3.1 The item offered shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model, which, on the date this solicitation is issued, has been designed, engineered, sold, or is being offered for sale through advertisements or manufacturer’s published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. The machine shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement, and repair. The contractor shall not utilize U.S Government personnel, facilities, equipment, or consumable materials for any task related to the paid service provided, except as specifically identified and authorized by the contract.MEETS
3.1.1 New Developments: The contractor shall identify any new developments that would improve the efficiency, accuracy, or productivity of the equipment or would decrease its operating costs. Reports of such developments shall be addressed to the Contracting Officer (KO).
3.1.2 Measuring and Indicating Device Graduations: All measuring and indicating devices on the equipment shall be graduated in the inch/pound system.DOES NOT MEET
3.1.3 Controls: All electrical and mechanical operating controls shall be located conveniently, to the operator's work station(s).
3.2 Environmental Protection and Safety Requirements: The completed installation shall meet all applicable Environmental Protection Agency (EPA) and Occupational Safety Health Association (OSHA) restriction for materials classified as hazardous to the environment in effect on the date of contract. During the operation of the equipment at their final location, all equipment shall comply with all applicable EPA and OSHA regulations in effect on the date of contract regulating the emission of material hazardous to the environment.
Waste Disposal. Disposal of non-hazardous solid waste disposal shall be the responsibility of the contractor. FRC-SW shall assume all responsibility and associated liability for disposal of hazardous waste as defined in California Code of Regulations Title 22.
Disposal of old equipment: unless stated otherwise, shall be the responsibility of the Government. Contractor to disassemble, cut if necessary, and stage at a pre-arranged location for the Government to clean and dispose of the equipment. Contractor to contact DGR and obtain specific instructions in regards to location and latest regulation from the government for disposal of old equipment/parts/machinery.
3.2.1Safety and Health Requirements: All machine parts, components, mechanisms, and assemblies furnished for the Reverse Osmosis and Deionized Water System, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910 and OPNAVINST 5100.23G.

a. Mercury Restriction: The Reverse Osmosis and Deionized Water System shall not contain mercury or mercury compounds nor be exposed to free mercury during manufacture.

b. Asbestos Restriction: Asbestos and materials containing asbestos shall not be used on or in the Reverse Osmosis and Deionized Water System.

c. Lead: Lead and materials containing lead shall not be used on or in the Reverse Osmosis and Deionized Water System unless otherwise stated.

d. Use of Polychlorinated Biphenyl (PCB): The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited.

e. Audible Noise Level: Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece, shall be excluded in determining compliance of the equipment with the 84 dB requirements.

f. Lubrication: Means shall be provided to ensure adequate lubrication for all moving parts. Recirculating lubrication systems shall include a filter that is cleanable or replaceable. Each lubricant reservoir shall have at least a 24-hour capacity. Means shall be provided to indicate a low oil condition. Shall a low oil condition occur; the machine shall enter an emergency stop condition upon completion of the current operation. All oil holes, grease fittings, and filler caps shall be accessible.

g. Interchangeability: All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts. Foreign-sourced replacement parts shall be interchangeable with domestically supplied components or be readily available from a domestic source.

3.3 Detail Tasks: The machine shall be constructed of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the machine to its maximum rating and capacity without distortion.
3.3.1 Surfaces: All surfaces shall be clean and free of harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practice.
3.3.2 Painting: The machine shall be painted in accordance with the manufacturer’s commercial practice. All paint shall be of the lead free type.
3.3.3 Workmanship: Workmanship of the machine shall meet all requirements specified herein and shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this purchase description.
3.3.4Solid-State Components: The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.
3.3.5 Marking on Instruments, Control Panels, and Plates: All words on plates shall be in the English language commonly spoken in the United States of America. Characters shall be engraved, etched, embossed, or stamped, in boldface on a contrasting background. All plates shall be corrosion resistant.
3.3.6 Castings and Forgings: All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, or filling with solder or paste shall be used for reclaiming any defective part.
3.3.7 Fastening Devices: All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.
3.3.8 Threads: All threaded parts, either US or SI, used on the machine and its related attachments and accessories shall conform to FED-STD-H28 and the applicable "Detailed Standard" section referenced therein.
3.3.9 Welding, Brazing, or Soldering: Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part.
3.3.10 Maintainability: The equipment shall be designed and constructed to permit maintenance personnel to easily service the equipment using a minimal number of tools. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement or repair. Consistent with required maintenance and design of the equipment, the contractor shall provide any special tools required to service the Unit. The equipment shall be equipped with access covers to facilitate inspection, cleaning, and repair, or replacement of parts.EXCEEDS
3.4 Acceptance Test Plan: A draft acceptance plan shall be delivered 90 (Ninety) days prior to installation of the equipment. FRC-SW reserves the right to comment on the draft plan and require revisions incorporating such comments at no change in contract price. A final acceptance test plan incorporating FRC-SW comments shall then be delivered to the FRC-SW DGR for approval.

