INFORMATION AND REQUIREMENTS
PART 1 - GENERAL
1.01 SUMMARY:
A. Description of Work: Furnish labor, equipment, supplies, and materials to complete the following work: Remove an existing set of two corrugated steel pipe (CSP) culverts. Complete construction staking. Install a single CSP culvert with polymer coating inside and out, with step beveled end sections, with concrete cutoff walls, with riprap splash pads, and with riprap headwalls. Work includes required excavation and compacted embankment with road surfacing, and construction and removal of a temporary detour road.
B. Project Location: The project work is located along the Dry Fork Road in south Phillips County, Montana, in the SE ¼ of the NW ¼ of Section 36, Township 24N, Range 26E.
Coordinates: 47.792375 Latitude, -108.342045 Longitude. Access to the project is available using public roads. Project is located on State Lands.
C. Work Data Sheet: Designates the type and quantities of work required.

1.03 DEFINITIONS:
A. Approvals: Approval of the submittals in an indication that the Contractor’s submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer’s attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project. Any work done, or materials provided prior to approval shall be at the Contractor’s own risk. Any work done, or materials prior to approval will not be eligible for payment until approval is obtained.
B. Engineer: For all specifications incorporated into the work by reference, the Contracting Officer’s Representative (COR) shall be the “Engineer”.
C. Department: For all specifications incorporated into the work by reference, the government shall be the “Department”.
1.04 SUBMITTALS:
A. Scope: Submittals include, but are not limited to, storm water discharge permit/storm water pollution prevention plan, manufacturer’s shop drawings, manufacturer’s installation instructions, manufacturer’s literature, samples, as-built drawings, a traffic control plan, and the Contractor’s work schedule. All submittals shall have a cover sheet attached as included at the end of this section. An electronic version of the cover letter will be made available to the Contractor upon request.
B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. Submittal shall be delivered to the Contracting Officer or appointed COR.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
Submit one electronic copy of each submittal for approval.
1.05 CERTIFICATIONS OF CONFORMANCE:
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used based on a Certificate of Conformance may be sampled and tested. Installation of materials based on Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Materials not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract requirements.
2. The certificate shall either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, testing agency, and the date of tests.
4. The certificate shall set forth the means of identification permitting field determination of the product delivered as being the product covered by the certification.
1.06 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern. Where a conflict occurs between these specifications and specifications incorporated by reference, these specifications shall govern.
C. Measurements: Where approved manufacturer’s diagrams and shop drawings give specific
12/29/2023 01009-5 measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
D. Specifications by Reference: This Contract incorporates Specifications by Reference with the same force and effect as if given in full text within these specifications.
1.07 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name and brand designation and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturer’s recommendations which will protect them from damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.
1.08 PROJECT/SITE CONDITIONS:
A. Access to the Work:
1. The work site is accessed by U.S. Highway, County Roads, and BLM Roads. Any public or private roads including bridges, cattle guards, gates and culverts, or any off-road travel areas damaged in any way by the Contractor’s operations shall be restored by the Contractor, at the Contractor’s expense, to the same condition existing prior to the commencement of work.
2. Access to the work shall be provided by and at the Contractor's expense.
3. Dry Fork Road shall remain open to one-lane traffic, including through-ditch detours, at all times during the construction timeframe. Submission of through-ditch detouring, and traffic control plan must be provided to COR for approval at least 3 days prior to proposed work commencing. Contractor shall be responsible to ensure no unauthorized vehicles access the work area during construction.
4. After each day’s work, Contractor shall clear the roadway of all hazards and open to traffic. Contractor shall furnish all construction signage and traffic control for, but not limited to: Road closure signs and barriers, and construction signs according to the most current Manual on Uniform Traffic Control Devices (MUTCD). All construction traffic control shall comply with the most current MUTCD standards. This work shall be included in the lump sum contract price for Mobilization.

