SECTION 01000
GENERAL
1. SCOPE OF WORK: The work covered by this specification consists of furnishing all plant, labor, equipment and material, and performing all work in connection with the Repair Airfield/ Base Pavements, in strict accordance with these specifications and drawings and subject to the terms and conditions of this contract.
2. LOCATION: The work is to be accomplished at Seymour Johnson Air Force Base Goldsboro, NC, Dare County Bombing Range, NC, and Fort Fisher in Carolina Beach, NC. These locations are accessible by public highways.
3. WORKWEEK: The Contractor shall observe the same regular workweek being observed by the Seymour Johnson AFB Civil Engineering shop forces, which is 7:30 a.m. to 4:30 p.m., Monday through Friday, with federal holidays excluded except where noted. Any deviation from this schedule will require 48 hours advance notice and approval of the Contracting Officer. Work hours will vary when work is on or near the airfield (See Paragraph 18 for details).
4. PRINCIPLE FEATURES: The work covered by this contract includes, but is not limited to the following:

5. DISPOSITION OF NONSALVABLE MATERIALS: All non-salvable or unusable material shall be disposed of off base as directed by the Contracting Officer. All waste material generated by any work under this contract shall be handled, transported, stored, and disposed of off base, by the Contractor, in accordance with all applicable federal, state, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law.
6. SUBMITTALS REQUIRED: Required submittals for the pre-priced items shown on the Offer Schedule are listed on AF Form 66.
7. AF Form 103, Base Civil Engineering Work Clearance Request: For each task order, the Contractor shall mark all locations he plans to excavate, and process an AF Form 103 to include contacting base agencies on form and getting them to review and sign off in their respective areas.
Project drawings with sufficient detail and accuracy are to be attached with the AF Form 103 to provide base agencies the ability to review prior to coordinating on form. No wo6rk will be permitted until the Contractor has an approved AF Form 103 on site with the appropriate approval signature in block 17 of the form. Upon receipt of an AF Form 103, (commonly called a “digging permit”) the Contractor shall be responsible for locating all base owned underground utilities, as well as coordinating with local utility companies to stake out utilities if not owned by the base.
Historical drawings, as-built drawings, and topographic drawings are available for review at the 4th Civil Engineer Squadron, Engineering Flight, located at 1095 Peterson Avenue, SJAFB. Base owned utilities include, but are not limited to electric, water, sewer, steam, communication, telephone, fiber optic, cathodic protection, and fuel lines. Utilities not owned by the base include, but are not limited to, cable TV, Bell South Telephone and NC Natural Gas. The Contractor shall contact Utility Locator Company (NC 1 Call Center) and the non-base utility companies for location services. In the event that the Contractor damages a utility, which is documented in the plans, records drawings, or located by a utility locator, the Contractor shall repair/replace the utility at no additional cost to the Government. Utilities not documented, shown, or located by a locator shall be considered abandoned or unknown. Contractor damage to unknown or abandoned utilities shall be dealt with as a differing site condition.
8. LABELING OF STORAGE DRUMS: All 55 gallon or larger drums brought on base for use under this contract and containing new material or used for storage of waste materials or hazardous waste must be labeled with a Department of Transportation (DOT) Proper Shipping Name, DOT Hazardous Identification Number, the Contractor’s name, a Contractor representative, and the Contractor’s telephone number. Label lettering should have a minimum height of 1/2 inch painted

in white paint or other color that is in contrast with the color of the drum. The label should be sufficiently durable to equal or exceed the life (including storage and disposal) of the drum.
9. CONTRACTOR STORAGE TRAILER(S) AND BUILDING(S): The Contractor and all sub- Contractors shall place or paint a sign on all of his storage trailer(s) and building(s) used on this contract. At a minimum, the sign shall contain the name of the Contractor and a telephone number at which the Contractor can be reached. The trailer(s) and building(s) shall be complete with gates and/or doors which can be locked. Only material for this project shall be stored in the trailer(s) or building(s). The Contractor and all sub-Contractors shall remove the storage trailer(s) or building(s) within 30 days after completion of the contract and prior to submitting his final invoice. The area around the storage trailer(s) and building(s) shall be kept clean. This includes the mowing of grass during the growing season. The lawn mower shall be supplied by the Contractor. Storage trailers shall be kept in the Contractor storage area.
10. CONSTRAINTS:
10.1 Airfield work is restricted to authorized personnel only. All Contractor personnel shall register with Base Operations prior to on-site work. All Contractor personnel shall have on their person a picture type ID card (Driver’s License, etc.) at all times.
10.2 Contractor shall keep all equipment, tools and materials stored in a neat and orderly manner inside the Contractor storage or staging area when not in use.
10.3 Contractor shall be tasked with continual clean-up of work area to ensure that no FOD (Foreign Object Debris) is allowed on the existing taxiways, runway, or airfield. Also, immediate and thorough cleaning of the runway, taxiway and apron after and during joint sealing and all demolition shall be performed. Contractor shall furnish and operate a truck-mounted vacuum sweeper, similar to airfield type vacuums, on all portions of the runway/taxiway/apron/haul routes/etc., affected by the work. A tractor mounted type sweeper, may be used for other applications. FOD fencing, as shown in following detail, shall be required at locations directed by the Contracting Officer.
10.4 Any material (soil) that is suspected of containing petroleum or other hazardous products shall be reported to the Contracting Officer, or designated representative. Contaminated soil that is considered excess shall be disposed of by the Contractor IAW all applicable local, state, and environmental regulations.
10.5 Privately owned vehicles used by the Contractor personnel to commute to work are required to park in the Contractor’s storage area. Tracking of mud, dirt, etc., on base streets and parking lots will not be tolerated. The Contractor immediately upon detection of debris or notification by the Contracting Officer or designated representative of debris shall clean roads.
10.6 Contractor shall at all times protect and preserve the property of the Government which is within the work area and could be affected by the accomplishment of work specified and indicated, and all parties and individuals within or near the work areas who would be endangered by the work.
10.7 When night operations are to be conducted by the Contractor, all necessary lighting shall be furnished by the Contractor. Lighting shall be shaded or directed so as not to interfere with aircraft or control operations. All inspections of night work, for acceptance purposes, shall be accomplished during daylight hours.

