SECTION 1
1. DESCRIPTION OF SERVICES
1.1. Overview. Strength and Conditioning Coach (SCC) to work for the Keesler Human Performance Initiative Pilot Program. SCC supporting physical performance, readiness, and rehabilitation elements supporting the Line of the Air Force (LAF) mission assigned to Keesler Human Performance Initiative program with the goal of building resiliency, enhancing human performance and improving unit mission effectiveness. The primary focus is enhanced squadron/unit mission execution, achieved by improved musculoskeletal resilience to optimize Permanent Party Airmen physical fitness and performance, and to reduce risk of musculoskeletal injury.
1.2. Goals/Objectives. To enhance Airmen by developing and executing strategies to mitigate risks that adversely impact mission effectiveness and enhance performance.
1.3. The Service Provider (SP) shall:
1.3.1. SCC will meet with planning board to provide input on the strength and conditioning section. Develops and implements initiatives to mitigate physical and ergonomic stressors and optimize airman performance. Utilizes information gathered through direct observations. Information will be used to select or develop initiatives to mitigate identified hazards and barriers to optimal health and performance, and to enhance resiliency. Collaborates with other Human Performance members in selecting and/or developing risk-mitigation and performance-enhancement strategies. Uses expert knowledge to apply original ideas ensuring the program is meeting the mission goal of increasing the physical capacity of Airmen, decreasing the rate of injuries, and accelerating return to duty times.
1.3.2. Serve as a certified SCC. Develops and establishes a culture of discipline, character, and mental resiliency within the individual airmen and each group, combined with a scientific training program that maximizes power, speed, agility, mobility, strength, to reduce injuries in Airmen. Conducts strength and conditioning assessments, tracks individual and program outcomes, and makes recommendations to modify the program as indicated. Collaborates with other helping agencies, to include registered dietitian to provide nutrition evaluation and education. Coordinates and instructs the organization’s strength conditioning program course in accordance with set guidelines and curriculum as well as developing innovative approaches for members/operators exercise programs to ensure safety and effectiveness. Evaluates policies and directive from higher headquarters and advises on impact and actions necessary to implement and sustain program objectives and requirements. Demonstrates appropriate exercise skills, body mechanics and techniques, as well as modifications for targeted populations. Conducts movement pattern screening, biomechanical assessments and provides corrective exercise prescriptions in specific occupational settings. Administers innovative and effective strength and conditioning protocols and exercise prescriptions to elicit maximum physical performance and potential individual Airman. Performs the initial analysis of the collected data and provides direct feedback regarding strength and conditioning testing, physical performance trends and improvement, injury avoidance and recover. Coordinates with the Physical Therapist to facilitate appropriate healthcare services following injury and conducts monitoring and periodic reporting on indicators related to health and human performance. Refers all personnel with an apparent new or undiagnosed medical condition to the primary care physician for evaluation and treatment. Prescribes individual and group exercise prescription for Airmen with diagnoses to include but not limited to: obesity, hypertension, diabetes, arthritis orthopedic injury, tendonitis, facilities, stress fracture, shoulder and low back pain.
1.3.3. After the end of each pilot program, SCC will meet with team to finalize data, provide input on the way forward. The SCC will analyze all metrics with HP team after each assessment to discuss future training requirements.
1.3.4. Fitness Equipment. SCC will use available equipment located at the Human Performance Training Center or other designated locations (Triangle track, Crotwell track).
1.3.5. Deliverables. SCC will provide:
A. Written comprehensive fitness program(s) as necessary on available/preferred electronic application (i.e. MS Excel, MS Word, Train Heroic, Bridge Athletics).

2. GENERAL INFORMATION.
2.1. Time Period and Hours of Operation will be determined by the Functional Commander. Adjustment to the hours of operation will be made at no additional cost to the Government as long as number of hours does not change. (Refer to Appendix B for the Required Hours of Operation per Week)