B. Environmental Considerations:
1. The aesthetic values of the site and surrounding area are of prime importance. The Contractor shall take all care necessary to preserve all plant life and other natural features. No surface damage outside the staked area shall occur. Any surface damage outside the staked area shall be corrected by the Contractor at his expense. Any damage to existing State, County, or local roads, used to transport materials to the project, shall be corrected by the Contractor at his expense.
2. No waste fluids from equipment (such as fuel, oil, grease, or antifreeze) shall be drained or spilled on the ground. All waste fluids shall be captured and disposed of properly offsite. If a waste fluid is accidentally spilled on the ground, the Contractor shall excavate the spill area to a depth of 12 inches below the contaminated material, remove excavated material from the worksite, and dispose of it legally offsite, at the Contractor's expense.
3. All the Contractor's vehicles and equipment shall be washed before mobilizing on the site to prevent the spread of noxious weeds.
1.09 SEQUENCING AND SCHEDULING:
A. Permitted Work Period: Work on this project can only occur between July 15th and November 30th during any calendar year to accommodate wildlife concerns in the vicinity. Surface disturbing activities will not be permitted between March 15th and July 15th to mitigate impacts to Greater sage-grouse breeding and nesting activities.
B. Climatic Conditions: No work required under this section will be allowed when materials are frozen or excessively wet.
C. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the schedule.
1.10 CONTRACTOR USE OF PREMISES:
A. Confine operations to the site of the proposed Work or within the right-of-way or construction easements provided and shown on the drawings. Construction camps and staging areas outside the construction area must be approved by the Contracting Officer (CO). Obtain advance approval from the CO of all staging areas, excavated soil stockpile and waste areas and camp areas.
B. It shall be understood that the responsibility for protection and safekeeping of equipment and materials on or near the site will be entirely that of the CONTRACTOR and that no claim shall be made against the GOVERNMENT by reason of any act of an employee or trespasser whether GOVERNMENT has paid CONTRACTOR for equipment or materials in storage or not. It shall be further understood that should any occasion arise necessitating access by the GOVERNMENT to the sites occupied by these stored materials and equipment, the CONTRACTOR owning or
12/29/2023 01009-7 responsible for the stored materials or equipment shall immediately remove same. No materials or equipment may be placed upon the property of the GOVERNMENT until the CO has agreed to the location contemplated by the CONTRACTOR to be used for storage. CONTRACTOR is solely responsible for obtaining and shall pay all costs in connection with any additional work area, storage sites, access to the site, or temporary right-of-way, which may be required for proper completion of the Work.
1.11 PROTECTION OF EXISTING UTILITIES:
A. Utility service connections are generally shown on the drawings, but the CONTRACTOR is solely responsible for locating all existing underground installations, including service connections, in advance of excavating or trenching, by contacting 811, or 1-800-424-5555 (Montana 811.org) or the owners thereof and prospecting. The CONTRACTOR shall use his own information and shall not rely solely upon information shown on the drawings concerning existing underground installations. Repair all damage to existing utilities or property at CONTRACTOR's expense.
1.12 SOILS:
A. The following design criteria would be included with this action:
1. Construction activities shall not be performed during periods when the soil is too wet to adequately support equipment/vehicles. If equipment/vehicles create ruts more than three inches deep, operations must cease as the soil will be deemed too wet to adequately support equipment/vehicles.