10.8 The Contractor shall maintain radio contact with the tower when required by Airfield Manager during airfield construction operations. The Contractor shall provide at least one radio that is compatible to the tower frequency or shall provide at least two radios on a frequency that does not interfere with the tower frequency.
10.9 The Contracting Officer shall give their approval/final acceptance of all work accomplished by the Contractor.
11. CONVENIENCE FACILITIES: Existing restroom facilities shall not be used by construction personnel. The Contractor shall provide and maintain, in a neat and sanitary condition, such accommodations for the use of his employees.
12. UTILITIES: All utility services required for this work shall be provided by the Contractor.
Temporary lines, connections, installation, maintenance, and removal shall be the Contractor’s responsibility, and shall be approved by the Contracting Officer, or designated representative. All services are subject to discontinuance without notice to the Contractor in an emergency. Three phase power is not available. Where water and electricity are available for Contractor use, there will be no charge to Contractor, including office trailers. Available utilities shall be identified in the statement of work for each individual task order.
13. TESTS: The Contractor shall accomplish all testing and laboratory work required by the specifications. All costs for testing and laboratory work required shall be included in the Contractor’s bid price. An independent testing laboratory that regularly performs this type of work shall perform testing. The Contractor shall submit the laboratory’s name and credentials at the pre-construction conference for approval. The Contractor shall provide results of the tests performed for this project to the Contracting Officer, within one work day after test was performed. After the tests are completed by the lab, concrete flexural strength test results shall be submitted as follows and shall be the responsibility of the Contractor’s testing agent:

The Contractor shall be responsible to review each section of specifications to determine the extent of his testing/laboratory responsibility.
14. AFFIRMATIVE PROCUREMENT: The Contractor shall incorporate Affirmative Procurement requirements as per 40 CFR, Part 247 and Executive Order 13101: Greening the Government Through Waste Prevention, Recycling and Federal Acquisition.” Any Environmental Protection Agency’s (EPA) designated items used in the execution of this contract shall meet or exceed the EPA's requirements for Recycled Content Materials (RCM) as per the EPA’s Comprehensive Procurement Guidelines (CPG). The Contractor shall ensure affirmative procurement requirements for CPG items are met or provided written justification that:
1) The price of a given designated item is unreasonably high,
2) There is inadequate competition (not enough sources of supply),
3) Unusual and unreasonable delays would result from obtaining the item, or

