PERFORMANCE WORK STATEMENT (PWS)
FOR
AEROBICS PROGRAM
WEST FITNESS CENTER
316th FSS/FSVS
FORCE SUPPORT SQUADRON
1444 CONCORD AVENUE
JB ANDREWS MD 20762
19 July 2021
1.0 GENERAL. This is a non-personal services contract to conduct and administer all aspects of the aerobics program held at the West Fitness Center and Fitness and Sports Complex at Joint base Andrews AFB, MD. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 DESCRIPTION OF SERVICES/INTRODUCTION. The contractor shall provide all personnel, transportation, tools, materials, supervision, and other items and non-personal services necessary to conduct and administer all aspects of the aerobics program held at the West Fitness Center and Fitness and Sports Complex, Andrews AFB, MD., as defined in this Performance Work Statement, except for those items specified as government furnished property and services.
The contractor shall perform to the standards in this contract.
1.2 Background: The requirement is for West Fitness Center and Fitness and Sports Complex, Andrews AFB, MD. The West Fitness Center and Fitness and Sports Complex, is the national training center for the active duty members, retirees and dependents. The requirement is to provide Group Exercise Management Services for West Fitness Center. The Fitness Center is a 35-25,000 square foot fitness center primarily for use by Active Duty members. Other authorized users include: military and civilian personnel assigned to AAFB; National Guard military and civilian personnel; other military personnel; military retirees; military dependents; and personnel from other organizations designated by the AFB Commander.
1.3 Objectives: Teaching Aerobic Classes.
1.4 Scope: Manage and oversee the aerobics exercise program. The contractor shall provide services not to exceed (NTE) 14 aerobic classes per week with the approval of the Fitness Director.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:
Base Year January 4 2022- January 3 2023 Option Year I January 4 2023- January 3 2024 Option Year II January 4 2024- January 3 2025 Option Year III January 4 2025- January 3 2026 Option Year IV January 4 2026- January 3 2027
1.6 General Information
1.6.1 Quality Control (If applicable): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself his work complies with the requirement of the contract. The QCP will be delivered within 30 days after contract award. QCP shall be submitted to the CO and Director within 5 working days when changes are made thereafter. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: N/A

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0530-1930 Monday thru Saturday except Federal holidays, Government Family Days or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at West Fitness Center and Fitness and Sports Complex, Andrews AFB, MD.
1.6.6 Type of Contract: Firm Fixed Price will be awarded.
1.6.7 Security Requirements: Contractor personnel performing work under this contract must have a base pass issued by the Visitor Center and must maintain the level of security required for the life of the contract. For official visitors, or visitors accessing the installation for an official purpose (government contractors, non-DoD guests of an organization, etc.), they must contact the host organization's designated official base access sponsor.
1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.7.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control to be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
1.6.7.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for the system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.6.7.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.6.7.3 Lock Combinations: The Contractor shall establish and implement methods of ensuring all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.6.8 Special Qualifications: N/A (see certifications)
1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, and Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.10 Contracting Officer Representative (COR): N/A
1.6.11 Key Personnel: The following personnel are considered key personnel by the government: contract manager/Alternate contract manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 a.m. to 4:30p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons
1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public they are Government officials. They must also ensure all documents or reports produced by contractors are suitably marked as contractor products and contractor participation is appropriately disclosed. Contractor is not required to wear a badge during the time of performance.
1.6.13 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.
These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
1.6.14 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI.
The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.15 PHASE IN /PHASE OUT PERIOD: To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 10 days phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.
1.6.16. Addition/Cancellation of Classes. The Fitness Center Director may cancel or add (make up) aerobic classes due to mission requirements. If one class or more is cancelled during a given week or month, the government reserves the right to request an additional class the following week or month not to exceed the amount of classes within the current option year. The Director will provide the contractor with twenty-four (24) hour notice prior to cancellation, at a minimum when possible.
1.6.17. Master Program Schedule. The ACM shall provide a master program schedule in a monthly calendar format, depicting aerobics instructor names for the designated type of class.
This schedule must be submitted to the Fitness Center Director ten (10) days prior to the effected month.
1.6.18. Days of Operation/Holidays. There will be no classes on Federal Holidays, Military Down/Family Days, or during the Joint Services Open House (JSOH).
1.6.19. No classes will be conducted during the two week break for the Christmas and New Year holiday period.
1.6.20. The contractor does not have to provide instructors on other days as identified by the Fitness Center due to closure or special circumstances when notification is given 24 hours prior.