2. Where soils are disturbed and topsoil is present, topsoil shall be stripped, separated from subsoil/parent material, and stockpiled for use in reclamation.
1.13 LIVESTOCK:
Livestock may be present in the area during construction. If livestock become a hinderance to the work, contractor shall notify the CO, and the government will remediate the issue.
PART 2 - PRODUCTS - NONE
PART 3 - EXECUTION
3.01 PROJECT MEETINGS:
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose
12/29/2023 01009-8 will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work are required to be present at the meeting.
3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project and to present any required pre-construction submittals requested in the specifications.
4. If the Contractor chooses to use materials not specifically outline in the contract, they are required to provide submittal details of those materials or methods proposed to be used in construction.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site weekly, or as determined by the Contracting Officer.
2. Notification: Meetings may be called by either the Contracting Officer or the
Contractor. The request shall state who should attend and include an agenda.
C. Final Inspection:
1. Location: Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. Notification: The Contractor shall notify the Contracting Officer, in writing, at least 5 working days before the completion date so the Government can schedule final inspection.
3. Attendance: The Contractor shall require the superintendent to be present during this inspection.
3.02 PREPARATION:
A. Work Layout:
1. General: The government will provide access to control points for the Contractor to set initial survey stakes and monuments to give the Contractor measurements, lines, and grades necessary for the work executed under the Contract. Survey stakes, monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor’s expense.
2. The Contractor shall set elevation hubs on the roadway surface at 25-foot stations, prior
12/29/2023 01009-9 to finish grading, as required by Section 02315 – Excavation and Fill.
B. Control Points: Shall be staked and established by the Contracting Officer.
3.03 PROJECT MONUMENT:
A. Requirements: None
3.04 SALVAGEABLE ITEMS:
A. Requirements: Salvageable items to be removed from the site shall become the property of the Contractor.
3.05 CLEAN-UP AND DISPOSAL OF DEBRIS:
A. Waste Removal: The Contractor shall always keep the premises free from accumulation of waste materials or rubbish caused by his employees or work. At the completion of the work, the Contractor shall remove all such materials from the work site. The Government may remove all such materials and charge the cost of to the Contractor, if the site is left untidy.
B. Requirements: Items of debris to be removed from the site, but not designated as salvageable items for the Government, shall become the property of the Contractor. Transport and disposal of materials offsite in a legal manner and payment of disposal fees required is the responsibility of the Contractor. Burying waste materials, other than waste rock or gravel, or burning materials resulting from demolition or any construction operations is not permitted on the site.
3.06 PROJECT IDENTIFICATION:
A. Requirements: None
3.07 AS-BUILT INFORMATION:
A. General Requirements: As the job progresses, continuously maintain a complete set of as-built drawings of the work. The changes shall be noted legibly in red pencil or red ink. The changes shall be submitted to the Contracting Officer prior to final inspection. Should final inspection reveal changes in the project not so noted on the as-built drawings, record those changes on the as-built drawings within 5 working days of final inspection and deliver completed as-built drawings to the Contracting Officer.
3.08 WARRANY:
A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the