4) The item does not meet the Air Force’s performance specifications.
Individual specifications contained in this contract may or may not reference the permitted use of a recycled/recovered material. Recycled/recovered materials shall be used in the quantities set forth in the EPA's CPG whether specified in the individual specification or not.
The following products are on the CPG list and the Contractor must meet minimum percentages:
1) Flyash containing concrete,
2) Hydraulic mulch,
3) Rubber railroad crossing.
15. DETAILS:
15.1 Attached is the Typical FOD Fence Section.
16. Task Order Process:
16.1 The Contracting Officer shall identify the requirement for each task order and provide the Contractor with a set of plans and a Government Statement of Work.
16.2 The Contractor shall visit the site as required (or attend scheduled site visit with Government personnel as required) to determine line items associated with the work along with the quantities needed and the period of performance to accomplish the task to the Contracting Officer within 10 calendar days from receipt of the Request for Proposal for task order is received (this timeframe may be shorter if mission dictates (i.e. end of year requirements).
16.3 The government and the Contractor shall negotiate all line items, all quantities and performance period for each respective task order.
16.4 A Firm Fixed Price task Order shall then be issued for the requirement with stated quantities and performance period.
17. Submittal Period: A separate Notice to Proceed (NTP) will be issued for each task Order. A NTP cannot be issued for a task order until all submittals for that task order have been reviewed and approved by the Contracting Officer.
18. Work on or around the runway will be required to be performed at night and on weekends and training holidays, including federal holiday weekends. Typically, runway work performed at night shall be accomplished from 6pm to 6am. Runway slab work performed on a two day weekend closure typically begins at 6pm on Friday evening and the demolished slabs must be replaced full depth and be at full strength by 7am Monday morning. Runway slab work performed on a three day weekend closure typically will begin at 6am on Saturday morning and the demolished slabs must be replaced full depth and be at full strength by 7 am Tuesday morning. Taxiway slab work can typically be accomplished during normal workday hours; however, certain areas will require weekend work and shall be specified on the plans.
For runway construction, the weekend work shall be scheduled in advance and coordinated with the Contracting Officer or designated representative. The Contractor must notify the Contracting Officer or designated representative no later than 9:00 a.m. Thursday, prior to a scheduled weekend

closure, to determine whether or not they are able to work due to the weather forecast and site conditions. The Contracting Officer has until 12 p.m. Thursday to confirm or cancel the weekend closure.
19. SAFETY: All safety requirements of the U.S. Army Corps of Engineers Safety Manual 385-1-1 (latest edition) will be strictly adhered to as related to all work covered under these specifications.
20. NON-PREPRICED ITEMS (NPI): Items of work not contained in the Offer Schedule but within the scope and general intent may be negotiated by the Contracting Officer and the negotiated price may be added. All proposed NPIs shall be separately identified and priced.
20.1. Proposed NPI prices must be documented by support information as specified below:
A minimum of three (3) competitive Contractor quotes,
(or) if requested and approved by the Contracting Officer:
A complete breakout of material, labor, and other direct or indirect costs required to complete the specified item. Costs shall be segregated and proposed on an AF Form 3052, “Construction Cost Breakdown”, or other format approved by the Contracting Officer.
21. Estimating Fee: task orders will not normally be sent to the Contractor for cost estimating unless they have contracting authority and/or funding. Any task orders that are brought to the Contractor for price estimates without contracting authority and/or funding will be accompanied by a negotiated Estimating Fee. If the task order for the construction is not awarded, a task order for the estimating fee only will be awarded. The Contractor shall invoice and be paid the estimating fee under that task order. If the task order is not subsequently funded within 1 year for the construction, then the Contractor may keep the estimating fee. If the task order is subsequently funded within 1 year, then the estimating fee will be a deduction on the Contractor’s offer schedule. .
22. As-Built Drawings: At the end of every task order the Contractor shall submit to the Contracting Officer one marked up set of plans (red line) that will show any/all changes made to the original contract drawings (any field changes).

PART 1 - GENERAL
1.1 RELATED DOCUMENTS
1.1.1 Drawings and general provision of this Contract apply to this section.
1.2 SUMMARY
1.2.1 This section specifies administrative and procedural requirements for unit prices.
1.2.1.1 A unit price is an amount proposed by Offerors and stated on the Offer Schedule as a price per unit of measurement for materials or services.
1.2.1.2 Unit prices include all necessary material, overhead, profit and applicable taxes.
1.2.2 “Unit Price Schedule Notes” is included at the end of this Section.

PART 3 - EXECUTION
3.1 UNIT PRICE SCHEDULE NOTE
3.1.1 - Concrete Pavement Removal Airfield - (ITEM NO. 0001AA-AD, 0002AA-AD, 0003AA- AD, 0004AA-AD, 0005AA-AD) Includes all labor, material, and equipment necessary for the removal and disposal of airfield concrete pavement, including but not limited to satisfactory breaking up, removal and disposal of the pavement off base. Payment will be made by the range of depths shown in the schedule on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.2 - Concrete Removal Other Than Airfield – (ITEM NO. 0001AE, 0002AE, 0003AE, 0004AE, 0005AE) Includes all labor, materials, and equipment for the removal of concrete pavement , sidewalks, and/or slabs other than airfield concrete pavement including but not limited to satisfactory breaking up, removal and disposal of pavement off base. Payment will be on basis on the quantity of cubic yards negotiated and stated in each task order.
3.1.3 - Curb and Gutter Removal – (ITEM NO. 0001AF-AG, 0002AF-AG, 0003AF-AG, 0004AF- AG, 0005AF-AG) Includes all labor, materials, and equipment necessary for the removal of concrete curbs and gutters, including but not limited to satisfactory breaking up, removal, hauling, and disposal off base. Payment will be made on the basis of the quantity of linear feet negotiated and stated in each task order for the width and type of curb shown in the schedule.