The contractor will be notified as quickly as possible if/when the facilities close due to inclement weather and will get paid if the instructor is not notified 24 hours in advance.
1.6.21. Aerobics Contract Manager (ACM). The contractor shall designate/appoint in writing to the Fitness Center Director, the names and telephone numbers of the Aerobics Contract Manager and an alternate (when ACM is not available). These designated individuals shall meet with Government personnel to discuss immediate problems should they arise within 3 to 5 business days. The ACM or representative will attend monthly meetings with the Fitness Center staff to receive any changes and class scheduling.
1.6.22. Base Passes. ACM will contact the Fitness Center POC, Fitness Manager or Fitness Center Director to obtain the necessary information required to request issuance of a base pass to gain entry onto the base during contract period of performance.
1.7. Certifications.
1.7.1. ACMs shall be certified in Aerobics and Fitness Association of American (AFAA) or National Aerobics & Fitness Trainers Association (NAFTA) Primary Group Exercise Certification and have at least three years teaching experience.
1.7.2. The contractor’s instructors will possess, as a minimum, certification by one of the following national fitness organizations: Aerobics & Fitness Association of America (AFAA), National Aerobic and Fitness Trainers Association (NAFTA), American Council of Exercise (ACE). Other certifications such as Johnny G/Mad Dogg Spinning, or Yoga Fit, are required, if they are to teach those types of classes. In addition, all instructors (including substitutes) must possess a current Cardiopulmonary Resuscitation (CPR/AED) and First Aid certification.
1.7.3. The ACM is responsible to interview prospective instructors and verify certifications are valid and current. All certifications must be valid prior to employment. In addition, the contractor is responsible for ensuring all employees possess and maintain current Information Assurance Technician (IAT) Level I professional certification during the execution of this contract.
1.7.4. The contractor, as part of the evaluation process must submit copies of instructor’s certifications and signed letters of commitment from the each instructor submitted.
1.7.5. The contractor will host a minimum of 1 one certification workshop annually.
1.8. Safety. The Contractor and/or ACM must be able to personally mentor new instructors in safety guidelines and methods of instruction. In addition, the ACM will train instructors on proper usage of stereo equipment prior to equipment being used.
1.8.1. List of Instructors. The ACM will provide the Fitness Center with a complete list of instructors, to include telephone numbers, as well as their qualifications, within thirty (30) days after award of contract. The ACM shall keep this list, to include telephone numbers and qualifications current.
1.8.2. Injuries Involving Aerobic Patrons. ACM shall ensure instructors notify on-duty Fitness Center staff of any injuries or accidents associated with aerobic patrons. Should ambulatory services be needed, the Fitness Center shall notify the proper agency for assistance. The instructor is required to assist the Fitness Center staff in the completion of an accident report after the conclusion of the incident.
1.8.3. Responsibility for Damage to Equipment. The contractor and/or ACM shall be financially responsible for any damage caused to Fitness Center equipment while under their control (i.e. broken keys/locks, stereo equipment, microphone/headset, etc.) to include the repair/replacement, maintenance, shipping and handling of damaged equipment.
1.8.4. Off Duty. The contractor is reminded, off-duty active military personnel hired may be subject to permanent change of station (PCS), change in duty hours, recall, and deployments.
Their absence does not constitute a valid excuse for non-performance under this agreement.
1.8.5. Contractor Personnel Appearance. Contractor personnel shall present a neat appearance and be easily recognizable while in the Fitness Center. Recommend a distinctive t-shirt displaying the contractor’s logo identifying the instructor be worn by all instructors during conduct of aerobic classes and while the instructor(s) is in the facilities.
1.8.6. Equipment. Equipment malfunction or problems with the class shall be reported to the Fitness Center Director or representative by the end of the class.
1.9. Virtual Live Streaming. The contractor shall provide live virtual classes which are interactive, with a two-way video platform via iPad live stream during the in person classes at the Fitness Center. This will allow and offer various times throughout the day, including evenings and weekends, classes taught by certified instructors and support an unlimited number of virtual registered users for JB Andrews’s active duty and dependent members. The iPad must be charged and stored behind the front counter; on the weekends placed with the Fitness Manager or Director for charging and safeguard of device. The contractor will also provide a tripod for the iPad to sit on while recording the classes.
1.9.1. On Demand Classes. Contractor shall provide an On Demand Video library of not less than 500 pre-recorded classes, available on a platform 24/7. It is currently in use and working through Virtual online media. The types of aerobics classes for the 500 are formats within Mind Body, Specialty, and Group Exercise Instructor.
1.9.2 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use if performing in a government facility. At the close of each work period, government facilities, equipment, and materials shall be secured.

