7. PLUMBING BASIS OF DESIGN
7.1 Background
7.1.1 Building 176 – Existing Water Booster Pump Station
The existing domestic water and sprinkler supply system consists of a ground water storage tank, altitude valve, reduced pressure zone system and six dry pit multistage vertical turbine pumps, including two jockey pumps. The largest pumps (P1 and P2) are fixed speed pumps and used for peak domestic flow. All remaining pumps are on variable frequency drives (VFDs); two are jockey pumps and two are domestic pumps for lower flow demands. The VA wants to replace all six water booster pumps and associated controls, as well as any severely corroded piping and fittings per visual inspection at time of site visit. The current sizing of the existing water booster pumps and piping are shown in Table 1 below.

The current operations were described on the existing drawings as follows:
• P1 and P2 are alternating lead and lag pumps for peak flow based on demand
• P3 and P5 are alternating pumps for flows less than peak flow
• P4 and P6 are alternating jockey pumps designed primarily to maintain pressure in the line for the sprinkler system
At the time of the site visit on January 22, 2020, Pump P1 was not connected to the horizontal discharge in the Shallow Pipe Trench Area and Pump P2 was not installed. The system appears to have been operating on the remaining pumps (P3 to P6). See Figures 1 and 2.

The existing pumps and controls are past their useful life, and the VA wants them to be replaced.
The existing pumps do not operate as outlined in the VA Plumbing Design Manual for Patient Care Buildings which requires a three pump system (N+1) where two pumps can service the facility if one pump is taken out of service. The existing system operates such that one pump can service peak demand, and this pump has a designated backup (P1 and P2) and one pump can service lower demands. This second pump also has a designated backup (P3 and P5). The existing system also has one jockey pump and designated backup (P4 and P6). The jockey pump is meant to maintain a minimum pressure in the water sprinkler system. Flows above peak demand can be met by operating the largest pumps (P1 and P2) simultaneously.
7.2 Scope of Work
This project includes the replacement of all six water booster and jockey pumps. The new pumps shall be dry pit vertical turbine pumps and installed similar to the existing pumps. Pumps P3 thru P6 will have VFDs (matching existing). The new pumps were estimated to provide the same capacity and head as the existing. The pump operation pressure set points for the new pumps shall also be as described in Table 2. Additionally, the existing ground water storage tank shall be cleaned, level sensors checked and replaced if necessary. Confined space requirements are necessary for tank cleaning procedures. These should be in accordance with OSHA CFR 1910.146 and Veterans Affairs design standards.
The new plumbing equipment manufacturers’ data sheets are included in Appendix 1. The following scope of work will be included for this project as directed by VA personnel:

8.2 Electric Service
The existing Consolidated Edison, Inc. (Con Edison) pad-mount transformer located at the rear of the pump station will remain. In general, the mechanical equipment replacement will be of similar size and capacity as the existing being replaced. No reports of building service overload conditions were reported or observed. No increase to the building electrical service loading is expected once the project is completed.
8.3 Power Distribution System and Devices
The existing electrical distribution system and equipment in the pump station consist of an underground 480Y/277-V electrical service from the exterior Con Edison transformer, routed through a current transformer enclosure within the pump station to a Square D Model 5 MCC.
The MCC contains various sections with MCC buckets; VFDs for the pumps; a step-down, dry-type transformer to a 208Y/120-V power panel and a programmable logic controller for the pump system controls.
The existing mcc will be removed completely, the service entrance conductors and the conductors from the generator will remain for reuse.
In order to completely replace the existing electrical secondary service and MCC, the pump station will have to take an electrical outage. The VA has indicated that the pumps have been inactive for 2 years and that temporary distribution equipment to source pumps during replacement is not required. During the electrical outage the MCC will be removed completely.
Upon installation of the service entrance rated enclosed circuit breaker and the automatic transfer switch the utility power can be turned back on.