Contractor shall:
1. Obtain warranties that would be given in normal commercial practices.
2. Require warranties to be executed, in writing, for the benefit of the Government.
3. Submit warranties to the Contracting Officer prior to the final inspection.
PART 4 - MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT
A. Units: The work described in this section will not be measured for payment.
4.02 BASIS OF PAYMENT
A. Payment: No direct payment for the work described under this section will be made.
Consideration for this item shall be included in the bid price for other items of the Contract.

DIVISION 1 - GENERAL REQUIREMENTS SECTION 01060 – PERMITS
1.01 WORK INCLUDED:
Except as otherwise noted, identify, obtain, maintain, and proceed in conformity with all required Permits for the Work.
Obtain all Permits necessary for the completion of the Work. Any costs associated with these Permits are included as part of the Contract Price as incidental costs.
1.02 SUBMITTALS:
Prior to proceeding with the Work authorized by the Permit, supply to the Government a copy of all Permits obtained. Perform all compliance testing required by the permits. Submit results of compliance testing directly to the appropriate review agency. Provide copies of all results to the Government.

PART 4 - MEASUREMENT AND PAYMENT:

DIVISION 1 - GENERAL REQUIREMENTS SECTION 01150 - MEASUREMENT AND PAYMENT
1.01 SCOPE:
The method of measurement and basis of payment is described in this section.
1.02 GENERAL:
A. Bid price for each item of the Contract covers all Work shown on the Drawings and required by the Specifications and other Contract Documents.
B. All costs are included in the unit and lump-sum prices bid including all materials, equipment, supplies, and appurtenances; all construction plant, equipment, and tools; and all labor and supervision necessary to fully complete the Work.
C. No item that is required by the Contract Documents, for the proper and successful completion of the Work, will be paid for outside of or in addition to the prices submitted in the Bid.
D. All work not specifically set forth as a pay item in the Bid Form is considered an incidental obligation of the Contractor, and all costs in connection therewith shall be included in the unit and lump-sum prices bid.
1.03 ESTIMATED QUANTITIES:
A. All quantities in the Work Date Sheet, Bid Schedule, or other Contract Documents are approximate only, and are to be used only as:
1. A basis for estimating the probable cost of the Work, and
2. For comparing Bids submitted for the Work.
B. Actual work performed, and materials furnished under the unit-price items for those items to be field measured may differ from the estimated quantities.
C. Payment will be paid at the unit price bid for listed items successfully completed according to Contract requirements.
D. Lump-sum items will be paid at the lump-sum price bid for the items listed.
1.04 AUTHORITY:
A. Contracting Officer will perform all measurements and compute quantities for payment.

B. Contracting Officer will verify measurements and quantities provided by Contractor.
C. Contractor provides access to work areas for survey measurements, as required.
1.05 MEASURED QUANTITIES:
A. Measurement by Volume: Measured by cubic dimension using mean length, width, and height or thickness.
1. Fill quantities will be computed using the average-end-area method or other computation method approved of by the Contracting Officer.
1.06 SCHEDULE OF VALUES FOR PROGRESS PAYMENTS:
A. A schedule of values or “allocation of contract price” will be required for all lump sum items if the Contractor plans to request progress payments.
B. The schedule of values is used only to help assess the intermediate value of work completed for the purpose of making such progress payments. The schedule of values is not considered as a commitment to prices in the event of later negotiations.
1.07 MEASUREMENT AND PAYMENT ITEMS:
A. See individual sections for description of each payment item and how they are measured.
B. Mobilization: Refer to Section 01505 – MOBILIZATION.
C. Demolition: Refer to Section 02223 – SITE DEMOLITION.
D. Riprap: Refer to Section 02275 – RIPRAP and Section 02370 - GEOSYNTHETICS. Riprap has been classified into 2 sizing categories. Refer to Work Data Sheet for sizes and quantities, and Drawings for placement locations.
E. Common Excavation: Refer to Section 02315 – EXCAVATOIN AND FILL.

DIVISION 1 - GENERAL SECTION 01400 - QUALITY CONTROL/
REQUIREMENTS QUALITY ASSURANCE
1.01 DEFINITIONS:
A. Quality Control - planned and specific actions or operations necessary to produce a product that complies with the contract documents. Quality control consists of actions, inspections, sampling, and testing necessary to ensure the work follows the contract documents and to control production and construction processes. Quality control is keyed to the construction sequence to quickly determine when the work is out of compliance with the contract documents and to respond to correct the situation and bring the work into compliance. Quality control is the responsibility of the Contractor.
B. Quality Assurance – planned and systematic observations, testing, and actions to verify that the work complies with the contract documents. Quality assurance includes oversight of the Contractor’s quality control, verifying the results of the Contractor’s testing and additional assurance sampling and testing. The Government will provide quality assurance at a level determined necessary by the Contracting Officer.
C. Verification/Compliance Testing – sampling and testing which is carried out independent of the Contractor’s quality control testing to confirm/verify that the work complies with the contract documents. The frequency of verification/compliance testing will be determined by the Contracting Officer. Verification/compliance testing will not be used to determine construction procedures or operations (i.e., rolling patterns, lift thickness, etc.). Verification/compliance testing will be provided by the Contracting Officer.

3.01 COOPERATION WITH QUALITY ASSURANCE:
A. Assure that the Government and Contracting Officer always have access to all work areas while work is in progress.

Establish and update the construction schedule to provide the Contracting Officer estimated sampling/testing dates and times. Contracting Officer may choose to obtain a split and comparison test of any samples collected for quality control testing. Provide adequate notice of testing plans to coordinate collection of samples.

