Attachment 1a

1. Description of Services

The contractor shall provide all management, personnel, tools, equipment, labor, and transportation necessary (to include High Efficient Particulate Air (HEPA) vacuums, power washers, waste containers/barrels, cleaning solutions/other cleaning materials, and other items/services) to perform range cleaning and maintenance services at F. E. Warren Air Force Base, Wyoming, in accordance with all applicable federal, state, local laws, and regulations, and this performance work statement

(PWS).

1.1 Background Information

The range has been operational since January 2012 and received its first cleaning in October of 2013.

Prior lead level tests in the form of LeadCheck Swabs and bulk sampling have been conducted by an Outside company’s Bioenvironmental Engineering (BEE) and contractor personnel can receive a copy of the baseline testing report so action levels can be determined. Dust and debris grab samplings have been accomplished identifying the content of lead only. LeadCheck Swabs, which indicate if lead is present as low as 600 parts per million (ppm), were used to identify if lead was present on surfaces throughout the firing range. New dust and debris samplings have been accomplished identifying the content of copper based frangible ammunition only.

1.2 Basic Services

The Contractor shall provide a cleaning service as listed below:

1.2.1. The contractor shall perform the service during the hours of 0730-1800 Monday-Friday.

The contractor must package all materials used to execute this contract in DOT approved containers. There are three Government provided metal 55-gallon drums attached to the auger that must be emptied and replaced.

1.5.2 Lab Analysis. The contractor shall conduct swipe surface sampling before and after cleaning each time to compare the results to each other. The contractor shall submit the results to the CO (who will then submit to BEE) within five business days of receiving the results from the laboratory.
