Within 30 days from contract award, contractor shall provide in writing the make, model, capacity, footprint, mechanical, and electrical requirements of the equipment to the TPOC.

A design/drawing for secondary containment shall be delivered to the TPOC at the time of the design/award/notice to precede meeting.

All printed training aids shall be supplied at no additional cost to the government and be in the English language.

Government to receive 2 digital copies of all training materials at no additional cost with no restrictions on duplication.

Training manuals shall cover in detail all phases and cycles of operation such as start-up, maintenance, idle, shut down, trouble shooting, programming, running programs, printing, re-starting systems, etc.

All documentation, i.e. operation manuals, maintenance manuals, programming manuals, student training materials, drawings, vendor literature, laminated note cards, metal name and service plates, service bulletins, upgrade bulletins, and all associated charts/graphs, shall be written in the English language and be grammatically correct.

The contractor shall furnish two (2) hard copies of all technical, training, maintenance manuals, specifications and drawings containing all information in compliance with modifications of the system. Manuals shall properly identify in detail the extent of preventive maintenance, materials, liquids, substances, parts, and chemicals, used during preventive maintenance, repair, and/or troubleshooting of equipment.

Contractor shall properly identify in detail the extent of calibration, part numbers, model numbers, and manufacturer used. Contractor shall provide a certificate of calibration from the manufacturer and all the relevant documentation.

Two copies of the manufacturer's standard performance, operational, alignment, accuracy, and repeatability test procedures shall be submitted with the contractors’ proposal for Government review.

Contractor to perform a validation test of the equipment as part of the final inspection, provide all reports and all the tools necessary for the validation.

A final acceptance test plan incorporating FRC-SW comments shall then be delivered to the FRC-SW TPOC for approval.

The contractor shall perform an inspection of the system and document the inspection to verify its compliance.

The contractor-supplied component(s) shall have certification as to the dimensions and demonstrate the Reverse Osmosis and Deionized Water System adherence to NSF 42.

Within 30 days from Contract award, the contractor shall prepare and submit a project plan or schedule chart that delineates itemizing project tasks from contract award to install completion, to include engineering, design, manufacturing, delivery, training, and acceptance.

The Contractor shall be responsible to prepare and submit a program review.

The program review shall consist of:

-Engineering Documentation -System Documentation.

-Validation Plan and Procedure: To include the fixtures and tools to be used during the validation procedure (validation to be done at the factory and at FRCSW) Any and all tools/fixtures/parts used to perform the validation of the equipment shall be included as part of the system or package of this contract and given to the government upon completion of the project.

-Validation of Equipment: Contractor shall calibrate, align, test, perform consistency, heat, duration, stress, integrity tests and any other tests required to ensure system is working properly and meeting all guidelines and requirements at the sites, provide certificates for the tasks.

DISTRIBUTION STATEMENT ON TECHNICAL DOCUMENTS

The purpose of this supplement attachment is to establish procedures for marking technical documents, including production, engineering and logistics information, to denote the extent to which they are available for distribution, release, and dissemination without additional approvals or authorizations.

Distribution covers all engineering drawings, standards, specifications, technical manuals, blueprints, drawings, plans, instructions, computer software and documentation, and other technical information that can be used or be adapted for use to design, engineer, produce, manufacture, operate, repair, overhaul, or reproduce any military or space equipment or technology concerning such equipment.

The distribution statement markings shall be mandatory for all technical documents, including such informal documents as working papers, memoranda, and preliminary reports if those documents are not already in the public domain and if they are likely to be disseminated outside of the Department of Defense.

The distribution statement shall be displayed conspicuously on technical documents so as to be recognized readily by recipients.

The following shall apply for standard written or printed material:

1. The distribution statement shall appear on each front cover, title page, and DD Form 298 “Report Documentation Page”.

2. When practicable, the abstract of the document, the DD Form 1423 and bibliographic citations shall be written in such a way that the information will not be subject to distribution statement B.

If the technical information is not prepared in the form of an ordinary document and does not have a cover or title page (such as forms and charts), the applicable distribution statement shall be stamped, printed, written, or affixed by other means in a conspicuous position.

A distribution statement marking is distinct from and in addition to a security classification marking.

DISTRIBUTION STATEMENT DEFINITIONS:

1. DISTRIBUTION STATEMENT A. Approved for public release, distribution is unlimited.

2. DISTRIBUTION STATEMENT B Distribution authorized to Department of Defense (DoD) and U.S. DoD contractors only. Other requests for this document shall be referred to FRCSE Counsel via Process Engineer and the Contracting Office.