A. Site demolition consists of the removal and disposal of the existing corrugated steel pipe culverts, flared end sections, and any associated appurtenances.
1.02 PROJECT/SITE CONDITIONS:
A. Work Limits and Control Points: Will be staked and established by the Contractor.
B. Environmental Considerations: Shall be according to Section 01009 – General Information and Requirements.
1.03 SUBMITTALS:

PART 3 - EXECUTION
3.01 PREPARATION:
A. Landscape Preservation: Protect vegetation that is outside the work limits from injury.
B. Utilities: Before starting excavation, the Contractor is responsible to establish the location and extent of underground utilities in the work area. The Contractor is solely responsible for locating all existing underground installations, including service connections, in advance of excavating or trenching. Contact 811 (in-state), 1-800-424-5555 (outside of Montana), online at Montana811.org, and/or the owners thereof and prospecting. The Contractor shall use their own information and shall not rely solely upon information shown on the drawings concerning existing underground installations. Contractor shall repair all damage to existing utilities or property at Contractor’s expense. Protect utility services uncovered by excavation.
Notify the Contracting Officer immediately if utilities are damaged.
C. Traffic Control: Traffic control shall follow MUTCD design standards. The Contractor is responsible for the design and implementation of the contracting officer approved traffic control plan. Submission of the Traffic Control plan shall be no later than seven (7) days prior to the start of construction and be paid for following the requirements of Part 4 of this Section.
3.02 DEMOLITION:
A. General: Remove and dispose of the existing corrugated steel pipe culverts, flared end sections, and

3.03 DEMOLITION EXCAVATION:
A. General: Excavation and compacted backfill required for demolition shall be according to Section 02315 – Excavation and Fill.
B. Excavation required to remove structures specified for demolition shall extend to a minimum of 1.0 feet below the structure, or to the depth necessary to remove soft, wet, or otherwise unsuitable material from the foundation. All demolition excavation slopes shall be 2:1 or flatter. All demolition excavations below the specified embankment subgrade excavation lines shall be backfilled to the specified embankment subgrade elevations with compacted embankment according to Section 02315 – Excavation and Fill. Excavated materials too wet for reuse shall be wasted as directed by the Contracting Officer.
3.04 DISPOSAL OF MATERIAL AND DEBRIS:
A. Requirements: The corrugated steel pipe culverts, bolts, fasteners, flared end sections, and all appurtenances; and any other items or debris to be removed from the site shall become the property of the Contractor. Transportation and disposal of all materials offsite in a legal manner, and payment of disposal required fees is the responsibility of the Contractor. Burying waste materials, other than soil-contaminated waste rock or gravel, or burning materials resulting from demolition or any construction operation is not permitted on site.
PART 4 - MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. Units: The site demolition work described in this section will be measured and paid for on a lump sum basis.
B. Traffic Control: No direct payment for traffic control described in this section will be made. Payment for this item shall be included in the Lump Sum payment for Pay Item 02315 (60) – Detour Road.

Supplying and installing geotextile filter fabric between riprap and subgrade is considered incidental to this item.

PART 2 - PRODUCTS
2.01 ROCK:
A. Riprap provided from offsite shall be hard, durable, dense, angular in shape, reasonably well-
12/28/2023 02275-2 graded, sound rock fragments resistant to abrasion, free of cracks, shale, seams, clay, organic material, and defects that would hasten degradation by water, weathering, and frost action.
B. Quarried rock or boulders for use as riprap on this Project from offsite shall have the following properties:
1. Bulk specific gravity (saturated-surface dry): 2.50 minimum, (apparent specific gravity minimum: 2.60) when tested in accordance with ASTM D6473.
2. Absorption: 2 percent of less, when tested in accordance with ASTM D6473.
3. Sodium sulfate soundness, loss: 10 percent loss or less for five cycles, when tested in accordance with ASTM C88, 5 cycles.
4. Resistance to abrasion, loss: 10 percent or less after 100 revolutions and 40 percent or less after 500 revolutions, when tested in accordance with ASTM C535.
5. Resistance to freeze thaw, loss: 10 percent or less, when tested in accordance with
ASTM D5312.
C. Shape:
1. Angular boulders or cobbles are acceptable. Do not use rounded stone or boulders from a streambed source as riprap. Do not use shale or stone with shale seams.
2. The stone will be accepted based on visual analysis, the Government’s riprap form, or both. Submit samples before placing the riprap.
3. Each stone must have its greatest dimension not greater than three times its least dimension.
D. Gradation: Furnish stone that is reasonably well-graded conforming to the gradations listed in Table 02275-1.
1. Provide Class I riprap for embankment headwall at each end of culvert. See Contract Drawings for locations and dimensions of embankment headwalls.
2. Provide Class II riprap for splash pad at each end of culvert. See Contract Drawings for orientations and dimensions of splash pad at each end of culvert.