2.1 Specific Tasks
2.1.1 Conduct aerobic workout program. All programs shall consist of an aerobic type workout and include but are not limited to: step aerobics, high/low impact, modified, slide aerobics, yoga, and cycling. The contractor will schedule 14 aerobic classes total each week with the approval of the Complex Director. Each exercise session will be 30 to 60 minutes in duration. (See Appendix for example)
2.1.2. Warm-up and heart-rate checks. Each instructor shall incorporate standardized and safe warm-up, stretching, and exercise techniques. A minimum of two (2) target heart rate checks will be performed during each class, as well as a safe cool down period to conclude the cardio segment of each class.
2.1.3. Ensure classes start on schedule and instructor is ready to teach class. The Aerobics Contract Manager (ACM) will ensure an instructor is present for scheduled classes. If for some reason, a scheduled instructor cannot make a scheduled class, the ACM must provide a qualified substitute to teach the same type class as scheduled. Instructors should arrive for class allowing enough time prior to the start of each class to set up. It is essential the instructor arrive prior to the scheduled class start time in order to sign out keys, headset, and retrieve stereo equipment for each class. In addition, instructors will provide their own music, either by cassette or compact disc for each class. Instructor will have all equipment in place and be ready to start class at scheduled start time.
2.1.4. Class head count. Instructor will record an accurate head count for each class performed using forms provided by the Fitness Center. Failure to ensure all class participants sign-in may have an impact on particular classes when evaluations are conducted to determine if the class should be continued, modified, or eliminated.
2.1.5. Set up and take down of equipment. Instructor will set up and take down all stereo equipment and ensure all equipment is returned to its proper place and secured, the exercise area is clean after the class, and keys returned to the front desk.
2.1.6. Safety and instructions to students. Instructors will be safety conscious and will begin each class with a short safety briefing followed by an effective class positive and motivating to the students. Instructors will provide instruction for students demonstrating high and low impact options as well as beginning, intermediate, and advanced techniques in a progressive building format.
3.0. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
3.1 General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract not listed under Section 3 of this PWS.
3.2. Secret Facility Clearance: N/A
3.3. Materials: The Contractor shall bring any additional equipment not supplied by the Tactical Fitness Center.
3.4. Equipment: Requests will be taken into consideration for additional equipment required for purchase the following year.

4.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
4.1. Services: The Government shall provide, without cost to the contractor, the utilities necessary to accomplish the tasks specified in this Performance Work Statement, including electric, fire protection, and 911 services.
The ACM will provide the Fitness Center with a complete list of instructors, to include telephone numbers, as well as their qualifications, within thirty

4.2 Facilities: Tactical Fitness Center Building 1444 and 1445 for all aerobic classes to be performed. The government shall provide a designated area suitable for aerobics instruction. In addition, the government shall provide access to locker rooms, restrooms, and water fountains.
4.2.1. Medical. Malcolm Grow Medical Center will respond to medical emergencies involving contractor personnel performing services on Andrews AFB. The contractor will reimburse the government for these services.
4.3 Utilities: Wi-Fi and electricity will be provided to the contractors.
4.4 Equipment: The government shall provide steps, mats, weights, bands, balls, spinning cycles, microphone, and a sound system. The Fitness Center staff will train the contractor and/or ACM on proper usage of stereo equipment prior to being used. Contractor will notify fitness center staff if a problem occurs with the stereo equipment right before or after the class. Fitness Equipment is accessible to all contractors who meet the basic criteria of the class and its requirements to hold the class. Additional equipment can be provided by the contractor if necessary.
4.5: Material: Pens, paper, sign in sheets, clip boards will be provided by the Fitness Center to the Contractors conducting the class. Additional materials will be brought by the contractor if required.
5.0 DEFINITIONS AND ACRONYMS:
5.1. DEFINITIONS:
5.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
5.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
5.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as the direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
5.1.4. DEFECTIVE SERVICE. A service output not meeting the standard of performance associated with the Performance Work Statement.
5.1.5. DELIVERABLE. Anything physically delivered, but may include non-manufactured things such as meeting minutes or reports.
5.1.6. KEY PERSONNEL. Contractor personnel evaluated in a source selection process and may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons listed in the proposal.
5.1.7. PHYSICAL SECURITY. Actions preventing the loss or damage of Government property.
5.1.8. QUALITY ASSURANCE. The government procedures to verify services being performed by the Contractor are performed according to acceptable standards.
5.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
5.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure the quality of an end product or service shall meet contract requirements.