3.4.1 An Acceptance sign-off shall be completed as two separate acceptance criteria. This acceptance is intended to be a verification of the performance of this system.

3.4.2 The contractor shall perform a fit check of the system. Any deficiencies discovered during this verification shall be corrected by the contractor via a Change Order received from the US Government and/or its designated engineering representatives. Acceptance will be provided by FRC-SW’s DGR.

3.4.3 The contractor shall perform an inspection of the system and document the inspection to verify its compliance. Additionally, a 2nd inspection shall be performed and documented to demonstrate the performance of the system. The contractor shall prepare for a review to be conducted at FRC-SW – North Island should a major performance issue arises. The contactor shall repair and/or stiffen the system via an ECO should a performance issue arises during this validation. Acceptance will be provided by FRC-SW’s DGR and signed off by DGR, FRC-SW engineer, and Army Corps of Engineering representative or contracting agency.

3.4.4 The contractor shall conduct the final inspection for acceptance in the presence of FRC-SW’s Engineers, KO, and DGR.

3.5 Installation:

3.5.1 No lead time for manufacturing: Installation to start no later than 90 days after contract award date with a working schedule of Monday through Friday 0600 to 1430 PST hours, respecting federal holidays, furloughs, base closures, and other dates that the base might not be operational.

3.5.2 Lead time for manufacturing: If equipment has a lead time for manufacturing, contractor to provide the lead time at the time of award to DGR for approval. Equipment shall arrive on site no later than 30 days after manufacturing, initial inspection, and acceptance at manufacturers has taken place.
3.5.3 Site Preparation: Any additional work that is deemed necessary to prepare this site for this project shall be completed no later than 7 (seven) days before equipment is scheduled to arrive on site. Work shall have a minimum impact on the Government, all work shall be scheduled as to not have more than 7 (seven) days in between all construction work completed and the arrival of the equipment. Site is not to be left empty waiting for equipment to arrive for no more than 7 (seven) days.
3.5.4 Utilities: The Government shall provide all utilities within 20’ from equipment. Contractor shall be responsible of all utilities and connections from that point to the equipment.
3.5.5 Access to the base: shall be coordinated with FRC-SW DGR at the time of contract award.
3.6 DELIVERABLES:

3.6.1 Installation & Integration: Contractor shall install and integrate new hardware/software as specified in this SOW. System level functional tests will be performed after installation and integration.

3.6.1 Prints and/or Drawings Documentation and Manuals: See section 3.15.1. (CDRL A001)
3.7 FINAL ACCEPTANCE:

3.7.1 Test Plan: Contractor should give a 90-day (ninety) notice before anticipated completion of the project. Any tests shall be coordinated through the FRC-SW DGR.

3.7.2 Acceptance Test: Contractor should schedule and coordinate acceptance test with the FRC-SW DGR.
3.7.3 Final Inspection/Acceptance (Destination): Final Inspection and acceptance test shall be performed on the Reverse Osmosis and Deionized Water System to ensure conformance with this SOW. The acceptance test shall be performed only after the work and installation has been completed. The Reverse Osmosis and Deionized Water System shall pass the examination, tests, and inspections to be accepted.
3.7.4 Verification: The meaning of verification for the purpose of this contract is to assure that the items installed and/or connected by Government personnel are correct.
3.7.5 Validation: Contractor to perform a validation test of the equipment as part of the final inspection, provide all reports (CDRL A002) and all the tools necessary for the validation. All tools and/or fixtures for validation of the equipment shall be part of the overall Reverse Osmosis and Deionized Water System and provided to the government at no additional cost or included on the original bid.
3.7.1 Calibration: (See 3.16.3.) (CDRL A001)
3.8 INSPECTIONS:

3.8.1 Safety: FRC-SW Safety to inspect, clear, and certify all work at the time of completion. All work performed shall pass all of the tests and inspections required by OSHA 29 CFR 1910, Government/Federal Regulations, and FRC-SW Safety before closeout of project.