3.01 AREAS TO RECEIVE EROSION PROTECTION
1. Place riprap erosion protection to the lines and grades as shown on the Contract Drawings. Do not place riprap until surface has been prepared, and approved by the
CO.
3.02 PLACING
A. Subgrade Preparation:
1. Excavate, fill, or grade foundation soils in accordance with Section 02315 so riprap limits are as indicated on the Contract Drawings or as directed by the CO.

2. Install non-woven geotextile fabric underlayment on prepared surfaces. Ensure required manufacturer’s recommendations for overlaps are maintained and outer edges of geotextile are buried a minimum of 1 foot below grade. Geotextile fabric specifications are outlined in Section 02370, Geosynthetics.
3. Work shall be performed under dry conditions only. Keep the excavation always dewatered. Dispose of excess water downstream of all structures in an manner that will avoid damage to adjacent property.
B. Slope-protection rock shall be handled and dumped in such a way as to avoid material segregation. Riprap shall be placed with an average depth as specified on the Contract Drawings.
Riprap shall be placed consistently and evenly throughout the marked areas.
C. Extra care shall be taken when installing riprap against exposed surfaces of CSP culvert. This riprap shall be placed by hand and with an excavator thumb attachment to minimize impact and to avoid damage to the pipe’s polymer coating.
1. Lay rocks in an interlocking pattern with the voids between the larger rocks filled with smaller rocks.
2. Damage to the polymer coating shall be repaired at the Contractor’s expense using procedures as specified by the pipe manufacturer.
3. Provide temporary bracing as necessary at the beveled ends of the pipe while installing riprap to avoid damage or deformation of any kind. Pipe that has become damaged or deformed shall be removed, repaired, and/or replaced at the Contractor’s expense.
D. Place riprap so that larger rocks are evenly distributed, and smaller rocks filling the spaces.
E. Riprap at splash pads shall be placed so that larger rocks are evenly distributed, with smaller rocks filling the spaces. Place rocks in such a way as to maximize dissipation of energy of water flow by creating rough and irregular surfaces at the splash pads.
F. Dump and smooth by moving rocks into position so that material, when in place, is stable.
G. Begin slope protection at toe and proceed up the embankment.
H. Leave no unfilled spaces within slope protection.

DIVISION 2 - SITEWORK SECTION 02315 – EXCAVATION AND FILL
1.01 SUMMARY
A. Section Includes: Excavation, borrow excavation, compacted embankment construction, placement, and disposal of materials as shown on the drawings; and construction of a detour road.
1.02 DEFINITIONS
A. Use definitions from ASTM D 653
B. Common Excavation: Consists of the material excavation regardless of its nature. Common excavation includes rip able material. Material shall be considered rip able if the Contractor is able to rip material with a rear-mounted, heavy-duty, single-toothed, ripping attachment mounted on a crawler tractor having power rating of at least 195 net horsepower.
1. Fill Material: Materials from common excavation shall be mineral soil that is free from peat, organic material, frozen material, brush, trees, roots over 2 inches in diameter, and rocks and hard earth clods 3 inches in greatest diameter obtained from site during excavation. Common excavation materials too wet for reuse shall be wasted as directed by the Contracting Officer.
C. Topsoil: Native surface soil 6 inches in depth that can support plant growth and contains organic matter. Topsoil shall be free from subsoil, debris, and stones larger than 3 inches in diameter.
1.03 PROJECT/SITE CONDITIONS
A. Excess Material: Usable excess material excavated shall be used in the embankment con-struction before the use of borrow is allowed. Borrow wasting is not permitted.
B. Borrow Material Source: Borrow area locations shall be as directed by the Contracting Of-ficer.
C. Drainage of Borrow Areas: Borrow pits and waste disposal areas shall be excavated such that water will drain from the excavation. Borrow excavation side slopes shall be 3:1 or

