SECTION 01009 - GENERAL INFORMATION AND REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY

With Government supplied materials, contract entails construction of one temporary fence. Temporary fence shall consist of a 3-wire temporary fence constructed with t-posts and steel EZ Fence Panels as identified in subsequent sections and attached drawings. Temporary fence constructed shall consist of barbed top and middle wires with smooth bottom wire.

To protect wildlife resources, fence construction activities occurring on project site shall be restricted to the hours between 9:00 am and 6:00 pm.

A. Description of Work: Furnish labor and equipment to construct/repair/remove the specified typical barbed wire fence (3-wire).

B. Location of Fence Construction and Repair Work Sites as Shown on Work Location Maps: The project site is located approximately 2 miles northeast of Riddle, Idaho.

1. Mary – Fence is located in flat to rolling terrain with rock outcrops and/or rocky areas. Main unpaved and/or unimproved roadways provide access to the site. Site is accessible by 4-WD vehicles with entire project fence line being then accessible by 4-WD vehicle, Off Road Vehicles, and/or foot traffic.

Temporary Fence Construction: T14S R03E Sec 13, 14, 15, & 24 and T14S R04E Sec 10, 11, 15, 16, 19, & 20.

Project site elevation is approximately 6,000’ with topographic variation occurring across the project unit.

C. Location of Fence Removal Work Sites as Shown on Work Location Maps:

1. None

D. Work Data Sheet: Designates the type and quantity of work required at each project location.

1.2 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the Drawings and Specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.3 SUBMITTALS

A. Scope: Submittals include design computations, shop drawings, manufactures' literature, as built drawings, samples, and maintenance manuals.

B. Requirements: Refer to individual Specifications for submittals required. Submittals shall be delivered to the

Contracting Officer. Allow at least 5 working days for review.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these Specifications.

3. Contract number, Drawing number, and Specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.4 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work as listed in the individual sections of these Specifications and as shown on the Drawings.

B. Conflict: Where a conflict occurs between Reference Documents and Project Specifications, the Project

Specifications shall govern.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

B. Storage: Provide temporary storage facilities for products which will protect them from damage until installation on the project and final acceptance.

C. Handling: Load and unload products protecting them from damage.

1.6 PROJECT / SITE CONDITIONS

A. Access to the work site: Vehicle traffic is permitted along proposed fence line, existing fence lines and existing roads/trails within project areas.

B. The Mary project area is located in relatively flat to rolling terrain with surface rock, rock outcroppings, and subsurface rock present amongst clay soils. The use of rock drills should be expected to meet line post depth requirements. Brush removal will be required to construct approximately 1,020 ft of fencing. Main unpaved roads provide access to the general project area with project fence line accessible by 4-WD & Off Road Vehicles and/or foot traffic. The Mary fence construction project area is accessed and bisected by Buckhorn Road (County maintained roadway). Accessibility to and along the Mary project fence line may be attained by 4-WD vehicle, Off Road Vehicle, and/or foot traffic.

C. No cross-country travel with motorized vehicles shall take place except on designated roads, trails and fence corridors. Access roads shall not be constructed along fence lines or to the job sites, however, travel along the fence line is permitted. Contractor shall repair all ruts and scarred ground created by construction, repair, or removal as directed by the Contracting Officer. No blading or scraping of the ground along the fence line or on any Bureau of Land Management administered land is permitted unless prior authorization is attained.

D. Specific areas may be flagged that designate sensitive areas due to archaeological sites, wildlife nesting areas, sensitive plants, etc. The Government may impose restrictions to vehicle travel or other operations in project areas as necessary or prudent to address and/or protect resources of concern.

E. Camping at or near the job site is permitted as long as it does not exceed a maximum of 14 days in any one location.

Camping is prohibited within 100 yards of any isolated water source springs, seeps, water troughs, windmills, small reservoirs, etc.) Toilet facility requirements shall follow all Federal and State regulations. When a camp site is no longer needed, all garbage and fence building supplies must be removed and properly disposed of. These areas shall be approved in advance by the Contracting Officer.

F. Clean-up: All trash and excess materials must be removed from the project site on completion of construction and disposed of in a manner, and at a location, approved by the Contracting Officer.

G. Fuels and Fire: The project areas are located in areas of light fuels (annual grasses, rabbit brush and low sagebrush) with some areas crossing into areas that have recently burned. The contractor shall obey and enforce fire prevention measures such as spark arresters, avoidance of high fuel areas were possible and all other instructions from the Contracting Officer.