3.8.2 Fire and Safety: A final inspection and certification is required by the fire department and safety department at the time of completion.
3.8.3 Environmental: Industrial Hygienist and Environmental at FRC-SW will inspect, clear and certify all work at the time of completion according to the applicable documents and requirements cited in this SOW.
3.9 QUALITY ASSURANCE:

3.9.1 Responsibility for Inspection: The Government reserves the right to perform any inspections set forth in the SOW where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. The contractor shall be responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract, the contractor may use his own continental United States facility or any other continental United States facility suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

3.9.2 Responsibility for Compliance: All items shall meet all requirements of this SOW.
3.9.3 Classification of Inspections: The inspection requirements specified herein are classified as follows:

a. Final Inspection/Acceptance (Destination): Final Inspection and acceptance test shall be performed on the Reverse Osmosis and Deionized Water System to ensure conformance with this purchase description. The acceptance test shall be performed only after the Reverse Osmosis and Deionized Water System is installed at its final location. The machine shall pass the examination and all tests to be accepted.

b. Examination: The equipment shall be examined for design, dimensions, assembly, materials, components, electrical equipment, and workmanship to determine compliance with the requirements of this specification.

c. Validation: Contractor shall perform a fit check, verify calibration, provide all certifications available for the equipment, and perform a final examination, validation, and tests before acceptance, any and all tools used for the validation whether is a fixture, a tool, or specialized piece of equipment used to verify accuracy, heat temperatures, resistance, etc. shall be provided with the equipment at no additional costs to the government.

d. Responsibility for Inspection: The Government reserves the right to perform any inspections set forth in the SOW where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

e. Contract Quality Assurance Inspection (Origin): Contract quality assurance inspection shall be applied at the contractor’s facility prior to being offered for acceptance under the contract. The machine shall pass the examination, all tests, and the contract quality assurance inspection to be acceptable. A copy of the testing reports shall be made available to the government. The DGR and Government’s Engineer shall attend this Contract Quality Assurance Inspection to ensure machine meets all the requirements outlined within this SOW, before it is shipped to site. Contractor to coordinate with KO and DGR the times and dates for the inspection. DGR, Engineer, and KO to sign off on this inspection.

3.10 Training: The training shall be for a minimum of 10 (ten) government employees (to include government contract employees) such as facility personnel, engineering, materials engineering, and personnel working or operating the equipment. Training shall be in the operation, maintenance, support, and programming of the machine. The training shall be performed at customer’s facility and shall be 8 hours a day for a maximum of 5 workdays or 40 hours, between 0600 and 1430 hours excluding any federal holidays, furloughs, and base closures. The course shall utilize as-built drawings and manuals provided under this contract, and shall include both classroom and hands on portions. All printed training aids shall be supplied at no additional cost to the government and be in the English language(CDRL A001). The following items shall be covered during the training:
3.10.1 Familiarization with the equipment including description of each system, description of safety and emergency features, and familiarization with related technical data to be provided.
3.10.2 Demonstration by contractor personnel of all operation, safety, and emergency aspects of the equipment.
3.10.3 Hands on operation by receiving facility personnel with assistance from the contractor.
3.10.4 Upon completion of training, facility personnel shall be capable of fully operating the equipment without assistance.
3.10.5 Government to receive 2 full hard copies and 2 digital copies of all training materials at no additional cost (CDRL A001).
3.10.6 Training shall be video-taped to properly document each stage of training and modes of operation of the system at no additional cost to the Government. (CDRL A001).
3.10.6.1 One full digital copy shall be delivered to the Government with no restrictions for duplication.
3.11 ACCEPTANCE TESTS:

3.11.1 Operational test (new equipment). The machine shall be operated in accordance with the manufacturer's standard operating test procedure (see 3.7.2).