3.1.4 - Asphalt Pavement Removal – (ITEM NO. 0001AH, 0002AH, 0003AH, 0004AH, 0005AH) Includes all labor, materials, and equipment for the removal of asphalt pavement, including but not limited to satisfactory breaking up, removal, and hauling disposal. Payment will be on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.5 - Clearing and Grubbing – (ITEM NO. 0001AJ-AK, 0002AJ-AK, 0003AJ-AK, 0004AJ-AK, 0005AJ-AK) Includes all labor, materials, and equipment necessary for clearing and grubbing, including the removal of shrubs, plants and trees/stumps up to 6 inches in diameter (or 7” to 24” depending on the item), hauling and disposal of material removed off base. Payment will be made on the basis of the quantity of acres negotiated and stated in each task order.
3.1.6 - Tree Removal – (ITEM NO. 0001AL-AN, 0002AL-AN, 0003AL-AN, 0004AL-AN, 0005AL-AN) Includes all labor, materials, and equipment necessary for the removal of trees, including cutting, felling, stump removal, filling of stump hole; and removal, hauling and disposal of material removed off base. 3.1.7 - Topsoil - Remove, Stockpile and Place on Site – (ITEM NO. 0001AP, 0002AP, 0003AP, 0004AP, 0005AP) Includes all labor, materials, and equipment necessary for the removal of top soil, including but not limited to excavation, stockpiling, placing on site, grading, compaction and testing. Payment will be on the basis of quantity of cubic yards negotiated and stated in each task order.
3.1.8 - Topsoil - Remove, Placed Off-Base – (ITEM NO. 0001AQ, 0002AQ, 0003AQ, 0004AQ, 0005AQ) Includes all labor, materials and equipment necessary for the removal of top soil including but not limited to excavation, grading, removal, hauling and disposal off base. Payment will be on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.9 - Topsoil - Import and Place on Site – (ITEM NO. 0001AR, 0002AR, 0003AR, 0004AR, 0005AR) Includes all labor, materials, and equipment necessary for the importation of top soil, including but not limited to transporting, placing on site, grading, compaction and testing. 3.1.10 – Saw-cut Concrete - (ITEM NO. 0001AS, 0002AS, 0003AS, 0004AS, 0005AS) Includes all labor, materials, and equipment necessary to saw cut concrete. Payment will be based upon the linear feet cut and the depth of cut as negotiated and stated in each task order.
3.1.11 - Saw-cut Asphalt - (ITEM NO. 0001AT, 0002AT, 0003AT, 0004AT, 0005AT) Includes all labor, materials, and equipment necessary to saw-cut asphalt. Payment will be based upon the linear feet of asphalt cut as negotiated and stated in each task order.
3.1.12 - Fill – (ITEM NO.0001AU, 0002AU, 0003AU, 0004AU, 0005AU) Includes all labor, material, and equipment necessary for the furnishing, placing, grading, compaction, and testing of fill material for the construction of subgrade for pavements. Payment will be on the basis the quantity of cubic yards negotiated and stated in each task order.
3.1.13 - Unclassified Excavation under New Pavement – (ITEM NO. 0001AV, 0002AV, 0003AV, 0004AV, 0005AV) Includes all labor, materials, and equipment necessary for the excavation of aggregate and soil material under new pavements, including but not limited to grading, excavation, FA480921B0001

3.1.14 - Unclassified Excavation under Existing Pavement – (ITEM NO. 0001AW, 0002AW, 0003AW, 0004AW, 0005AW) Includes all labor, materials, and equipment necessary for the excavation of aggregate and soil material under existing pavements, including but not limited to grading, excavation, compaction of subgrade, testing, removal, and disposal off base. Payment will be on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.15 - Bulk Excavation – (ITEM NO. 0001AX, 0002AX, 0003AX, 0004AX, 0005AX) Includes all labor, materials, and equipment necessary for the excavation and disposal of aggregate and soil material, including but not limited to excavation, compaction of subgrade, testing, removal, and disposal off base. Payment will be on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.16 – Balanced Earthwork – (ITEM NO. 0001AY, 0002AY, 0003AY, 0004AY, 0005AY) Includes all labor, materials, and equipment necessary for the excavation and placement of soil material, including but not limited to excavation, placement, compaction of subgrade, and testing.
Payment will be on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.17 – Unsuitable Soil – (ITEM NO. 0001AZ, 0002AZ, 0003AZ, 0004AZ, 0005AZ) Includes all labor, materials, and equipment necessary for the excavation and disposal of unsuitable soil and the importation and placement of clean fill material , including but not limited to excavation, disposal off base, importing fill, placement of fill, compaction, and testing. Payment will be on the basis of the quantity of cubic yards negotiated and stated in each task order.
3.1.18 - Stabilization Fabric – (ITEM NO. 0001BA, 0002BA, 0003BA, 0004BA, 0005BA) Furnish all labor, material, and equipment necessary to install woven geotextile fabric for soil stabilization, including but not limited to preparation of surface area, and placement. Payment will be on the basis of the quantity of square yards negotiated and stated in each task order.
3.1.19 – Recondition Existing Stone Base - (ITEM NO. 0001BB, 0002BB, 0003BB, 0004BB, 0005BB) Furnish all labor and equipment necessary to mix, grade, compact and fine grade existing stone base areas prior to paving. Payment will be on the basis of square yards negotiated and stated in each task order.
3.1.20 - Aggregate Base Course – (ITEM NO. 0001BC, 0002BC, 0003BC, 0004BC, 0005BC) Includes all labor, materials, and equipment for the placement of aggregate base course including but not limited to furnishing aggregates, mixing, hauling, spreading, compacting, shaping, testing, and fine grading. Payment will be on the basis of the number of tons of aggregate negotiated and stated in each task order.
3.1.21 - Milling Bituminous Pavement – (ITEM NO. 0001BD-BJ, 0002BD-BJ, 0003BD-BJ, 0004BD-BJ, 0005BD-BJ) Includes all labor, materials, and equipment for the removal of bituminous pavement by the method of milling including but not limited to milling and re-milling the pavement, cleaning the milled surface, loading, hauling, and disposal off base of milled material.
Payment will be on the basis of square yards milled for the depth stipulated in the schedule as negotiated and stated in each task order.

