About this file

This is a project proposal document from the Michigan Department of Transportation (MDOT) for a pavement mill and overlay project on M-57 in Washington Township, Gratiot County. The project involves a 1.5-inch uniform cold mill and single-course HMA overlay across approximately 2,250 feet of roadway from Station 768+99.00 to Station 791+49.00. Key work items include cold milling of 14,000 square yards of HMA surface, placement of 1,155 tons of 5EML high-stress HMA, installation of permanent and temporary pavement markings, and comprehensive traffic control measures. Work must begin no earlier than May 12, 2025, and be completed by August 8, 2025, within 4 consecutive workdays (weather dependent), excluding permanent pavement marking placement. The contractor must provide seven calendar days' notice to Jason Potts at 989-737-0211 before beginning work. Maintaining traffic is essential, with detailed specifications requiring shoulder and lane closures per established typicals and a maximum 0.5-mile closure length at any one time. Traffic must be maintained at a minimum of one lane in each direction, with the work zone speed limit set to 45 mph.

This is a maintenance-funded project with no allowance for overpayment or extras; all material, labor, and mobilization costs must be included in the bid price as a lump sum. MDOT reserves the right to reject any unqualified bids and may request a site and plan review meeting with the low bidder before award. Lane closures are restricted during specified holiday periods (Memorial Day, Independence Day, and Labor Day) and are limited to specific timeframes between 6:00 a.m. and 5:59 p.m. on weekdays, with no weekend work permitted unless approved by the Engineer. The contractor must comply with the MDOT 2020 Standard Specifications for Construction, preserve all government corners, contact MISS DIG at least three working days before excavation, maintain access to recreational properties, and coordinate with multiple utility providers including Consumers Energy, DTE Energy, Frontier Communications, and others listed for potential conflicts.

Once the paving operation is completed, the proposed pavement markings will be placed to match the current lane configuration.

Traffic will be maintained as described in the Maintaining Traffic section contained in this proposal.

ESTIMATED QUANTITIES

The quantities included in the summations below are approximate and for reference only.

The contractor will be responsible for verifying quantities before bidding by site inspection and plan review. If any major discrepancies are noted, contractor must contact Jacob Peterson at

(989) 573-0537.

This project is a Maintenance funded project, which means that there will be absolutely no overpayment or extras. All material, labor, and mobilization shall be included in the bid.

Perform traffic switch operations within the allowable “traffic restriction tables” as shown below.

A. A traffic switch is defined as a change in the existing (original or staged) traffic configuration which requires multiple (more than one) lane lines and/or edge lines to be relocated in a new location and the old lines to be removed either between construction stages, or maintenance of traffic stages.

∞ = Closure is allowed, and the frequency is not limited during the project timeframe # = The number of times closures can take place during the project timeframe.

The Contractor shall maintain a minimum of one lane of traffic in each direction at all times on M-57. (And all intersecting roads and ramps.) Additional traffic regulators shall be used at unsignalized intersections and driveways, as directed by the Engineer. Payment for these items shall be included in the lump sum price for the project.

There is to be no more than 1 closure allowed at any one time.

A. The maximum closure length is 0.5 miles from the POB to POE unless otherwise approved by the engineer.

When a lane is closed, place channelizing devices at cross streets and major drives to form a radius that clearly defines the approaches to the through and turning traffic.

A speed reduction will be used. Set the work zone speed limit on M-57 to 45 miles per hour (mph).

All lanes shall be flush with each other at the end of each workday with no vertical edges along

EOM.

No weekend work unless approved by the Engineer. Weekend work is defined as 3:00 pm on Friday through Sunday. All lanes and shoulders shall be open to traffic unless work is in progress which prohibits opening of lanes due to safety or other reasons approved by the engineer.

M-57 C.S. 29021

J.N. 25-29002

The storage restrictions in section 812.03.G.5 of the 2020 Standard Specifications for Construction will be strictly adhered to. The Contractor shall not park any vehicle or store any material on public recreational property.

Daily maintenance of traffic control items will not be paid for separately but will be included in the lump sum price for the project.
