About this file
This document is a Salient Characteristics attachment for federal contract FA700026Q0106 that outlines the technical specifications and deliverables for a High Wind Alert System (HWAS) weather monitoring project.
The procurement requires two completely new sensor station units and refresh components for twelve existing units across fourteen total locations. New units include data loggers, wind monitors, temperature/humidity sensors, barometric pressure sensors, precipitation gauges, tower/tripod systems, cell modems, antennas, solar panels, charge controllers, battery boxes, batteries, and miscellaneous hardware. Refresh components include data loggers, cell modems, antennas, solar panels, charge controllers, batteries, cameras (4 units), air quality sensors (4 units), and miscellaneous hardware. All new equipment must be compatible with specified existing CampbellSci sensors and Sun Extender 212AH 12V batteries. Core sensor requirements include air temperature accuracy of ±0.4–0.9°F, relative humidity ±2–3% RH, wind speed ±0.2–0.6 knots, wind direction ±3°, barometric pressure ±0.015–0.03 inHg, and tipping-bucket rain gauge resolution of 0.008–0.01 inches. Cameras must capture and store images every five minutes with live streaming capability, and air quality sensors must report PM2.5 and PM10 concentrations. All fourteen units require project administration, station design/programming/construction/delivery, site installation and removal services, and server setup with custom web interface management. The web interface must provide real-time data ingestion, quality control flagging, forward-facing display with local time formatting, wind data (direction, speed, gusts), temperature options, relative humidity, barometric pressure, precipitation totals, computed wind chill, heat index, and wet bulb globe temperature with color-coded flag conditions (green 82–84.9°F, yellow 85–87.9°F, red 88–89.9°F, black above 90°F). The system must archive data for 24 months in CSV format with configurable alerts and graphed history capabilities. Installation services include replacement parts deployment and validation across twelve active sites, air quality sensor and camera installation at four designated sites with North Ridge as an alternate location, complete removal and disposal across twelve sites, and option CLINs for full system installation at up to two additional locations at Government discretion.

Web Requirements
• Real-time ingest of latest data transmission from sensor suites
• Quality control of ingested data with flagging if data is out of tolerance or missing
• Forward facing webpage
• Updates with every sensor suite update
• Display following for all sensor suites
• Times
• Displayed in local time
• Displayed to nearest minute using the format hhmmL
• hh: hour
• mm: minute
• L: local identifier
• Wind
• Direction
• Determined by averaging the direction the wind is coming from with regards to true north, over a 2-minute period
• Reported in true direction and encoded in tens of degrees using three figures
• Directions less than 100 degrees will be preceded with a
• True north will be displayed as 360
• Direction for a calm wind will be reported as 000
• Variable wind direction, VRB, will not be used
• Speed
• Determined by averaging the speeds over a 2-minute period
• Encoded to nearest whole knot (rounded to the nearest whole knot) using tens and units digits
• Hundreds digit will only be used if wind speed equals or exceeds 100 knots
• Speed for a calm wind will be reported as 00
• Gusts
• Determined by evaluating the most recent 10-minutes of wind speed data for rapid fluctuations in speed with a variation of 10 knots or more between peaks and lulls with the gust speed being the maximum instantaneous wind speed over the 10-minute evaluation period
• Encoded to the nearest whole knot (rounded to the nearest whole knot) using tens and units digits
• Hundreds digit will only be used if gust speed equals or exceeds 100 knots
• Gust speeds will be preceded by a G (i.e. G47; G112)
• Temperature
• User option to display temperature in either degrees Fahrenheit or degrees Celsius (default should be degrees Fahrenheit)
• Encoded to as two digits rounded to the nearest whole degree
• Values below zero shall be preceded by a negative, - , sign
• Relative Humidity: Reported in percentage rounded to nearest value
• Barometer: Altimeter setting reported in inches of mercury (in Hg)
• Sensor suites with precipitation sensors
• Update hourly precipitation total with every webpage update
• Reset hourly precipitation total to 0.00 at hh:00
• Computed values for all reporting sensors
• Wind chill
• Reported to the nearest whole degree in Fahrenheit whenever the computed value is less than or equal to 50 degrees Fahrenheit
• Values below zero shall be preceded by a negative, - , sign
• Heat Index or Wet Bulb Globe Temperature (WBGT)
Note: preference would be WBGT as Bioenvironmental could use for Flag conditions, but it would likely require an additional sensor in each sensor suite and current algorithms are struggling with accuracy. Heat index is not the military standard when looking at Thermal Stress Programs.
• Heat Index: Reported to the nearest whole degree in
Fahrenheit whenever the computed value is greater than less than or equal to 75 degrees Fahrenheit
• Wet Bulb Globe Temperature
• Reported to the nearest whole degree in Fahrenheit whenever the computed value is greater than less than or equal to 75 degrees Fahrenheit
• Values of 82 – 84.9 with be followed by a green flag
• Values of 85 – 87.9 will be followed by a yellow flag
• Values of 88 – 89.9 will be followed by a red flag
• Values above 90 will be followed by a black flag
• Data Archive
• Archive data for 24 months
• Request, download, and save archived data in .csv format
• Provides users with the ability to
• Configure audible and/or visual alerts for max or min values for wind speed, gust speed, relative humidity, wind chill, and/or wet bulb globe temperature
• View a line graphed history for a user defined time period of less than 24-hours for a selected sensor
Site Installation and Removal Services:
• Replacement Parts Installation & Validation: The Contractor shall perform full installation and operational validation of replacement parts across twelve (12) active sites (reference Attachment 2 – High Wind Alert System (HWAS) Sensor Locations).
• Air Quality Sensor & Camera Installation: The Contractor shall install cameras and air quality sensors at four (4) designated active sites: Aardvark, Cadet Area, Community Center, and Airfield (reference highlighted sections of Attachment 2 – High Wind Alert System (HWAS) Sensor Locations). In the event that the tar roof at the Cadet Area site affects air quality sensor performance, North Ridge (located inside the Jacks Valley north entrance on the hill) shall serve as the primary alternate location.
• Removal Services: Dismantling, removal, and complete haul-away across twelve (12) active sites. Contractor responsible for proper disposal and site clean-up.
• Option CLINs (Additional Sites): Option CLINs cover full system installation, deployment, operational validation and subsequent removal/haul-away for up to two (2) additional/new locations. Specific location sites TBD. Exercised at the Government's discretion via Option Contract Line Item Numbers (CLINs).