3.1.22 – Asphalt – Seal coat – (ITEM NO. 0001BK, 0002BK, 0003BK, 0004BK, 0005BK) Includes all labor, materials, and equipment for the placement of asphalt seal coat, including but not limited to producing, transporting, placing, and testing. Manufacturer’s recommendations shall be followed for Polymer Modified MasterSeal (PMM) from SealMaster or approved equivalent. Payment will be on the basis of the quantity of square yards of asphalt negotiated and stated in each task order.
3.1.23 – Asphalt Surface Courses – Type SF-9.5A & Type HDS – (ITEM NO. 0001BL&BP, 0002BL&BP, 0003BL&BP, 0004BL&BP, 0005BL&BP) Includes all labor, material, and equipment for the placement of asphalt surface course, including but not limited to producing, weighing, transporting, placing, compacting, tack coats, and testing. Payment will be on the basis of number of tons of asphalt negotiated and stated in each task order.
3.1.24 – Asphalt H Binder – Type I-19.0B – (ITEM NO. 0001BM, 0002BM, 0003BM, 0004BM, 0005BM) Includes all labor, material, and equipment for the placement of asphalt binder, including but not limited to producing, weighing, transporting, placing, compacting, tack coats, and testing.
Payment will be on the basis of number of tons of asphalt negotiated and stated in each task order.
3.1.25 - Asphalt Base Course - Type B-25.0B – (ITEM NO. 0001BN, 0002BN, 0003BN, 0004BN, 0005BN) Includes all labor, materials, and equipment for the placement of asphalt base course, including but not limited to producing, weighing, transporting, placing, compacting, testing, and tack coats. Payment will be on the basis of number of tons of asphalt negotiated and stated in each task order.
3.1.26 - Asphalt Pavement Repair – (ITEM NO. 0001BQ, 0002BQ, 0003BQ, 0004BQ, 0005BQ) Furnish all labor, materials, and equipment for the repair of damaged asphalt and/or asphalt removed for the installation of underground piping, conduits, and/or structures, and areas that hand placement in required, including but not limited to the removal of existing pavement, tack coat, asphalt placement, compaction, and testing. Payment will be on the basis of the number of tons of asphalt negotiated and stated in each task order.
3.1.27 – Concrete Pavement for Airfields – (ITEM NO. 0001BR-BS, 0002BR-BS, 0003BR-BS, 0004BR-BS, 0005BR-BS) Furnish all labor, material, and equipment for the placement of concrete pavement for airfields- including but not limited to grading and compacting for subgrade, furnishing and placing concrete, admixtures, additives, joints, joint materials, saw cutting of joints, fine grading, dowels, tie bars, joint sealing material, reinforcing, forms, curing and curing materials, finishing, and testing. Payment will be on the basis of the quantity of cubic yards of concrete negotiated and stated in each task order.
3.1.28 - High Early Concrete ADDER - Weekends – (ITEM NO. 0001BT, 0002BT, 0003BT, 0004BT, 0005BT) Furnish all additional labor, material, and equipment for the placement of concrete pavement for airfields for weekend runway closures only - including but not limited to furnishing and placing concrete, admixtures, additives, joints, joint materials, saw cutting of joints, fine grading, dowels, tie bars, joint sealing material, reinforcing, forms, curing and curing materials, finishing, and testing. Contractor shall submit a concrete mix design that will provide a mix that will achieve the 650 psi flexural strength at 24 hours (so flying can resume by 7:00am on Monday morning or as stated in task Order plans). Payment will be on the basis of the quantity of cubic yards of concrete negotiated and stated in each task order. This cost is in addition to Items 0001BR- BS Concrete Pavement for Airfields.

