STATEMENT OF WORK (SOW)
National Safety and Health Organization Membership Services
1.0 BACKGROUND
The Secretary of the Department of Homeland Security (DHS) is responsible for providing safe and healthful working conditions for all DHS employees. The Secretary established employee safety and health and the provision of safe and healthful work environments as top priorities. The responsibility to manage and execute the Department’s safety and health programs, which impact every DHS employee, has been delegated to the Office of Health Security (OHS). OHS is the principal medical, workforce health and safety, and public health authority for DHS. Since the inception of the DHS, health security has played a pivotal role in the execution of DHS’s mission. Established in July 2022, the OHS positions the Department for a proactive and agile response to the evolving health security landscape.
Within OHS, the Total Workforce Protection Directorate (TWPD) enriches a mission-ready DHS workforce, including working with animals, to promote and sustain workforce health, prevent injury and illness, restore health, and sustain organizational wellness and psychological resilience. Tasked with occupational safety and health program management, TPWD works to promote the development and administration of comprehensive safety and health programs and initiatives to minimize risks and prevent injuries to DHS employees.
Each DHS Component has a Designated Safety and Health Official (DSHO) and professional occupational safety and health (OSH) staff. Most Components augment their professional staff by employing Collateral Duty Safety Officers (CDSO) who perform general safety duties at local levels. The DHS OSH staff are responsible for providing occupational safety guidance to reduce and prevent occupational illness and injuries; managing an effective and comprehensive Department occupational safety and health program; conducting program management evaluations and audits of Component occupational safety and health programs; and developing and assisting management in implementing Departmental policy, programs, initiatives, and other management actions to promote safe and healthy work environments. The Department’s safety apparatus generally is effective in managing basic OSH program elements, however, due to the Department’s size, geographic footprint, and the complexity of its missions, DHS OHS must engage with a third-party entity for additional support services to provide full OSH support across the Components. The expected outcome is the provision of world-class safety and health services to enhance DHS OSH programs.
2.0 SCOPE
DHS requires membership in an online national safety and health organization with capability to support and enhance DHS safety and health programs. Capabilities should include all DHS employee access to world class research and information centers, access to a network of OSH professionals for consultative purposes, information on the latest safety management practices, risk analysis and related technology, discounted centralized and local training opportunities, free unlimited access to periodic OSH-related webinars and safety-related networking
