About this file

This document appears to be Attachment C - Responses to RFI for the federal contract opportunity to Replace Pump Station & Controls VA ST Albans (Solicitation Number: 36C24224B0026). The key details are:

The contract duration is proposed to be revised from 300 calendar days to 560 calendar days to accommodate the 8-10 week drawing submittal period, 40-week pump fabrication and controls, and 6-month demolition, installation, start-up and testing. The contractor is requested to seek alternate pump manufacturers to reduce the lead time. The specification requires a skid-mounted pumping system, but the drawings show field assembly, which the manufacturer states is not practical. The agency did not provide a geotechnical report, so the contractor is requested to include a $5,000 per manhole allowance to cover any unforeseen conditions like dewatering and rock excavation.

Attachment C – Responses to RFI

1. Contract duration is 300 ccd. Per manufacturers, the drawing submittals take 8-10 weeks, and the pump fabrications and controls take 40 weeks after approval. Assuming approval is given on the 1st round, the shipment will be made to the site almost 380 days later figuring one month of review time. We require minimum six months for demolition, installation, start up and testing after receiving shipment. Please revise the time duration to a reasonable time frame of560ccd.

Contractor to seek alternate pump mnf. Contractor provides any options that would reduce the lead time.

2. The specifications calls for skid mounted pumping system assembled and shop tested in the manufacture’s shop.

The drawing shows otherwise. Meaning pumps, valves, headers assembled in the field by the contractor and piped

up. Should we follow the drawing since the manufacturer states shop assembly as shown is not practical.

The field assembly and testing of the pumps/piping is acceptable.

3. In the Amendment responses, including the recently issued Amendment 06 for 36C24224B0026 Replace Pump Station & Controls VA ST Albans, you identified the handling of rock excavation and dewatering to be the responsibility of contractor, however, you did not provide a geotechnical report for use by the bidders. Since we are bidding this without a geotechnical report, please create an allowance value on the bid form to cover the cost of rock excavation and dewatering costs so that all bidders can bid with a fair comparison between the contractors.

The Contractor shall include allowance of $5000 per manhole for unforeseen conditions (dewatering, rock, other structures, etc.) along the site communication routing and manholes.