H. Cultural Considerations: Because fragile and irreplaceable culture resources may be present in the area, project activities and any other action which causes disturbance of the earth's surface shall be limited to those areas approved by the BLM. Deviations from routes flagged or shown on the drawings are not allowable without prior approval of the Contracting Officer. The Contractor shall insure that he/she, employees, or representatives do not collect archaeological artifacts. Should the condition of the cultural resources in the area be altered during construction due to unauthorized activity by the Contractor or employees, the Contractor shall be responsible for all costs of mitigating the cultural resources involved. If deterioration of the archaeological sites is found to be occurring during the construction phase, work on the project shall be terminated until a data recovery plan is prepared and completed in accordance with the National Historic Preservation Act

1.7 SEQUENCING AND SCHEDULING

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

PART 2: MATERIALS/SPECIFICATIONS/DESCRIPTIONS

A. Contractor Returned Materials

1. Returned materials: Wire, wire stays, hose clamps, T-posts, pipe, and wood materials from fence removal activities as outlined herein are deemed debris, unless otherwise noted, and will be properly recycled or disposed of by contractor. All new construction materials provided by the Government not able to be used on the construction and/or repair project(s) as stipulated herein, in addition to other materials as outline under Part 5- Work Data Sheet, will be bundled accordingly and returned to Government.

2. Location: Government property will be returned to the Bureau of Land Management Wareyard at 1962 Commerce Avenue, Boise, Idaho 83705.

3. Time: Property return will be available Monday through Thursday from 8:00 am to 3:30 pm except on holidays. A pre-scheduled appointment with 24 hour advanced notice is required to assure that a warehouseman is available. A contact list for scheduling appointments will be provided to contractor at the pre-work meeting.

B. Fence Removal Specifications

1. None

PART 3 - EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference:

1. Will be held prior to the start of work on each Order. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project.

B. Progress Meetings:

1. To be held at the project site, or as determined by the Contracting Officer.

2. May be called by either the Contracting Officer or the Contractor. The request shall state who should attend and include an agenda.

C. Final Inspection:

1. To be held at the project site, or as determined by the Contracting Officer.

2. Notify the Contracting Officer in writing at least 3 working days before the completion date so the

Government can schedule final inspection.

3. The Contractor or the Contractor's authorized representative shall be present during this inspection.

3.2 PREPARATION

A. Work Layout: The Government will set flags or fence posts within site distance to give the Contractor lines and angles necessary for the work executed under the Contract. Where new fences are to replace existing fences, corners, gates, and end panels shall be located in the same place as the existing fence. Stress panels shall be located as specified for each type of fence.

3.3 SALVAGEABLE ITEMS

A. Requirements: Except as noted in section 5.3 all salvageable items from fence removal shall be used for existing fence repair and fence construction or provided back to BLM.

3.4 DISPOSAL OF DEBRIS

A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the

Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility.

Burning of removed materials is not permitted on the work site.

PART 4 - MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this Section will not be measured for payment.

4.2 BASIS OF PAYMENT

A. Payment: No direct payment for the work described under this Section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION 01019 - GOVERNMENT-FURNISHED PROPERTY

1.1 SUMMARY

A. This Section includes fencing materials to be furnished by the Government and their locations.

1.2 DELIVERY, STORAGE, AND HANDLING

A. Location: The Government-furnished property will be provided by the Bureau of Land Management at the BLM

Wareyard at 3948 S. Development Avenue, Boise, Idaho 83705.

B. Time: Property will be available Monday through Thursday, from 8:00 am to 3:30 pm except on holidays. An appointment is required to assure that a warehouseman is available. Appointments are made by calling the phone number listed on each Order a minimum of 24 hours prior to intended pickup time.

C. Return of Unused Property: Return unused materials to the same place as they were picked up unless the

Contracting Officer states otherwise.

D. Loading, Offloading and Transporting Property: The Contractor is responsible for providing the necessary material-handling equipment to load and offload materials at the work site. The Contractor shall transport materials to the work site. Unless otherwise noted, a Government forklift and operator will be available at the Wareyard.

PART 2 - PRODUCTS

2.1 MATERIALS

A. All materials for the project will be furnished by the Government:

SECTION 02824 - WIRE FENCES AND GATES

1.1 SUMMARY

A. This Section includes installing with Government-Furnished property, barbed wire and woven wire fences, and repair of existing fences.

B. Furnish all labor, tools, equipment, supervision, and any other resources necessary to complete fence projects.

PART 2 - PRODUCTS

2.1 GOVERNMENT-FURNISHED MATERIALS (as applicable to project requirements)

A. Barbed Wire: A strand of two 12-1/2 gauge galvanized wires twisted together with 2-point barbs of 14-gauge wire spaced 4 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb force. The barbed wire shall conform to

ASTM A 121.

B. Barbless Wire: A strand of two 12-1/2 gauge galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb force. The barbless wire shall conform to ASTM A 121.

C. Brace Wires: Four wires of 9-gauge smooth, galvanized wire or 2 wires of galvanized, 12-1/2 gauge barbless wire. The minimum weight of zinc coating for 9-gauge wire shall be at least 0.4 oz of zinc/ft2 of coated surface area; for 12-1/2 gauge wire at least 0.3 oz of zinc/ft2 of coated surface area.