3.1.29 - Concrete Pavement – Other than Airfields – (ITEM NO. 0001BU, 0002BU, 0003BU, 0004BU, 0005BU) Furnish all labor, material, and equipment for the placement of concrete pavement for areas other than airfield- including but not limited to furnishing and placing concrete, admixtures, additives, joints, joint materials, saw cutting of joints, dowels, tie bars, joint sealing material, reinforcing, forms, curing and curing materials, finishing, and testing. Payment will be on the basis of the quantity of cubic yards of concrete negotiated and stated in each task order.
3.1.30 - Concrete Flowable Fill - (ITEM NO. 0001BV, 0002BV, 0003BV, 0004BV, 0005BV) Furnish all labor, material, and equipment for the placement of flowable fill- including but not limited to furnishing and placing concrete, admixtures, additives, curing and curing materials, and testing. Payment will be on the basis of the quantity of cubic yards of concrete negotiated and stated in each task order.
3.1.31 - Concrete Pavement Repair - (ITEM NO. 0001BW-CA, 0002BW-CA, 0003BW-CA, 0004BW-CA, 0005BW-CA) Furnish all labor, material, and equipment necessary to repair damaged concrete pavement and/or concrete pavement removed for the installation of underground piping, conduits or structures, including but not limited to removal and disposal of material, furnishing and placing concrete, admixtures, additives, joints, joint materials, forms, bonding agents, dowels, tie bars, curing and curing materials, finishing, and testing. Payment will be on the basis of the quantity of cubic yards of concrete for the full depth type of repair and the quantity of square yards for all other types of repairs negotiated and stated in each task order.
3.1.32 – Concrete Pavement Crack Repair – (ITEM NO. 0001CB, 0002CB, 0003CB, 0004CB, 0005CB) Furnish all labor, material, and equipment necessary to route and seal cracks in concrete pavement, including but not limited to routing of crack, removal of debris, cleaning and preparation of joint, and placement of new sealant. Payment will be on the basis of linear feet negotiated and stated in each task order.
3.1.33 – Concrete Joint Sealant Replacement - (ITEM NO. 0001CC, 0002CC, 0003CC, 0004CC, 0005CC) Furnish all labor, material, and equipment necessary to replace joint sealant in between existing concrete slabs, including but not limited to removal of old sealant and backer road, cleaning and preparation of joint, and placement of new backer rod and sealant. Payment will be on the basis of linear feet of joint negotiated and stated in each task order.
3.1.34 – Grooving Airfield Pavements – (ITEM NO. 0001CD, 0002CD, 0003CD, 0004CD, 0005CD) Furnish all labor, material, and equipment necessary to groove airfield pavements, including but not limited to layout, grooving, and clean up. Payment will be on the basis of square yards of grooving negotiated and stated in each task order.
3.1.35 - Concrete Sidewalk and Driveways - (ITEM NO. 0001CE-CG, 0002CE-CG, 0003CE-CG, 0004CE-CG, 0005CE-CG) Furnish all labor, material, and equipment necessary to construct concrete sidewalk, handicap ramps, and driveways, including but not limited to excavation, grading, compaction of subgrade, furnishing and placing fiber reinforced concrete, depression for handicapped ramps, admixtures, additives, joints, forms, curing and curing materials, finishing, and testing. Payment will be on the basis of the quantity of cubic yards of concrete negotiated and stated in each task order.
3.1.36 - Concrete Curb and Gutter and Concrete Edging - (ITEM NO. 0001CH-CK, 0002CH-CK, 0003CH-CK, 0004CH-CK, 0005CH-CK) Furnish all labor, material, and equipment necessary to