3.11.2 Performance tests (new equipment). After installation at the end user's facility, the final acceptance tests shall be performed per 3.7.3. The contractor-supplied component(s) shall have certification as to the dimensions and demonstrate the Reverse Osmosis and Deionized Water System adherence to NSF 42. The Reverse Osmosis and Deionized Water System shall be tested to the requirements per Section 3.0.
3.11.3 Operational tests (relocated machines only): After relocation of the machines described in paragraph 3.8.1, an operational test shall be performed on each machine. Connectivity test of filtered water output as well as pressure and flow readings of flow feeding into Bldg. 472 distribution piping
3.12 Components. The machine shall consist of but not be limited to the following described principle components, attachments, and accessories necessary to meet the operational and performance requirements specified herein.
3.12.1 The system shall be housed inside of a fully enclosed structure that will be installed on existing concrete pad where existing filtration system is located outside of Building 472. This structure must be constructed off site and the Reverse Osmosis and Deionized Water System must also be installed off site and delivered to FRCSW and installed in final location. The structure must be designed and constructed to withstand exposure of local environment. The supplied system shall have twin separate RO trains that are fully independent from each other. The Supplied system shall also have twin separate DI trains that are fully independent from each other. The system must be fully capable of running all trains simultaneously and running all trains separately.
3.12.2 Each RO train shall provide a minimum sustained output of 15 gallons per minute (GPM) of filtered water, for a total system sustained output of 30 GPM. Filtered water leaving the RO filters shall have conductivity of 15 µS/cm or less.
3.12.3 Feed water to RO membranes shall be adequately treated to maximize performance and longevity of membranes, which shall have a design life of 2 years before replacement. This will include pretreatment by water softeners, sediment filters rated for 5 micron or less, activated carbon filters for chlorine removal rated for 5 micron or less. Sediment and carbon filters will be designed to allow continues operation for a minimum of 6 months before replacement.
3.12.4 RO clean water output shall be pumped into onsite reservoir tank. Each filter train shall have enough residual pressure to discharge at top of reservoir tank or will have an individual pump to achieve required pressure.
3.12.5 Water from the RO storage tank shall have two independent pumps that can supply a minimum flow of 60 GPM at 50 psig into the building distribution piping for building 472.
3.12.6 Each DI train shall provide a minimum sustained output of 20 gallons per minute (GPM) of filtered water, for a total system sustained output of 40 GPM. Filtered water leaving the DI filters shall have conductivity of 1.0 µS/cm or less, with no air mixing. DI trains will be feed by water pumped from RO water reservoir tank.
3.12.7 A degassing system shall be provided pre DI filtration to remove carbon dioxide from feed water into the DI membrane.
3.12.8 DI filtration shall use electrodeionization (EDI) and be designed to maintain a 5 year membrane life.
3.12.9 The DI system shall provide a minimum of 40 psig into the distribution piping for building 472
3.12.1 Computer System. The following minimum components & features shall be provided, but not limited to the following:

a. PLC controlled system with integrated controls and instrumentation for flow, pressure, and water quality.

b. Touchscreen operation

3.12.2 Software Features. The following software features shall be provided with the computer system, but shall not be limited to the following:

a. Data logging of time in operation, total flow output

b. Government to receive a full copy of all programming and software used in the system/equipment (CDRL A003)

c. Vendor to provide 24 months of any and all available upgrades to the software/programming/logic of the system from the time of acceptance at no additional cost to the government.

3.13 SYSTEMS:

3.13.1 Pneumatic System. The pneumatic system shall conform to ISO 4414, and shall be complete, including all pumps, valves, piping, cylinders, and pressure controls.

