A. System for Award Management – By submission of a proposal, the Offeror acknowledges the requirement that prospective awardees must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this proposal. Lack of registration in the SAM database will make an Offeror ineligible for award. http://www.sam.gov.

B. Wage Determination – During the services performed for the resulting contract, Offerors must ensure they are following the applicable Wage Determinations as found at http://www.sam.gov/content/wage-determination. The applicable Wage Determination for this solicitation is 2015-5563, Revision 26, published 07 July 2025.

C. Responses will be evaluated to ensure an award is not made to a debarred contractor. In addition, contractors with known performance issues identified in determining the contractor’s responsibility per FAR Part 9 will be brought to the attention of the Contracting Officer, and these issues may be considered in making the awards. FAR Part 9, Contractor Qualification, requires that purchases shall be made from, and shall be awarded to, responsible prospective contractors only.