Payment will be on the basis of linear feet of concrete curb and gutter and concrete edging of the width specified in the schedule and negotiated and stated in each task order.
3.1.37 – Removable Bollards – (ITEM NO. 0001CL, 0002CL, 0003CL, 0004CL, 0005CL) Includes all labor, material, and equipment necessary to install crash resistant bollards. This item shall include any costs involved with gravel base, concrete, drains, sleeves, padlock (BEST or approved equal), lock cover, cover (when not in use), and bollards. Pavement saw cutting, pavement removal and excavation to be paid for by other ITEM NO.’s in the contract. Payment will be based on the number of bollards negotiated and stated in each task order. Removable bollards shall be SECURE USA Model Number SUSA-30610-RB or approved equal. Bollards must be crash rated at 10,000 pounds at 30 miles per hour minimum. Bollards to have lifting handles and be installed in accordance with the manufacturer’s instructions. System must be certified by manufacturer after installation.
3.1.38 – Permanent Bollards – (ITEM NO. 0001CM, 0002CM, 0003CM, 0004CM, 0005CM) Includes all labor, material, and equipment necessary to install permanent bollards. This item shall include any costs involved with excavation, concrete, and bollards (painted). Payment will be based on the number of bollards negotiated and stated in each task order. Permanent bollards shall be 6 inch schedule 40 steel pipe, 5 feet long. Bollard shall be set in a 30 inch deep by 24 inch diameter concrete footing. Bollard shall be filled with concrete, rounded at the top, and painted.”
3.1.39 - Drain Pipe - (ITEM NO. 0001CN-DL, 0002CN-DL, 0003CN-DL, 0004CN-DL, 0005CN- DL) Furnish all labor, material, and equipment necessary to construct drain piping, including but not limited to excavation, hauling and disposal of materials; furnishing, transporting, and placing bedding material, backfill material, compaction, pipe, and connections to existing and new drainage structures. Payment will be on the basis of linear feet of pipe specified by size negotiated and stated in each task order.
3.1.40 - Drop Inlets and Catch Basins – (ITEM NO. 0001DM-DS, 0002DM-DS, 0003DM-DS, 0004DM-DS, 0005DM-DS) Furnish all labor, material, and equipment necessary to construct drop inlets, catch basins and junction boxes, including but not limited to excavation, hauling and disposal of materials; furnishing, transporting, and placing bedding material, backfill material, concrete, block masonry, mortar, grout, reinforcing steel, hardware, castings; miscellaneous metal;
fabrication; welding; and galvanizing. Payment will be on the basis of number each type of structure negotiated and stated in each task order.
3.1.41 - Flared End Section - (ITEM NO. 0001DT-DX, 0002DT-DX, 0003DT-DX, 0004DT-DX, 0005DT-DX) Furnish all labor, material, and equipment necessary to construct flared end sections at the end of drainage pipes, including but not limited to excavation, hauling and disposal of materials;
furnishing, transporting, and placing bedding material, backfill material, and end section. Payment will be on the basis of each flared end section negotiated and stated in each task order.
3.1.42 - Concrete Flume – (ITEM NO. 0001DY, 0002DY, 0003DY, 0004DY, 0005DY) Furnish all labor, material, and equipment necessary to construct concrete flumes, including but not limited to excavation, hauling and disposal of materials; furnishing, transporting, and placing bedding

3.1.44 - Adjustment of Valve Boxes and Manholes to Grade – (ITEM NO. 0001EA-EB, 0002EA- EB, 0003EA-EB, 0004EA-EB, 0005EA-EB) Furnish all labor, material, and equipment necessary to adjust the valve boxes, and manholes to grade including but not limited to excavation, backfill, removal of a portion of the existing structure, addition of a ring, brick masonry, mortar, grout, concrete, furnishing/placing pavement material, and hauling/disposal of excess or removed material off base. Payment will be on the basis of each valve box raised or lowered to grade as negotiated and stated in each task order.
3.1.45 - Removal of Pavement Markings – (ITEM NO. 0001EC-EG, 0002EC-EG, 0003EC-EG, 0004EC-EG, 0005EC-EG) Furnish all labor, materials, and equipment necessary to satisfactorily remove existing pavement markings where directed. Payment will be on the basis of square feet negotiated and stated in each task order.
3.1.46 - Pavement Markings – (ITEM NO. 0001EH-EQ, 0002EH-EQ, 0003EH-EQ, 0004EH-EQ, 0005EH-EQ) Furnish all labor, materials, and equipment for the placement of pavement markings, including but not limited to the furnishing and installing paint, glass beads, thermoplastic, tape, and any other materials and equipment; preparing the pavement; layout, remarking; the removal of removable marking tape; and removal and replacement of unacceptable pavement markings during the life of the project. Payment will be on the basis of the square feet of pavement markings negotiated and stated in each task order.
3.1.47 - Pavement Stencil Painting – (ITEM NO. 0001ER, 0002ER, 0003ER, 0004ER, 0005ER) Furnish all labor, materials, and equipment for the placement of pavement stencil paint, including but not limited to the furnishing and installing stencil, paint, and any other materials and equipment;
preparing the pavement; layout, remarking; and replacement of unacceptable pavement markings during the life of the project. Payment will be on the basis of the square feet of pavement stencil painting negotiated and stated in each task order.
3.1.48 – Rubber Removal – (ITEM NO. 0001ES, 0002ES, 0003ES, 0004ES, 0005ES) Furnish all labor, material, and equipment necessary to remove rubber from airfield pavements, including but not limited to rubber removal and clean up. Payment will be on the basis of square feet of rubber removal negotiated and stated in each task order.
3.1.49 – Rubber Removal Testing – (ITEM NO. 0001ET, 0002ET, 0003ET, 0004ET, 0005ET) Furnish all labor, material, and equipment necessary for rubber removal testing of the airfield pavements, including but not limited to rubber removal testing and clean up. Payment will be on the basis of each rubber removal test negotiated and stated in each task order.
3.1.50 – Polyethylene Panel Installation – (ITEM NO. 0001EU, 0002EU, 0003EU, 0004EU, 0005EU) Includes all labor, material, and equipment necessary to remove/dispose existing panels

