About this file

This is a Statement of Work (SOW) for the procurement of one hazardous waste external storage module for the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Code 1023. The project is funded through overhead funding and will be performed at NUWCDIVNPT in Newport, Rhode Island, with F.O.B. Destination delivery required.

The module must meet specific technical specifications including: external dimensions of approximately 9' H x 34' W x 9' D (±3 feet tolerance permitted for COTS designs), three separate equal compartments with internal barrier walls, minimum 4-hour fire rating on exterior and interior walls, three double doors (84" W x 80" H minimum) with 3-hour fire rating and self-closing mechanisms, and a minimum 1,000-gallon sump with 250 psf floor load rating. The structure must be fully insulated (minimum R11 rating), chemically resistant, UV-rated, and certified by an OSHA-recognized NRTL (UL Listed or FM Approved). The module shall include three explosion-proof LED light fixtures, three explosion-proof heating and cooling units with thermostats, three explosion-proof exhaust systems with emergency shut-off switches, gravity-fed air inlet vents with 3-hour fire-rated fusible link dampers, comprehensive grounding systems, and a pre-engineered ABC dry chemical fire suppression system. Lifting and rigging capabilities are required, including integrated forklift pockets spanning the module's full width and four top-mounted crane lifting lugs. One relocatable heavy-duty steel access ramp compatible with all double-door entryways must be provided. The SOW references applicable standards including NFPA 70, NFPA 30, NFPA 704, NFPA 400, ASTM E119, International Building Code, and OSHA 1910. The Government strongly encourages Commercial-Off-The-Shelf (COTS) or modified commercial items and prioritizes functional, safety, and capacity requirements over legacy dimensional configurations.
