Statement of Work National Park Service Grand Teton National Park Park-wide Fencing IDIQ Contract

I. POINTS OF CONTACT

· Contracting Officer (CO): Stacy Vallie

· Contracting Officers Representative (COR): Phil Fessler

II. INTRODUCTION

Grand Teton National Park (GRTE) utilizes several types of fence within Grand Teton National Park and the John D. Rockefeller Jr. Memorial Parkway. This contract shall seek a sole source vendor for construction and installation or alteration and removal of up to 5 different types of fence commonly used within Grand Teton National Park as an indefinite delivery indefinite quantity contract for up to three years.

The park uses post and rail of a variety of styles, buck and rail fence and post and woven wire exclusion fence. These are used to prevent or deter vehicle or pedestrian movement, and to control movement of wildlife, horse and cattle. The post and rail and post and woven wire may be augmented by barbed/non-barbed wire or electric wire.

The park also uses post and rail fence and 6’ privacy fence in residential areas with slats as screening fence in residential or administrative areas.

In some locations, the fence is part of a cultural resource for the park, and so the materials, style and dimensions of the fence should be matched to the historic condition.

III. OBJECTIVE

GRTE is seeking to contract work to repair, replace and install new fences throughout the park. This base contract provides a method for the park to accomplish a variety of fencing requirements for the next three years.

IV. SCOPE

1. The contract includes replacement of new post and rail fence components and installation of new post and rail fence. There may be situations where the park is replacing fence components (e.g. replacing rails only or removing a portion, but not all posts). This section of the Scope shall specify the 5 different fence types to be constructed or maintained under this contract and subsequent, individual task orders:

i. Post and Rail Fence for Grazing. See Attached Drawings for Details on Post Fence for Grazing

1. Posts. Posts shall be green pressure treated, pointed posts 6” diameter, 7’ in length. Posts may be pounded into the ground or augered as ground conditions permit. Posts shall be spaced 8’ apart and shall be located along existing fence lines. Posts shall be pounded into the ground using only approved means such as hydraulic pounders mounted on rubber tire equipment such as tractors, truck mounts, back hoes, or skid steer equipment. Access along the fence lines shall be used by vehicles and trailers and equipment working on fencing. Access shall only be from locations approved by the COR as to minimize the visiting public from following tracks into the surrounding area.

2. Rails. Rails shall be 17’ long, 4” diameter logs that are not peeled or treated. Access to the fence for installation of rails shall be available to trucks, trailers, and equipment in several locations as approved by the COR in an attempt to make small sections of rail replacement more accessible to equipment and vehicles for supplies. Rails shall be installed to existing and new posts using 10” long heavy duty Timberlok wood screws or approved equal. Fasteners must have an integral washer attachment and be consistent for use in this application.

3. Metal pipe gates. Gates shall be 12 feet wide and 48 inches high. Gate shall be made of 14 gauge 2-inch OD steel tubing for frames and five 20-gauge steel rails. 14-gauge vertical stays. Hinges: 14 inch long, 1-inch threaded bolt hinges, installed so that gate can open 180 degrees. Gate latched with chain and keeper.

4. H- braces. H-braces are normally installed at every ¼ mile of fence. Additionally, a double H brace is required any time the fence changes direction more than 5 degrees. A joined double H Brace is required for small changes in direction, a split double H Brace for corners of less than 135 degrees. Also, an H Brace is required on either side of gates.

5. Smooth Wire. Wire shall be 12.5 Gauge 2 strand twisted galvanized barbless wire. Wire shall be installed along fence posts below rails, equally spaced with three strands running parallel to one another on the outside (wildlife side) of the fence. Wire shall be stapled using 10-gauge galvanized fencing staples, affixed to each post, and strung from post to post. Wire shall be pulled tight upon final installation. All wire shall be pulled in no more than 500’ lengths, where it shall be tied to H-braces used for gate installations or otherwise installed for the purpose of wire pulling. Wire shall be pulled tight to a tension of no less than ½” sag between fence posts. If this tension can’t be achieved, lengths of runs shall be shortened and braced to where this minimal allowable tension shall be achieved. Smooth wire used for H Brace cross ties will include a turnbuckle on each leg of the ‘X’ to allow tightening of the cross ties. Outside

6. Outriggers for Electric Fence. Grazing Fence often includes outriggers (typical per photo below) for electric fence. ELECTRIC FENCE NOT IN CONTRACT.

Use a 10-inch minimum offset steel, coated insulator – SpeedRite #807867 or equal. Outriggers are nailed into fence posts, approximately 2 inches from top of post. Outriggers are normally applied on the wildlife (not cattle) side of the fence. Conductor wire shall be installed through all electric fence outriggers and terminated at each gate for ease of installation of fence chargers. Conductor shall be the same material used for smooth wire fencing – 12.5 gauge two strand twisted wire smooth wire. Contractor to provide and install all insulation material.

ii. Wildlife Exclusion Fence for Grazing – All details shall include fencing that meets minimum requirements of the following or as approved. This fence type shall be for excluding domestic livestock (cattle) being grazed on Elk Ranch from coming in contact with other wildlife including bison, elk, deer, moose, and pronghorn, in an effort to mitigate transmission of disease between livestock and wildlife.

1. General: Fence shall be minimum 72” in height utilizing commercially available materials such as treated round line and brace posts, woven wire rolled fencing, and gates.

2. Line Posts: Fence shall be constructed using 6” diameter line posts (all posts intermediate and not used for braces) spaced 8’ apart. Line posts shall be CCA or ACQ treated posts and shall be 10’ in length installed with no less than 3’-6” buried. Posts may be pointed posts and driven to the required burial depth of 3’-6”.

3. Woven wire fencing: fence shall be constructed using a fixed knot, high tensile woven wire mesh fencing material. Fencing material shall be 12.5 gauge thickness, 79” high metallic coated fencing material with 6” vertical spacing grid as manufactured by Bekaert Corporation, Solidlock Pro 30 1775-6 or equal. Fence fabric material shall be placed 4” from the ground, and shall be affixed to posts in accordance with manufacturer recommendations, utilizing manufacturer recommended fasteners and hardware. Vertical bracing shall also be in accordance with manufacturer recommendations. Note that additional hardware shall be required for joining fence rolls together and shall be done utilizing manufacturer recommended methods only. If no methods meeting manufacturer recommendations are commercially available specific to this application, methods shall only be as approved by the COR. If no other methods are specified or available, installation of fence braces at the end of each roll would be acceptable, however, for cost control purposes, alternative and manufacturer approved methods are preferred.

4. Braces: braces shall be used at corners or turns in fence alignments where the angle of the turn exceeds 45 degrees as measured in planimetric view. Braces shall be constructed as one way or two way with one way braces constructed to oppose force applied on the fencing fabric in one direction with the diagonal member of the brace installed to counteract the horizontal force in opposing direction. Braces shall be constructed using 8” diameter treated round posts 12’ in length and shall be buried 5’-6” in depth. Brace posts may be driven into the ground using pointed posts that are CCA or ACQ treated or equal and as approved. Braces shall have a top horizontal member consisting of n 8” similar material (CCA or ACQ treated round post) connected to each brace post 4” below the top of each post utilizing 12” Timberlok fasteners, two per post. Brace diagonal members shall number 9 wire double twisted wire with turnbuckle or approved equal. Bracing diagonal members shall consist of method for increasing or decreasing tension on members, and each double twisted strand shall be fastened to each brace post utilizing one 6” Timberlok fastener.
