This proposal is to provide janitorial services at the Merritt Island National Wildlife Refuge (MINWR) for one (1) base year and four (4) option years. The Refuge consists of six (7) buildings, with a variety of spaces and surface materials which must be maintained in a clean and safe manner. Currently, there are a total of twenty-four (24) offices, nine (10) restrooms, five (5) kitchens/break rooms, four (4) copy/file areas, two (2) conference rooms, one (1) auditorium, one (1) exhibit room, one (1) book store, one (1) closet, one (1) reception area, and four (4) outdoor carpeted entrance areas, and one four-bedroom house included in this scope of work.

Background Checks

All contractor employees that will have access to Refuge buildings are required to be legal residents of the United States and will be cleared via a background investigation prior to work start – there are no exceptions to this requirement. Investigations are initiated by MINWR staff and electronically submitted by contractor personnel being cleared. It is necessary for any person undergoing this background clearance process to have access to the Internet to complete the background investigation application. Details will be provided by Refuge administrative personnel. Average time for initial background clearance averages two (2) weeks. Depending on activities at the Kennedy Space Center, contractor personnel may also be subject to additional National Aeronautics and Space Administration (NASA) badging and clearance checks.

Site Specific Requirements Due to security concerns, and possible contact with the public, all workers should speak basic English. No firearms are permitted, and obscenities on clothing are prohibited.

General Scope of Work

All Buildings, except the bunkhouse will be cleaned weekly (or 2x/week for the Visitor Center). All surfaces (as described) will be wiped or sprayed with cleansers provided by the contractor for each surface type, except for floors. Tile floors will be vacuumed and then mopped with floor cleaners and hardwood floors will be vacuumed and spot cleaned with wood cleaner. All carpeted areas (including runners) in all buildings All refuge carpeted areas will be shampooed semi-annually.

Cleaning supplies may be kept in our janitorial closets.

Trash Removal - All trash receptacles are to be emptied. Half-full bags may be combined with others to reduce the overall amount of plastic going to the incinerator.

Filled trash bags may be deposited in dumpsters located at the Visitor Center or Maintenance compound. When combined with other waste baskets, existing trash bags may be left in the basket being emptied. Replace the bag when basket is full, or bag is dirty.
