish all personnel, transportation, and services necessary for one (1) Music Director/Musician for Protestant worship services.

Hours of Work. The contractor shall perform service for at least two (2) hours weekly, which is divided up by one (1) hour for rehearsals, thirty (30) minutes for early arrival, and then approximately one (1) hour for performance.

The following day of the week and time is subject to change at the discretion of the Wing Chaplain or designee; the contractor shall perform on Sunday at the 11:00 a.m. worship service. This will normally last one hour, but not more than an hour and a half. Rehearsal shall typically be held on a different day from Sunday service.

In addition to the approximate two and a half (2.5) hours of weekly service, there may be times that a total of five (5) hours may be required if there are special services that require musical support. Special services include the Easter services and Christmas services.

The following table is a breakdown of the expected hours of work:

1.4 QUALIFICATIONS AND EXPERIENCE

1.4.1 The contractor shall be able to read music and teach vocal music parts & harmony.

1.4.2 The contractor shall be familiar with, and proficient at leading, a wide range of Contemporary Christian music including, but not limited to, current artists played on contemporary Christian radio stations, songs on the

Church Copyright License, Inc. (CCLI), top popular Christian songs lists, and other similar sources.

1.4.3 The contractor shall maintain a lifestyle consistent with the purpose of the Air Force Chaplain

Corps, which is to support the free exercise of religion.

1.4.4 The contractor shall have two or more years of experience as a worship leader and be proficient on piano, keyboard, and/or guitar.

1.4.5 The contractor shall furnish a resume showing all education and experience including professional references prior to the award of the contract.

1.5 DUTY REQUIREMENTS

1.5.1 The contractor shall provide weekly rehearsals for the praise team (includes singers, musicians, sound tech, etc.) and a warm-up session prior to any worship to last at least one (1) hour in length.

This time is typically a separate day other than Sunday.

1.5.2 The contractor shall provide weekly performances during the worship service to last at least one hour in length. The contractor shall arrive at the chapel facilities at least 30 minutes prior to scheduled services and be ready for worship no later than 5 minutes before the beginning of service.

1.5.3 The contractor shall, in conjunction with weekly rehearsals and performances, support the following special services to include rehearsal time:

Good Friday, Easter Sunrise, Christmas Eve/Day and additional services as deemed necessary by

Wing Chaplain, Worship Service Pastor or Protestant Chaplains.

1.5.4 The contractor shall provide/maintain a monthly schedule of music selections for coordination and approval by the Worship Service Pastor at least one (1) month in advance.

1.5.5 The contractor shall coordinate all special music to be performed at each service with the

Worship Service Pastor. This includes solos, duets, adult choir, children’s choir, guest choirs, and guest musicians.

1.5.6 The contractor shall identify, submit, and coordinate Chapel Tithes and Offering Fund (CTOF) budget requests to support the music program to the Protestant Chaplain. The contractor will purchase approved items in accordance with local operating procedures. The contractor will confer with the service chaplain for additional guidance on operating procedures.

1.5.7 The contractor shall gain approval from the Wing Chaplain or designee for any absences no less than two (2) weeks in advance. A substitute of equal or greater qualifications will be provided by the contractor during their absence.

2.0 GENERAL RESPONSIBILITES

2.1 The contractor shall ensure all audio and visual equipment (microphones, stands, worship slides, etc.) are setup and tested prior to each performance.

2.2 The contractor shall monitor condition of music equipment and advise the Superintendent, Chapel

Operations of any problems or needs.

2.3 The contractor shall verify the choir area is left clean after use by removing audio/visual equipment and restoring area to original configuration.

2.4 The contractor shall submit facility requests as required for rehearsals and special services.

2.5 The contractor shall open and secure the chapel facility used for choir/praise team activities when chapel staff members are not on duty as well as be responsible for the cleanliness of all facilities utilized in conjunction with the program/event.

2.6 The contractor shall maintain familiarity with current trends in worship.

2.7 The Wing Chaplain or designee (e.g. Superintendent, Chapel Operations), will monitor and inspect the contractor’s performance.

2.8 The contractor will be notified in writing immediately of any and all noncompliance.

2.9 The contractor shall provide all necessary sheet music to the volunteer choir members at least one (1) week in advance of rehearsals. These will be obtained using Church Copyright License, Inc. (CCLI).

The license number and invitation to use Moody Chaplain Corps CCLI will be provided by chapel staff.

2.10 The contractor shall provide accompaniment and lead a variety of contemporary Christian music to include traditional, contemporary, praise, and gospel styles as coordinated with the service Chaplain/pastor. The contractor shall also be able to lead the music and the people in each one of the previously mentioned Christian music styles.

2.11 The contractor shall serve as an accompanist and worship leader for the choir/praise team as well as soloists, duets, quartets, etc. in conjunction with regular services and major Christian seasonal celebrations.

2.12 The contractor shall ensure lyrics are provided for congregants for all worship services via current worship program software/projector. If unavailable, he/she is responsible for providing printed handouts or bulletin inserts.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1 Equipment and Supplies. The Government shall provide all Government/Chapel facilities, equipment, and supplies incidental to the place of performance & necessary to fulfill this contract.

3.1.1 The contractor shall have joint use of all available equipment necessary for performing services required by this contract.

3.1.2 The contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work. The contractor will confer with the service chaplain for additional guidance on operating procedures. Likewise, the contractor shall not be required to furnish or use their own equipment. The 23d Wing Chapel will be responsible for the repair/replacement of equipment caused by normal wear & tear or similarly justifiable occurrences.

3.1.3 The 23d WG/HC will provide required Government forms used in the performance of this contract.

3.1.4 The 23d WG/HC will provide supplies used in the performance of this contract.

3.1.5 The 23d WG/HC will provide training on forms, regulations, policies, procedures well as initial and continuing orientation and training.

3.2 Facilities. The contractor shall have the use of the following facilities for performance under this contract: 23d Wing Chapel, 5120 Austin Ellipse, Moody AFB, GA 31699-1501, or alternate facility as necessary.

3.2.1 The Government will not be responsible for loss or damage of personal items brought into the chapel.

3.2.2 The contractor shall be responsible for safeguarding all Government property provided for contractor use as issued.

4.0. GENERAL INFORMATION

4.1 Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.

4.2 Maintain professional conduct and present self in a neat, clean and well-groomed manner.

4.3 Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.

4.4 The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The contractor must be able to work in an environment that accommodates all faith traditions.
