SCOPE OF WORK

A-1 INTRODUCTION

The Rochester Air Traffic Control Tower (ATCT) is a twenty-four (24) hour, seven (7) days a week operation with a minimum of two (2) people on duty on the mid-shift and up to thirty-five (35) people on duty during an administrative day. Shift changes generally occur daily at 0545 (5:45 a.m.), 1345 (1:45 p.m.), and 2200 (10:00 p.m.), seven (7) days a week. Twenty

(20) air traffic, technical, and management individuals work between 0700 (7:00 a.m.) and 1600 (4:00 p.m.), Monday through Friday. There are approximately eight (8) government vehicles parked in the large lot north of the tower plus additional vehicles at shift change. There are also four to five (4-5) vehicles parked in the small front lot near the main east entrance adjacent to the flagpole during regular business hours Monday through Friday.

Snow Season runs from October 1 – April 30.

A-2 DESCRIPTION OF SERVICES

New snow accumulation of three (3) inches or greater must be plowed from approximately 60,000 square feet of parking lot and access roads before each shift change, to including:

• Drives surrounding the tower and a short driveway leading to an airfield gate (Gate 17).

• Entrance road between Hanger Road and the entrance gate.

• Parking spaces east and north of the tower.

• Parking lot must be staked out before the snow season and removed at the end of the snow season.

• Overnight snow fall must be removed before the first shift change at 0545 (5:45 a.m.).

New snow accumulation of three (3) inches or greater must be shoveled from approximately 330 linear feet of sidewalk before each shift change, to including:

• Walks and landings leading to all seven (7) entrances on all sides of the base building and tower. All seven (7) exits must be free of snow.

• Two short walkways that traverse the grass island between the north parking lot and the tower.

• A snow fence (approximately 120 feet) will be erected by the contractor to prevent snow from accumulating on the two (2) walkways on the north side of the building.

The placement of snow fence will be such that drifting on sidewalk areas will be minimized. The fence must be maintained for the duration of the performance period and must be removed at the end of the snow season, not to exceed 30 days after the final service for the season.

• Overnight snow fall must be removed before the first shift change at 0545 (5:45 a.m.).

SPECIFICATIONS

The contractor must submit the type of equipment he/she intends to use for snow removal. A pickup truck and blade will be satisfactory as the main means of snow removal. Snow removal shall begin with three (3) inches of accumulation. The parking lot and access roads must be sanded and salted with a 50/50 mix. Freezing rain/sleet will require sanding and salting.

Excessive or "over salting" of parking lot and access roads will be avoided. Salting is to be spread carefully to minimize over-spray onto grass areas.

Excessive snow build-up will be removed off site when required by local FAA Management.

Contractor must abide to Federal Minimum Wage Rules in accordance with the Fair Labor Standards Act (FLSA) 29 USC 206(a)(1) set forth by the U.S. Department of Labor.

3) In the spring, the contractor shall clean up, sweep, and remove the sand/salt mixture.

Additionally, any landscape damaged during snow removal shall be repaired or replaced at no additional cost to the FAA.

4) Prior to start of plowing season, contractor will meet with Contracting Officer

Technical Representative (COTR) to determine type of equipment contractor intend to utilize and storage location. Spring cleanup will be coordinated with the COTR and Contractor.

5) Contractor shall provide a Service Call Number, should additional services be required, such as significant drifting or icing.