D. Clip-Type Wire Fastener: Galvanized wire, 8-gauge.

E. Mechanical Gate Closures: Assembly must include the following salient features:

1. A rigid steel strap or 9-gauge smooth wire loop 6 inches from the ground securely connected to the gate post and shaped so the gate stay will be securely held in place.

2. An adjustable cable or chain, or rigid steel strap fastened to a cam lever device located 6 inches from the top of the gate post. The closer shall be capable of securely holding the gate stay in place.

3. Gate latch by Toland & Sons, P.O. Box 1970, Winnemucca, NV 89446, or approved equal.

F. Miscellaneous Wire: Wire for ties, gate loops and fastening wood stays shall be 9 or 12-1/2 gauge galvanized wire.

G. Staples: Bright-finish or galvanized 9-gauge with slash-cut points 1-3/4 inches long.

H. Wood Gate and Fence Stays: Sound and straight pieces, 1-1/2 to 3-1/2 inch diameter of the species pine or fir

(with bark removed), honey locust, western red cedar (full stem with bark removed), juniper, osage orange, and white oak. Treatment with preservative is not required. Stays shall be of uniform length sufficient to touch the ground. Total length shall be 4'-0".

I. Steel Pipe: ASTM F 1083 SS40. Post pipe shall be 2-1/2 inch (2.375 inch O.D., 3.12 lb/ft); brace pipe, 1-5/8 inch, (1.66 inch O.D., 1.84 lb/ft). Brace clamps and fittings shall be galvanized.

OR

Steel Pipe: ASTM A 53 or F 1083. Post pipe shall be 2 inch, schedule 40 (2.375 inch O.D., 3.65 lb/ft); brace pipe shall be 1.25 inch, schedule 40 (1.66 inch O.D., 2.27 lb/ft). Brace clamps and fittings shall be galvanized.

J. Easy Fence Panels & Braces: Constructed of 1” square tubular steel with .065 wall (16 guage). Weight of panel is

20 lbs. with Brace weight is 9 lbs.

K. Easy Fence Rock Jack: Constructed of steel angle iron. When assembled with hardware, final structure dimensions shall meet those as specified in attached technical drawings.

PART 3: EXECUTION

3.1 INSTALLATION

A. Drive steel fence posts into the ground to the depth shown on the Drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and drill holes a minimum of 18 inches deep and slightly smaller than the diameter of the post. Drive posts solidly into the holes.

B. Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire. Do not drive staples parallel to the grain of the wood. Terminate wire at each end post, gate post, corner post, or stress panel by wrapping wire around the post two times and tie off by uniformly wrapping the incoming wire a minimum of four times.

C. Brace Wires: All panels shall be wrapped with two complete wraps of barbless wire and twisted tight with a tensioning device (wood stay stick, rebar or digger link). Leave one end of the tensioning device long enough to fasten behind the horizontal brace to prevent wire from unwinding.

D. Corner Panel, Stress Panel, and End Panel Assemblies: Construct as shown on the Drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs and on each side of a gate unless shown otherwise on the Maps or Drawings.

E. Rock Jacks: With the approval of the Contracting Officer, steel rock jacks may be used in lieu of steel end panels, corner panels, and stress panels where rock formations prevent dug holes. Rock jacks will be paid for at the same unit price as the substituted item. Construct as shown on the Drawings. Figure fours shall not be used in place of line posts.

F. Gates: Shall be installed according to the Work Data Sheet and the Drawings. Fulcrum-type gate openers shall be installed on all gates using 4 foot long wood stays, or as approved by the Contracting Officer. Wire Gates: Shall be constructed of smooth wire, wood stays, and wire stays. Gate should be constructed to a width of 14’ unless otherwise noted by flagged area at project site.

G. Wood Stay Installation: Shall be installed at the spacing and quantities as shown on the Work Data Sheet. Stays shall be secured with 1.75” staples. Drive staples into wood until the staple comes in contact with the wire against the stay, but not so tight as to crimp the wire.

H. Items or debris (including layout flags), not designated as salvage for return to the government, shall become the property of the Contractor. The Contractor is responsible for the disposal of materials in a legal manner and the payments of all disposal fees. Burning of removed materials is not permitted on the work site.

I. Steel Pipe Assemblies: Steel pipe panels shall be constructed in accordance with the Drawings and will include galvanized pipe caps on the tops of the structures. If loose soil conditions cause corner panels to lift when the fence wire is stretched, a steel post shall be driven parallel and adjacent to the corner pipe a minimum of 2'-6" deep and wired to the panels. When rock formations prevent driving pipe, drill holes 18 inches deep and the same diameter as the pipe. Drive pipe solidly into the holes.
