1 INTRODUCTION
1.1 BACKGROUND
NASA is committed to providing grounds and custodial services to promote a positive and safe environment for employees, vendors, and guests. NASA is committed to balancing stewardship, sustainability, and budget, while ensuring delivery of grounds and custodial services reduce mission risks.
1.2 LOCATION/PLACE OF PERFORMANCE
Potential locations may include any NASA location: Ames Research Center (ARC), Armstrong Flight Research Center (AFRC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Johnson Space Center (JSC), Kennedy Space Center (KSC), Langley Research Center (LaRC), Marshall Space Flight Center (MSFC), Stennis Space Center (SSC), Ellington Field, Independent Verification and Validation Facility (IV&V), Wallops Flight Facility (WFF), White Sands Test Facility (WSTF), Michoud Assembly Facility (MAF), and Neil Armstrong Test Facility (ATF). Other NASA facilities may potentially be included. The specific location(s) will be identified in each individual order.
1.3 TYPES OF ORDERS
Orders will be issued under one or more types, including firm-fixed-price (FFP), Time & Materials (T&M), Labor Hour (LH), and/or a hybrid arrangement, and each order will specify the order type.
1.4 HOURS OF OPERATION
Most of the day-to-day operations for services under the PWS will be performed during normal working hours. The vendor shall establish a regular schedule for service delivery with a goal of balancing interference with center regular activities and cost of service delivery. The vendor shall notify the COR at least five business days in advance if the vendor needs to schedule work outside of normal hours and outside of the regular schedule established in either the Custodial Operations Plan or the Grounds Maintenance Plan to ensure that the work areas will be accessible for the vendor to provide service. If the vendor schedules work outside of normal hours, vendor supervision shall be provided commensurate to the work to be performed. Each order may include additional specific information related to hours of operation and facility closings.
1.5 VENDOR TRAVEL
The vendor may be required to travel throughout the United States during the performance of orders to attend meetings, conferences, and perform inspection or analysis on related projects. The vendor may be required to travel to off-site locations. All travel shall be in accordance with the Federal Travel Regulation at https://www.gsa.gov/policy-regulations/regulations/federal-travel-regulation. Specific travel requirements will be identified in each individual order.
1.6 ORDER LEVEL MATERIALS (OLMS)
Such costs are in direct support of services on the orders and are not known prior to award. These costs must be preapproved by the ordering Contracting Officer. Any item that falls under the category of OLMs (excluding travel) requires that vendors obtain at least three quotes.
1.7 PERIODIC PROGRESS MEETINGS: ORDER LEVEL
Each vendor with an active order shall participate in scheduled progress meetings requested by the COR, the Center Contracting Officer, and/or the Enterprise Contracting Officer. The COR, and other Government personnel, as appropriate, may meet periodically with the vendor to review the vendor’s performance. At these meetings the Contracting Officer will apprise the vendor of how the Government views the vendor's performance and the vendor will apprise the Government of any existing or potential problems being experienced. Appropriate action shall be taken to resolve outstanding issues. The progress meetings may be held weekly, bi-weekly or monthly. The determination for the frequency of meetings will be made mutually by both parties based on, among other things, the continuity of satisfactory progress under the various orders or the lack of operational basis to conduct regularly scheduled meetings.

Should the vendor determine that circumstances outside the vendor’s control will prevent the vendor from achieving the time frames set for work items, the vendor shall identify alternatives and approaches for managing the schedule to meet the time frames established. If either the vendor or the Government determines an assignment schedule must be revised for any reason, the party must inform the other within one business day of said determination. Revisions to the schedule must be in writing and agreed to by the Government.
