About this file

This document is a Statement of Work (SOW) for the Marsh Harbour Security Enhancement Project. The Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks to partner with the Bahamas Customs and Port Department to enhance physical security at the port in Marsh Harbour, Abaco Island, which was damaged by Hurricane Dorian in 2019.

The SOW outlines the design-build requirements, including site assessments, 35% concept design, 95% design documents, and 100% final construction documents. Key deliverables include new guard houses, entry/exit lift gates, administrative office buildings, perimeter fencing, lighting, CCTV, and paving of unpaved areas. The selected contractor must be licensed and certified in The Bahamas, with experience in design and construction of public facilities. A mandatory pre-bid meeting is required, and the contractor is encouraged to utilize local labor, contractors, and materials. The period of performance for the construction phase is 180 days after notice to proceed on the 100% final design.

Marsh Harbour Design Build SOW 06/18/2024

1 INTRODUCTION

The Bureau of Internaonal Narcocs and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat internaonal narcocs and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs and migrants into the United States; and (2) to minimize the impact of internaonal crime on the United States and its cizens. One of the many ways to effecvely meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernizaon of and support the enforcement operaons of their foreign criminal jusce systems and law enforcement agencies.

1.1 BACKGROUND

INL’s Office of Western Hemisphere Programs (INL/WHP) covers broad an-crime authories including criminal jusce, rule of law, ancorrupon, and counternarcocs for the Western Hemisphere including Mexico, Caribbean, Central America, and South America. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal jusce issues as they relate to internaonal development.

1.2 PROJECT JUSTIFICATION

Throughout The Bahamas, insufficient government presence, lack of government basic services, rule of law, infrastructure, lack of economic opportunies, and lack of security, have resulted in considerable illegal migraon, narcocs trafficking, weapons trafficking, and other crimes that affect the U.S.

INL Nassau seeks to help Bahamas Customs and Port Department to increase physical security capacies at the port at Marsh Harbour, Abaco Island, which was destroyed by Category Five Hurricane Dorian in 2019. INL’s provision of this security infrastructure would help authories deter and interdict illicit traffic and maintain connuity of operaons during and aer similar or damaging storms. This project will provide physical security upgrades that will be part of a larger integrated government rehabilitaon effort and project for Marsh Harbour that is sll in the early stages.

Marsh Harbour port currently operates with a very limited and rudimentary access control system.

Mostly comprised of traffic cone and individual security personnel quesoning the drivers of vehicles seeking entry into the port. Without office space, cameras, perimeter fencing, or administrave facilies, the port connues to operate in substandard condions and without proper security measures to meet minimum Internaonal Ship and Port Security (ISPS) guidelines and standards.

2 SCOPE AND SPECIFICATIONS

The purpose of this statement of work (SOW) is to establish the requirements for the design, demolion, and construcon for the Marsh Harbour Security Enhancement Project. This project will consist of security and safety enhancements including enhanced access control, establishment of administrave and operaonal buildings from modular containers, replacement of perimeter fencing, installaon of lights, cameras, CCTV monitoring staon, and paving un-paved areas inside the port. The work includes but is not limited to the following: Professional design services, Construcon Services, labor, supervision, tools, materials, and equipment necessary to perform the design-build, turn-key construcon of the Marsh Harbour Security Enhancement Project.

In general terms, the Contractor shall include all the following safety and security work elements as part of the design process approval and then execute the construcon of the approved final designs:

1. Guardhouses - 2 ea. mobile office containers (20’ x 8’) at the terminal entrance/exits. Provide with power, A/C units and backup power generator. Exact configuraon to be confirmed with port personnel.

2. Entry/Exit Li Gates - 4 ea. automated single lane li gates (2 per entrance/exit) with controls operated by guard force either inside or near the guardhouse.

3. Administrave Office Building - 2 ea. adjoined mobile shipping containers (40’ x 8’) with toilet room, kitchenete, water, sewer, power, A/C units, backup power generator. Exact configuraon to be confirmed with port personnel.

4. Perimeter Fencing – Approx. 4,000 linear feet of 8 . high galvanized chain link fencing with top/botom rails, 3-strand barbed wire, concrete foundaons.

5. Lighng - 35 ea. galvanized light poles, concrete foundaons, 50 high, with solar powered LED light fixtures, full coverage of enre port area from dusk to dawn. Design to be hurricane & lightning resistant.

6. CCTV camera system – digital video camera coverage of entry/exits & enre port area. CCTV monitoring staon and video recording storage sufficient for 30 days to be located in the Administrave Building. System to be provided with UPS back-up and allow for remote access/monitoring via internet.

7. Asphalt Paving: Pave all unpaved areas within the port and repair exisng damaged pavement.

Provide grading and drainage as needed. Paving mix to be suitable for high performance with traffic, heavy equipment in hot weather environment.

The US Government is seeking qualified, experienced sources capable of delivering design-build projects based on design parameters established by the conceptual design documents provided by INL under Atachment A. Candidates must provide mul-disciplined architectural/engineering services and construcon contracng and management services. Candidates must be experienced in the coordinaon of design and construcon efforts in all aspects of design, demolion, and new construcon. The selected firm is encouraged to hire local labor, local contractors, and use local materials to complete the work.