1 9 and hardware, remove existing concrete and setting bed in the existing slot to the proper depth, install cementitious setting bed, install new poly panels and hardware, and provide sealant. Panels shall be installed in accordance with the attached specification and the manufacturer’s recommendations. Payment will be based on the square feet of poly panels negotiated and stated in each task order.
3.1.51 – Non-Reflective Symbols – (ITEM NO. 0001EV, 0002EV, 0003EV, 0004EV, 0005EV) Furnish all labor, materials, and equipment for the placement of non-reflective symbols, including but not limited to furnishing and installing symbols, paint, and any other materials and equipment;
preparing the pavement; layout, remarking; and replacement of unacceptable pavement markings during the life of the project. Payment will be on the basis of the square feet of non-reflective symbols negotiated and stated in each task order.
3.1.52 - Raised Reflective Markers – (ITEM NO. 0001EW, 0002EW, 0003EW, 0004EW, 0005EW) Furnish all labor, material, and equipment necessary to install reflective markers, including but not limited to adhesives, primers, pre-marking, preparation and cleaning of the roadway surface, removing existing markers, and placing markers. Payment will be on the basis of number of markers negotiated and stated in each task order.
3.1.53 - Wheel Stops – (ITEM NO. 0001EX, 0002EX, 0003EX, 0004EX, 0005EX) Furnish all labor, material, and equipment necessary to install wheel stops, including but not limited to preparation and cleaning of the roadway surface, removing existing wheel stops, and placing wheel stops. Payment will be on the basis of number of wheel stops negotiated and stated in each task order.
3.1.54 – Seeding and Mulch and Hydro-seeding – (ITEM NO. 0001EY-EZ, 0002EY-EZ, 0003EY- EZ, 0004EY-EZ, 0005EY-EZ) Furnish all labor, material, and equipment necessary to provide grass in disturbed or identified earth areas, including but not limited to placement of topsoil, furnishing of all limestone, fertilizer, seed, mulch, asphalt, and other materials; cleanup of vegetation, stone and other debris prior to seedbed preparation and mulching; seedbed preparation; applying and covering limestone, fertilizer, and seed, applying mulch; holding mulch; and maintenance. Payment will be on the basis of acres of seeding and mulch negotiated and stated in each task order.
3.1.55 – Mulch, Lava Rock – (ITEM NO. 0001FA, 0002FA, 0003FA, 0004FA, 0005FA) - Includes all labor, material, and equipment necessary for the furnishing and placing of lava rock mulch, including weed barrier fabric. Payment will be on the basis of the quantity of square yards negotiated and stated in each task order.
3.1.56 – Sod, Centipede – (ITEM NO. 0001FB, 0002FB, 0003FB, 0004FB, 0005FB) Furnish all labor, materials, and equipment necessary to provide sod in disturbed or identified earth areas, including but not limited to furnishing of all limestone, fertilizer, sod, and other materials; cleanup of vegetation, stone and other debris prior to bed preparation; bed preparation; applying and covering limestone, fertilizer, and sod; and maintenance including watering. Payment will be on the basis of square yards of sod negotiated and stated in each task order.
3.1.57 - Trees and Shrubs – (ITEM NO. 0001FC-FE, 0002FC-FE, 0003FC-FE, 0004FC-FE, 0005FC-FE) Furnish all labor, material, and equipment necessary to provide trees, including but not limited to protection of existing turf areas, turf removal, excavation, plant setting, backfilling, planting soil mixtures, fertilization, watering, mulching truck wrapping, staking and guying, FA480921B0001

3.1.58 – Erosion and Sediment Control Permit – (ITEM NO. 0001FF, 0002FF, 003FF, 0004FF, 0005FF) Furnish all labor and material necessary to apply for and obtain an Erosion Control Permit through NC State for all projects that disturb more than one acre of land, including but not limited to preparing the Erosion and Sediment Control Plan, proper paperwork, and application fees. Payment will be on the basis of acres disturbed in the project and as negotiated and stated in each task order.
3.1.59 - Silt Fence – (ITEM NO. 0001FG, 0002FG, 0003FG, 0004FG, 0005FG) Furnish all labor, material, and equipment necessary to provide silt fence for erosion and sedimentation control including but not limited to furnishing and placing, all fence, posts, fence fabric, filter fabric, hardware and other material; installing and maintenance the silt fence; removal and disposal of silt accumulations from the silt fence off the base; removal of the silt fence; and dressing, seeding and mulching the disturbed area after the silt fence has been removed.
