Questions and Answers from Industry Day/One-on-Ones
PLEASE NOTE THE FOLLOWING: In the event of any discrepancy between information on this attachment and in the Final Request for Proposal (RFP), the final RFP is the controlling document.
1. Question: Will the request for proposal (RFP) use a best value approach?
Answer: Yes, please see slide 67 of the GLAM Industry Day Presentation pdf.
2. Question: Will the RFP require a technical volume or a mission suitability volume?
Answer: The request for proposal will require a mission suitability volume. Please see slides 67 and 68 of the GLAM Industry Day Presentation pdf.
3. Question: Do all purchases, as stated in the performance work statement (PWS), file through a central facility or system at Glenn Research Center (GRC)?
Answer: Yes, all purchases go through the Shipment and Receiving Facility (SaRF) at
GRC.
4. Question: Does the PWS require services for demilitarizing items or disposal of militarized items?
Answer: NASA GRC uses Industries in Federal Penal and Correctional Institutions
(UNICOR) for disposal of all electronics. For International Traffic in Arms Regulations
(ITAR) items and other items to be scrapped, NASA GRC obtains offsite vendors to destroy those items with a civil servant present. The contractor on GLAM will be required to coordinate these actions per the PWS.
5. Question: Will the technical proposal requirements include a scenario response?
Answer: No, the mission suitability volume will not include a scenario response.
6. Question: Within section 2.6 of the PWS, a Customer Service Office/Work Reception
Desk is mentioned to assist customers with tracking work, when things are done, where a response would be, etc. Should this helpdesk be centralized for both logistics and metrology together, or two separate help desks?
Answer: The Customer Service Office/Work Reception Desk will only pertain to the
Logistics portion of the PWS, not Metrology/the Calibration Lab. The PWS will be updated to reflect this clarification.
7. Question: We did not see a requirement for a continuity of operations plan (COOP).
Will Offerors be required to submit their own COOP in their proposal?
Answer: No, the NASA COOP can be found in Attachment J.1.2 – Applicable Regulations
& Procedures of the RFP.
8. Question: As NASA Centers are potentially getting more agency-wide IT solutions and applications, will any of GRC’s current logistics or metrology IT applications be switching to agency-wide platforms? If so, will the transition occur before or after contract award?
Answer: GLAM is not able to predict if or when logistics or metrology IT applications will transition to agency-wide platforms.
9. Question: Does NASA intend to raise the level of certification at the calibration lab?
Answer: All required metrology and calibration lab certifications will be included in the
RFP and Attachment J.2.5 – Metrology and Calibration Laboratory Capabilities Listing.
10. Question: Is the calibration lab compliant with or accredited for ISO/IEC 17025:2017?
Answer: The calibration lab is compliant with ISO/IEC 17025:2017.
11. Question: Is the MTE procurement process already established or still being created?
Answer: The MTE procurement process is currently being created by NASA.
12. Question: Are there any specific software, programs, or capabilities anticipated to be included as analytical components and identifications of process improvements?
Answer: NASA GRC does not have any specific software or programs, but Sections L and
M of the RFP directs Offerors to look at the processes and optimize the entire processes for both logistics and metrology.
13. Question: What parts of the work scope have CBAs/Union Positions?
Answer: Attachment J.2.3 - Incumbent Labor Demographics will have a listing of the positions with a collective bargaining agreement.
14. Question: Does NASA intend to eliminate portions of the PWS over the next year(s) as
NASA as an agency moves towards agency-wide contracts?
Answer: No, NASA does not have plans to eliminate portions of the PWS and is unable to predict the future of the contract.
15. Question: Is a past performance volume required?
Answer: Yes, please see slide 69 of the GLAM Industry Day Presentation pdf.
16. Question: What is the minimum size for a subcontractor to be qualified to submit a past performance narrative?
Answer: Subcontractors that do 15% or more of the work will be required to provide past performance information. Please see sections L and M of the RFP for details.
17. Question: Is there a key personnel requirement?
Answer: Yes, additional details can be found in RFP sections L and M.
18. Question: Is NASA going to name a minimum of key positions?
Answer: Yes, see RFP sections L and M for more details.
19. Question: Does NASA intend for GLAM to remain a total small business set aside?
Answer: Yes, GLAM is a total small business set aside.
20. Question: Are there any AbilityOne requirements in the PWS?
Answer: No, none at this time.
21. Question: What is the anticipated acquisition schedule for this procurement?
Answer: This can be found on slide 72 of the GLAM Industry Day Presentation pdf.
22. Question: Is NASA able to pre-review proposals prior to final submission?
Answer: No, NASA is not able to review proposals prior to final submission.
23. Question: What is the anticipated contract value for GLAM and is there a not to exceed value for each year of the contract?
Answer: The anticipated contract value and any expected costs per year will not be distributed.
24. Question: What are the page limits for proposals?
Answer: Page limits can be found in section L of the RFP.
25. Question: Is this the only planned industry day?
Answer: Yes, NASA does not intend to host another industry day.
26. Question: Will there be a site visit that goes to all areas of performance?
Answer: The tours held at the June 13, 2023 Industry Day are the only planned visits to
NASA Glenn Research Center or Armstrong Test Facility.
