About this file
This Statement of Work outlines requirements for E-ZPass transponder services for the Pentagon Force Protection Agency's (PFPA) fleet program. PFPA requires 100 E-ZPass transponders for its 115 Law Enforcement/Emergency vehicles to enable toll payment during official business-related local and TDY travel in Maryland, Virginia, and nearby states.
The contractor (VDOT E-ZPass Office) must provide monthly reports on transponder usage and balances, notify PFPA when transponders fall below minimum required balances, and provide system access for the PFPA Fleet Manager to monitor and reconcile accounts. The period of performance includes a 12-month base period and four 12-month option periods, with a possible 6-month extension under FAR 52.217-8. The PFPA Fleet Manager will be responsible for tracking transponder assignments, monitoring usage, and reconciling monthly reports for vehicles operating within the Pentagon Reservation and National Capital Region facilities under PFPA jurisdiction.

PFPA Fleet Program E-Z Pass Access Transponders Services
Statement of Work
1.0 INTRODUCTION:
1.1 The Pentagon Force Protection Agency (PFPA) provides force protection, security, and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR).
This responsibility includes the security of buildings and personnel, antiterrorism and force protection, emergency responses, and other key functions (including the protection of senior
DoD officials). In order to provide the required law enforcement services explained above, the Pentagon Police Division (PPD) currently has a small fleet of specialized vehicles that require routine maintenance and upkeep in order to maintain the high level of force protection required by DoD standards. These specialized vehicles are utilized within the jurisdiction of the Pentagon Reservation and facilities throughout the NCR within our assigned area of responsibility.
1.2 The Pentagon Force Protection Agency's (PFPA) mission is to provide force protection security and law enforcement operations as required for the people, facilities, infrastructure, and other resources at the Pentagon Reservation and for DoD activities and DoD-occupied facilities not under the jurisdiction of a Military Department within the National Capital
Region (NCR). The PFPA provides law enforcement, security, emergency management support, and special event services for the Pentagon, Pentagon Library Conference Center, Pentagon Police Headquarters, Raven Rock Mountain Complex, and over one hundred leased facilities. Currently, PFPA maintains a working fleet of over 250 vehicles that are vital to the agency's mission.
1.3 E-ZPass. E-ZPass is an electronic toll collection (ETC) system that allows you to prepay your tolls, eliminating the need to stop at the toll plaza. The system has three components: a toll transponder, which is placed inside your vehicle; an overhead antenna, which reads the toll transponder and collects the toll; and video cameras to identify toll evaders.
1.4 The E-ZPass system tracks your usage and account balance. A monthly statement itemizing your toll use and account balance will be emailed to you. You may also check your account balance using VDOT's established automated telephone systems. In addition, a toll fare display at the lane will display messages, such as "low balance," when your account reaches a pre-set threshold. If there is no message or the display is just blank, you may contact the E-
ZPass Customer Service Center.
2.0 REQUIREMENTS:
2.1 Objective. To provide PFPA customers accessibility to the E-ZPass transponders for use during official business-related local and TDY travel along toll roads in Maryland, Virginia, and other nearby states.
2.2 General Requirements. PFPA has 115 Law Enforcement/Emergency vehicles and will assign and/or issue One hundred (100) transponders procured as required to conduct the
Government's business. This will allow the transponders to be assigned to different vehicles registered to PFPA for personnel to use when required. The transponders are used for approved local and temporary duty travel. The PFPA fleet manager will record and monitor the customers' use of the transponders. The PFPA Fleet Manager will require monthly reports from the Virginia Department of Transportation (VDOT) and E-ZPass office regarding the use, monetary balance, and status of the transponders.
3.0 DELIVERABLES:
3.1 Task One: Monthly Reports. VDOT E-ZPass Office will provide monthly reports so that the
Fleet manager can reconcile the monthly balance and usage of all transponders assigned to/purchased by PFPA. The VDOT E-ZPass Office will also notify the agency if any of the transponders fall below the minimum required balance.
3.2 Task Two: System Access. VDOT E-ZPass Office will be required to provide access to monthly reports that shall include balance and usage information for all assigned transponders upon purchase. The PFPA Fleet Manager will be responsible for pulling reports and reconciling monthly.
4.0 PERIOD OF PERFORMANCE:
4.1 Period of Performance. The period of performance is for one 12-month Base Period and four
12-month Option Periods with the option for a 6-month extension in accordance with FAR
Clause 52.217-8.
