About this file
This document is an Instructions to Offerors and Evaluation Criteria file for a U.S. Department of Transportation Volpe National Transportation Systems Center solicitation for a Supplemental Phase II Environmental Site Assessment involving drilling activities at Kinneytown Dam. The solicitation (Number 6913G625Q300046) seeks a contractor to perform river/water drilling and sediment sampling, with key requirements including being a Connecticut-certified/licensed driller with recent river/water drilling experience.
Vendors must submit a four-page proposal demonstrating qualifications by 11:00 AM EST on August 5, 2025, to Roland Regan. The government will evaluate proposals prioritizing (1) experience, past performance, and technical proposal, (2) schedule, and (3) price. Contractors must provide proof of certification, a resume of personnel conducting work, a detailed plan for water and sediment access, on-site personnel count, equipment details, and at least two relevant references from similar projects completed within the last two years. The period of performance runs from award date to December 31, 2025, with the government anticipating a firm-fixed-price purchase order for the drilling activities.
