About this file

This Statement of Work (SOW) details hangar equipment and repair services for the 318th Training Squadron at Joint Base San Antonio (JBSA) Lackland, Texas. The project involves procuring and installing replacement components for a Hobart Power Master ADV Series 500049 converter to restore full operational capability for the Inter-American Air Forces Academy (IAAFA). Specific components required include one 250A input circuit breaker, two IO boards, and two 3-phase contactors, all from Hobart specifications. The contractor must troubleshoot, repair, and test the system in various labs and hangars, ensuring voltage, current, and frequency outputs meet precise specifications.

The work must be completed before the upcoming C-Cycle courses, with critical performance requirements including voltage output within ±5% of 115 VAC 3 Phase at 520 amperage, current output at 520 amperage, and frequency within 5 Hz of 400 Hz. The contractor will be required to provide a comprehensive installation report, document serial numbers, and perform testing across multiple facility locations. Work hours are limited to 6:00 a.m. to 3:00 p.m. CDT, Monday through Friday, with potential flexibility for weekend or holiday work. The final inspection and acceptance will be performed by IAAFA personnel, with a one-year manufacturer warranty required on all parts.

5.2. Two (2) Board, IO, ADV: Manufacturer: HOBART Part Number: MCP90028.

5.3. Two (2) Contactor, 3 Phase, replaces for both PN HB200B and JCG6022A: Manufacturer HOBART, Part Number: 40418, Voltage Rating: 115 VAC Three Phase, Amperage Rating: 400Hz.

5.4. All components must meet or exceed original equipment manufacturer (OEM) specifications and be suitable for the intended application. The Contractor shall provide (Specify Documentation Required to Prove Compliance, e.g., manufacturer's datasheets, certificates of conformance, independent lab testing reports) to verify that the components meet or exceed OEM specifications. For components offered as "equivalent," the Contractor shall provide (Specify Documentation Required to Prove Equivalency, e.g., independent lab testing reports demonstrating performance characteristics equivalent to the OEM part)

5.5. The contractor should remove the existing faulty components. The removed components shall be provided to the 318 TRS Facility Manager and disposed of in coordination with 502 Civil Engineering Squadron and JBSA-Lackland HAZ/MAT as required by AFMAN 91-203.

5.6. The contractor should install the new components in accordance with the manufacturer’s instructions and the industry’s best practices, referencing the Hobart Power Master ADV converter unit's manufacturer manual, HOBART Ground Power OM-2120. The Contractor shall document the serial numbers of all installed components in the installation report.

5.7. The contractor should test the system to ensure proper functionality after installation. The following tests shall be performed in the Hydraulic, Fixed Wing, Avionics, Communication/Navigation, Electrics Labs and the Fixed Wing and Helicopter Hangars:

5.7.1. The voltage output must be within +/- 5% of the specified value of the 115 VAC 3 Phase at a load of amperage of 520.

5.7.2. The current output must be at the specified value amperage of 520 at a voltage of 3 Phase 115 VAC.

5.7.3. The frequency must be within 5 +/- of the specified value of 400 Hz.

5.7.4. Provide a written report detailing the installation process and test results. The installation report shall include, at a minimum:

5.7.4.1. Date and time of installation

5.7.4.2. Technician's name and qualifications
