About this file

This is a Request for Information (RFI) from NASA seeking potential vendors for Enterprise Grounds Maintenance, Custodial, and Pest Control Services across multiple NASA centers and field activities, including locations in California, Ohio, Maryland, Texas, Florida, Virginia, Alabama, Mississippi, West Virginia, New Mexico, and Louisiana. NASA aims to create one or more Multiple Award Blanket Purchase Agreements (BPAs) or Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicles, with anticipated NAICS codes of 561730 (Landscaping Services) and 561210 (Facilities Support Services).

The RFI solicits capability statements from vendors who can demonstrate experience in core service areas such as ground cover maintenance, tree and shrub maintenance, irrigation systems, hard and carpeted floor cleaning, restroom services, interior refuse removal, and interior/exterior pest control. Vendors must provide detailed company information, previous project examples within the last 3 years, and demonstrate ability to perform services independently. Responses are due by 4:00 PM CST on May 9, 2025, with questions accepted until April 7, 2025. A virtual Industry Day was held on May 5, 2025, and NASA will potentially publish a list of responding vendors to facilitate potential prime/subcontractor relationships.

National Aeronautics and Space Administration (NASA)

Request for Information (RFI) Enterprise Grounds Maintenance, Custodial, and Pest Control Services

I. Overview:

NASA is seeking potential sources who can provide Grounds Maintenance, Custodial, and/or Pest Control services for the following Centers and Field Activities:

Center Location Ames Research Center (ARC) Moffett Field, CA

Armstrong Flight Research Center (AFRC) Edwards, CA Glenn Research Center (GRC) Cleveland, OH

Goddard Space Flight Center (GSFC) Greenbelt, MD Headquarters (HQ) Washington, D.C.

Johnson Space Center (JSC) Houston, TX Kennedy Space Center (KSC) Cape Canaveral, FL

Langley Research Center (LaRC) Hampton, VA Marshall Space Flight Center (MSFC) Huntsville, AL

Stennis Space Center (SSC) Hancock County, MS

Field Activity Location Ellington Field Houston, TX

Independent Verification and Validation Facility (IV&V)

Fairmont, WV

Wallops Flight Facility (WFF) Wallops Island, VA White Sands Test Facility (WSTF) Las Cruces, NM

Michoud Assembly Facility (MAF) New Orleans, LA Neil Armstrong Test Facility (ATF) Sandusky, OH

** Ellington Field and WSTF are a subset of JSC. IV&V and WFF are a subset of GSFC. MAF is a subset of MSFC, and ATF is a subset of GRC. Other NASA facilities may be included within the states provided.

Required services may include long-term day-to-day support that are recurring in nature or one-time special projects. In addition, services may be required at multiple locations simultaneously.

The purpose of this RFI is to gather market research that will ultimately help NASA determine the most reasonable procurement strategy for this requirement. NASA is requesting capability statements from all interested parties, including all socioeconomic categories of small businesses.

NASA is contemplating awarding one or more Multiple Award Blanket Purchase Agreement(s) (BPAs) or Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) vehicles. The anticipated North American Classification System (NAICS) codes are as follows:

NAICS Description Size Standard (in millions)

561730 Landscaping Services $9.5

561210 Facilities Support Services $47.012

II. Enterprise Vision:

NASA’s existing model of managing Grounds Maintenance, Custodial, and Pest Control Services through individual contracts at each center has supported localized control and operational flexibility; however, pursuing a streamlined, centralized contracting mechanism will increase efficiency and the ability to consistently meet mission needs.

The objective is to establish one or more overarching enterprise contract vehicles that will include a pool of awarded vendors who are eligible to compete for orders related to Grounds Maintenance, Custodial, and/or Pest Control services. Each order will be tailored to each NASA center’s specific requirements. The intent is to:

1. Streamline the Procurement Process Most of the procurement effort will be performed at the enterprise vehicle level, which reduces administrative actions and streamlines pre-award activities.

2. Create Consistency The enterprise contract vehicle(s) will standardize elements such as contract line-item numbers (CLINS), Data Requirement Deliverables (DRDs), and PWS language – making it easier for NASA to manage requirements, expenditures, and performance consistently.

3. Improve Strategic Visibility The enterprise vehicle approach will enhance visibility across operations, enterprise-level spending, and resource utilization, providing valuable insights that will drive more informed decision-making.

4. Improve Scaling and Innovation Innovative approaches, technologies, and process improvements may be limited to a single center or contract. The enterprise vehicle(s) will create a pathway to scale successful solutions across multiple centers, while still enabling local flexibility through individual orders.

III. Market Research Objectives:

The responses from this RFI will guide our acquisition strategy and help us determine:

1. If it is practicable and efficient to combine Grounds Maintenance, Custodial, and Pest Control services into one enterprise vehicle or create an enterprise vehicle for each service.

2. The structure and scope of the enterprise vehicle(s).

3. The number of small and large businesses capable of providing the services in each state.

IV. Scope of Work:

Please see “Attachment 1 - Draft Performance Work Statement (PWS)” for a full list of services.

Vendors may respond to Grounds Maintenance, Custodial, and/or Pest Control Services;

however, vendors must demonstrate detailed experience and capability in each of the following core areas and corresponding state to be considered capable, as these areas represent the highest volume and technical complexity in the scope of work:

Grounds Maintenance Services Core Areas:

1. Ground Cover Maintenance (PWS 3.1)

2. Tree, Shrub, and Vegetation Maintenance (PWS 3.2)

3. Irrigation System Operations and Maintenance (PWS 3.3)

Custodial Services Core Areas:

1. Clean Hard Floor Surfaces (PWS 3.9)

2. Clean Carpeted Surfaces (PWS 3.10)

3. Clean and Service Restrooms (PWS 3.11)

4. Interior Refuse and Recycling Removal (PWS 3.12)

Pest Control Services Core Areas:

1. Interior Pest Control Services (PWS 3.6.2)

2. Exterior Pest Control Services (PWS 3.6.3)

Applicable States:

• California

• Ohio

• Maryland

• Washington D.C.

• Texas

• Florida

• Virginia

• Alabama

• Mississippi

• West Virginia

• New Mexico

• Louisiana

Vendors are encouraged to include demonstrated experience in other areas of the PWS [i.e Snow and Ice Mitigation (PWS 3.7)] as part of their response. This can be included as part of the submission for the required core areas or as separate/independent services, in which case the vendor may be considered as a potential subcontractor. An interested parties list will be available upon request.
