About this file

This document is a Salient Characteristics file for solicitation FA700025Q0099, detailing the United States Air Force Academy's (USAFA) requirements for wearable smart ring devices and an accompanying enterprise software solution. The procurement includes 50 ring devices across multiple sizes (ranging from size 6 to 15), with specific quantities for each size, designed to measure comprehensive biometric data including blood oxygen levels, heart rate, body temperature, movement, respiratory rates, and sleep quality. The rings must provide at least 75% data agreement with polysomnography tests, have a 5-day battery life, and include lifetime software access.

The solicitation is a 100% Small Business Set-Aside, with USAFA seeking a firm-fixed-price contract for ring devices and an enterprise software solution that can collect and analyze data across all devices in a single instance. The software must allow device transferability between users without losing data connectivity, enabling research studies with flexible device allocation. Quotes are valid through September 30, 2025, and the 10th Contracting Squadron at USAFA intends to award a single contract to a vendor meeting the specified technical requirements and capabilities.

FA700025Q0099 Wearable Human Performance Monitoring Ring Devices

SALIENT CHARACTERISTICS:

CLIN 0001 – Wearable Smart Ring Devices

The United States Air Force Academy (USAFA) requires 50 wearable smart ring devices in order to measure biometric data and provide insights into human performance and quality and quantity of sleep. USAFA requires the following quantities and standard sizes of ring devices:

• Ring size 6: qty of 8

• Ring size 7: qty of 8

• Ring size 8: qty of 8

• Ring size 9: qty of 8

• Ring size 10: qty of 8

• Ring size 11: qty of 3

• Ring size 12: qty of 3

• Ring size 13: qty of 2

• Ring size 14: qty of 1

• Ring size 15: qty of 1

Wearable smart ring devices must also meet the following capabilities and requirements:

• Capability to measure blood oxygen levels

• Capability to measure heart rate and heart rate variability

• Capability to measure body temperature variations

• Capability to measure movement and activity

• Capability to measure respiratory rates

• Capability to measure quantity and quality of sleep

• Data collected from this technology must provide a minimum of 75% agreement with a polysomnography sleep lap test

• Rechargeable solution with battery that lasts a minimum of 5 days

• The ring devices must come with access to all inherent software necessary to utilize the above functions for the entire lifetime of the ring. The ring devices and any inherent software should be easily transferrable to new users.

CLIN 0002 – Enterprise Software Solution

USAFA requires an enterprise software solution to be utilized in conjunction with the smart ring devices that can collect and analyze data from all the devices into a single instance, thereby allowing the data from the entire fleet of rings to be easily researched and studied. All the ring devices must be able to connect to this enterprise software application and not to the individual user, thereby allowing easy transfer of a device from person to person after the completion of each research study.
