About this file
This document is a Draft Statement of Objectives (SOO) for an Installation Warning System (IWS) at Kleine Brogel Air Base in Belgium. The objective is to engineer, design, furnish, install, and test a turn-key IWS solution that can transmit incident alert messages to 100% of US personnel inside and outside buildings within 10 minutes of activation. The system must provide alerts for terrorist attacks, weather warnings, force protection, chemical spills, active shooter scenarios, exercises, and other base-related announcements.
The comprehensive IWS requirements include installing new equipment across 13 buildings and the ELMR tower, with a total of 21 new ceiling speakers, 7 wall horn speakers, 12 wall horn speakers, 2 directional speakers, 14 new Incident Signaling Units (ISUs), and 2 Central Control Units. The system must interface with the AtHoc Network Alerting System, support zone-selective broadcasting, include pre-programmed messages like Westminster Chime, Attack Warning, and National Anthem, and have backup power capabilities. The project is to be completed within 180 days, with a final acceptance testing and walk-through required, and must comply with numerous military and telecommunications standards.