3.13.2 Electrical System. The machine shall conform to NFPA 79. The existing source voltage available at the facility is 3-Phase 480 VAC ± 10%, 60 Hz. The machine’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete. This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device shall be utilized on the machine with means of lockout in the off position only. All electrical enclosures shall conform to the requirements of NEMA ICS 6.
3.13.3 Motors: shall be rated for continuous duty and shall have ball or roller bearings of the sealed and permanently lubricated type. Alternating-current (AC) motors shall be designed to operate on 60-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors shall meet the requirements of NEMA MG-1. Each motor shall have an identification plate to identify manufacturer, model identification, serial number, voltage, amperage, horsepower, phase, frequency and frame number. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s).
3.13.4 Solid-State Components. Electrical devices used to power electrical servo and spindle motors of control voltage delivered to solid-state electrical components shall be solid-state devices. Such devices shall be capable of handling the electrical load imposed by operation of the machine to its maximum capability. The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.
3.13.5 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70.
3.14 Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.
3.14.1 Nameplate. A nameplate shall be permanently and securely attached to each machine. The nameplate shall contain the information listed below. If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.
a.Nomenclature
b.Manufacturer's name
c.Manufacturer's model designation
d.Manufacturer's serial number
e.Power input (volts, total amps, phase, frequency)
f.Contract Number
g.Date of manufacture
3.14.2 Identification Marking of Military Property. An Item Unique Identification Marking (IUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text.
3.14.3 Lubrication Plate. A lubrication plate shall be permanently and securely attached to each machine. The plate shall contain the following information:
a.Points of lubrication application
b.Servicing interval
c.Type of lubricant
d.Viscosity
e.Military or Federal Specification for each lubricant (If applicable)
f.Size and type of each lubricant filter
3.15 Technical data (CDRL A001). All documentation, i.e. operation manuals, maintenance manuals, programming manuals, student training materials, drawings, vendor literature, laminated note cards, metal name and service plates, service bulletins, upgrade bulletins, and all associated charts/graphs, shall be written in the English language and be grammatically correct. All technical data shall identify manufacturer’s name, model number, serial number and contact number. The technical data shall be delivered not later than 90 (ninety) days before delivery of the equipment. The machine layout shall be furnished in AUTOCAD and PDF format.
3.15.1 Manuals/Drawings (CDRL A001). The contractor shall furnish two (2) hard copies of all technical, training, and maintenance manuals and drawings containing all information in compliance with modifications of the system. The manuals shall provide the data necessary for the programming, operation, and maintenance of the machine and ancillary equipment. The contractor shall also furnish one digital copy of the above technical manuals and drawings in Adobe's Postscript (*.PDF) file format or Excel on CD-ROM(S). The digital manuals and drawings shall be organized, indexed and referenced similar to the equivalent hardcopy format (i.e. volume, manual, section, etc.). Drawings shall show all electrical, mechanical, pneumatic, foundation, and any other data required for personnel to identify circuits within the console, locate utilities and connections.
3.15.2 Training manuals (CDRL A001): shall cover in detail all phases and cycles of operation such as start-up, maintenance, idle, shut down, trouble shooting, programming, running programs, printing, re-starting systems, etc. Manuals shall include the Vendor’s contact information, parts list, preventive maintenance cycles, any/all information and documentation necessary to properly service, operate, maintain, adjust, and perform all functions within the equipment.
3.15.3 Maintenance Manuals (CDRL A001): Shall properly identify in detail the extent of preventive maintenance, materials, liquids, substances, parts, and chemicals, used during preventive maintenance, repair, and/or troubleshooting of equipment. A complete list of all materials, chemicals, substances, and parts used for the maintenance and operation of the equipment shall be provided to the Government.
3.15.4 Calibration Manuals (CDRL A001): Shall properly identify in detail the extent of calibration, part numbers, model numbers, and manufacturer used.

a. A complete list of all materials, chemicals, substances, and parts used for the calibration, or that need to be calibrated within the equipment shall be provided to the Government 120 (one hundred and twenty) days prior to installation of equipment. Manuals shall be provided at the time of delivery and/or before acceptance of equipment.

Any and all adjustments made to the equipment during testing, acceptance, and warranty period shall be properly noted by the vendor. Updated manuals with any and all adjustments, updates, or changes made to the system shall be provided to the Government at no additional cost. All manuals, documents, drawings, and information related to this contract shall be in proper English, easily understood and self-explanatory in regards to process and procedures.

3.16 Test procedures (CDRL A001). Two copies of the manufacturer's standard performance, operational, alignment, accuracy, and repeatability test procedures shall be submitted with the contractors’ proposal for Government review. The Government will inform the contractor of the acceptance or the rejection of test procedures. The procedures shall be in the English language.
3.16.1 Installation at destination. The contractor shall be responsible for the installation of all equipment in order to make it operational. In addition, the contractor shall be responsible for the necessary personnel and equipment required for the off-loading, utility hookups and all other requirements necessary to make the equipment operational prior to the Government acceptance. The contractor shall be responsible for all necessary certifications and permits required, for shipping, EPA, or other, by any government agency, local, state, or national. The contractor shall be responsible for the crating and shipment of the Reverse Osmosis and Deionized Water System to final destination. The minimum installation responsibilities of contractor are shown on the included Installation Responsibilities sheet.
3.16.2 Additional Installation Work. The installation of the new Reverse Osmosis and Deionized Water System will require removal of existing filtration equipment at the sight. The location for this machine will be in Building 472. Layout plans will be available at the time of contract award after make; model, part number, and footprint have been provided to the DGR.

Note: Any deviation from the above described equipment, characteristics and requested delivery and installation shall be noted in the offeror’s Technical Discussion and explanation provided for how it compares to the required specifications and delivery as well as detailed descriptions of any added value or benefit to the Government.
