About this file

This is a Performance Work Statement (PWS) for a comprehensive electrical investigation at Peterson Space Force Base (PSFB) in Colorado.

The project involves investigating a failed primary tie-breaker associated with the "A" transformer in Building 2025. The transformer controller/monitor (TCM) began exhibiting erratic operation in 2023, and the primary tie-breaker failed to close after multiple troubleshooting attempts. The contractor must conduct a thorough root-cause analysis of the failed tie-breaker using mechanical and electrical testing, investigate the condition of the T2025SA and T2025SB transformers' TCM and the building's interior electrical distribution system, identify any code violations or potential failure points, and provide a comprehensive final report with findings and recommendations. The estimated performance time is 60 calendar days. Work must comply with applicable federal, state, and local regulations, including OSHA, Unified Facilities Criteria (UFC), and manufacturer standards. The contractor must submit an electronic work schedule within five days of the Notice to Proceed.

Contractor qualifications require a minimum of 5 years' experience in diagnostic testing, analysis, and repair of medium-voltage electrical switchgear and distribution systems, with licensure to perform such work in Colorado. Work hours are 0730-1630 Monday through Friday, with coordination required for electrical outages (14 business days advance notice), fire alarm outages (3 business days notice), and hot work permits (1 business day advance notice through the Fire Department). Deliverables include a comprehensive root-cause analysis report with photographic documentation, detailed remediation recommendations with repair-versus-replace analysis and at least two courses of action, a Rough Order of Magnitude cost estimate for the primary recommended course of action, and marked-up "As-Is" drawings in PDF format reflecting current conditions and discrepancies from existing government drawings. All contractors must complete PSFB Visitor Request submissions 15 business days prior to work start and coordinate Building 2025 access with Christopher Hovanetz at least 14 business days in advance.

WT 16731922 CUI B2025 ELECTRICAL INVESTIGATION TIE-BREAKER

1. INTRODUCTION

1.1. This Performance Work Statement (PWS) defines the requirements for a comprehensive investigation into a malfunctioning electrical primary tie-breaker associated with the “A” transformer in Building 2025. In 2023, the transformer controller/monitor (TCM) began to exhibit erratic operation. During troubleshooting efforts by 21 Civil Engineering and a third-party contractor, the primary tie-breaker failed to close after multiple attempts and was determined to have failed.

1.2. The overall objective of this project is for the contractor to conduct a thorough investigation of the failed tie-breaker, assess the building’s interior electrical distribution system for related deficiencies, and provide a detailed report of findings with recommendations for corrective action(s).

1.3. The Contractor shall provide all labor, materials, equipment, and resources necessary to complete the investigation at Peterson Space Force Base, Colorado, as defined in this Performance Work Statement (PWS). All work must comply with applicable federal, state, and local regulations, including (spell out all acronyms) OSHA, Unified Facilities Criteria (UFC), and manufacturer standards.

2. GENERAL REQUIREMENTS

2.1. The Contractor is responsible for verifying site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a proposal.

2.2. Estimated Performance Time: 60 calendar days.

2.3. The Contractor shall, within five days after the Notice to Proceed (NTP) (or timeframe determined by the Contracting Officer), submit a practicable electronic work schedule for approval. This schedule should detail the order of work, anticipated start and completion dates for key tasks, and be presented as a progress chart.

3. PROJECT SCOPE

3.1. The contractor shall perform a comprehensive investigation of the electrical system components related to the tie-breaker failure in Building 2025. The scope includes, but is not limited to, the following:

3.1.1. Conduct a thorough root-cause analysis of the failed primary tie-breaker. This shall include mechanical and electrical testing to determine the specific points of failure.

CUI 3

3.1.2. Investigate the condition of the associated T2025SA and the T2025SB transformers’ controller/monitor (TCM) and the building's interior Electrical Distribution System connected to it.

3.1.3. Identify and document any other deficiencies, code violations, or potential failure points within the affected electrical distribution system.

3.1.4. Provide a comprehensive final report detailing all findings, analysis, and recommendations.

4. UTILITY OUTAGES

4.1. Any required outages (i.e., electrical, HVAC, utilities, fire alarm, fire suppression, etc.) shall be formally requested through Customer Service. Fire alarm outages should be requested 3 business days ahead, while all other outages shall be requested 14 business days in advance.

4.2. Due to a malfunctioning tie breaker, the exterior sectionalizer switch must be used for all power outages to ensure technician safety. Please coordinate any required electrical outages with the 21 CES Electric Shop by contacting 21 CES Customer Service at 719-556-4030.

5. HOT WORK PERMIT

5.1. Hot work shall be coordinated a minimum of 1 business day in advance with the Fire Department Prevention Office by contacting 719-556-6574.

6. CONTRACTOR QUALIFICATIONS AND EXPERIENCE

6.1. The contractor shall have at least 5 years’ experience in diagnostic testing, analysis, and repair of medium-voltage electrical switchgear and distribution systems and be licensed to perform such work in the State of Colorado.

7. WORK SCHEDULE

7.1. The Contractor shall perform services required under this Performance Work Statement (PWS) during the hours of 0730 to 1630 hours, Monday through Friday. Requests to work beyond or outside of these hours shall be submitted to Contracting Officer for approval. The contractor will not be able to work on federally recognized holidays or special events. If there is a special event that comes up during the hours of 0800 thru 1630, the contractor will be notified as soon as possible but the contractor should be prepared to stop work on short notice.

8. WORK AREA ACCESS

CUI 4

8.1. This worksite is located on PSFB but not within the restricted area and all contractors must have proper authorization. Upon acceptance of this contract, the contractor shall complete and submit a PSFB Visitor Request to 21st CES. All PSFB Visitor Request requests shall be submitted no later than 15 business days prior to the first day of work. The Contractor shall coordinate EAL processing with the Contracting Officer. Any contractor who fails to pass a background check will not be permitted to work on the installation.

8.2. For access to Building 2025, the Contractor shall contact Mr. Christopher Hovanezt at christopher.hovanetz.ctr@spaceforce.mil or 719-556-2020 for coordination at least 14 business days prior to the start of work.