PART 2 - PRODUCTS
2.02 MATERIALS
A. General: See Definitions.
B. Compacted Embankment Material: Shall be obtained from common excavation, or from approved borrow areas. Material from excavation shall be used unless it contains ice or frozen earth, debris, high moisture content, or is specified in other sections to be replaced.
Materials removed in clearing and grubbing shall not be used in backfill or embankment.
C. Compaction Water: The Contractor is responsible for obtaining water sources for compaction. Written permission to use water sources on Government lands must be requested and obtained by the Contractor from the appropriate Government Agency Office prior to use.
D. Temporary culvert for Detour Road: The Contractor shall furnish a 24-inch minimum diameter, corrugated steel pipe (CSP) or HDPE pipe for use as a temporary crossing in the detour road across the drainage. The pipe may be new or used in good condition. Used in good condition must be free from holes, perforations, or dents compromising the integrity of the pipe, and must be fully capable of HS-20 loading as installed. Terms, descriptions, and gradations of granular soil materials in paragraphs below are examples only. Revise to comply with local practices and to suit Project. For example, granular materials may be referenced by state or local highway designations rather than by ASTM classifications.
3.01 PREPARATION

C. A detour road shall be constructed on the alignment and grades as generally shown on the drawings and as directed by the Contracting Officer before construction begins. The detour
01/03/2023 02315-3 road shall be constructed in such a manner as to minimize environmental impact yet must provide safe passage of traffic. The road surface shall be graded as necessary throughout the duration of the project to ensure a smooth-running surface. A culvert shall be temporarily installed in the detour road where it crosses the main drainage. The culvert length must be sufficient to maintain a 14-foot detour roadway width with a minimum 2-foot of cover over the culvert and a minimum 2:1 slope at each side. The Contractor is responsible to supply and install a culvert that will safely carry HS-20 traffic loading. The culvert shall be removed when the detour road is removed. The culvert will remain the property of the Contractor and shall be removed from the site. After the detour road is no longer needed, the detour road construction shall be reclaimed to its original condition and contours, and topsoil shall be replaced over the entire disturbed area.
D. Clearing and Grubbing: The area to be excavated, and the surface area to be covered with fill material, as shall be thoroughly cleared, and stripped of vegetative matter, brush, trees, stumps, roots, loose rocks, and other objectionable materials.
E. Topsoil: Topsoil shall be stripped to a minimum depth of 6 inches from embankment, borrow pits, all stockpile areas, the detour road, and all other areas to be disturbed by Construction activities and stockpiled for later use.
F. Foundation Preparation: Scarify soil foundation areas so that the surface will bond and compact with the first layer of fill. Scarify by ripping and discing material 3 to 6 inches in depth, as determined by the Contracting Officer, so that no smooth surfaces remain.
G. Dewatering: All work associated with the culvert installation shall be performed under dry conditions. Keep the excavation always dewatered so that the compacted subgrade, the in-stallation of the new culvert, and compacted embankment construction can be carried out under dry conditions. Dispose of excess water downstream of all structures in a manner that will avoid damage to adjacent property.
H. Borrow Areas: Notify the Contracting Officer sufficiently in advance of opening borrow areas.
I. Pre-watering: Excavation areas and borrow pits may be pre-watered before excavating the material. When necessary, pre-watering shall be supplemented to assure that embankment material and backfill material moisture content comply with paragraph 3.03A Testing, be-low.
3.02 INSTALLATION
A. Explosives: The use of explosives is prohibited.
B. Excavation: Excavate where shown on the drawings and typical sections, unless staked otherwise.
