STATEMENT OF WORK

East Fork Campground Emergency Road Reconstruction

Lower Trinity Ranger District Six Rivers National Forest

Trinity County

1 GENERAL SPECIFICATIONS

1.1 SCOPE OF WORK

The intent of this contract is to secure services for repairs on the Lower Trinity Ranger District of Six Rivers National Forest on the East Fork Campground. Road work is required at East Fork Campground for the purpose of public use of the roadway.

The East Fork of Willow Creek runs through the East Fork Campground site. In January 2024, excessive flows from storms resulted in a substantial log jam at the water crossing within the campground. This log jam built up, blocked the water way of the crossing, and water routed along the right bank, washing out the road and portions of the day use area. An image of the damage is shown below (Figure 1).

Figure 1. Storm Damage of Rd 06N21.

A rough estimate of material that needs to be placed is approximately 1000 CY.

This contract includes emergency repairs sufficient to reopen the site for public access. Where asphalt is creating an overhang above the rutted out sections, asphalt will be cut off (using a concrete/asphalt cutter or equivalent) to create a vertical face and a clean edge. Select fill (subbase) will be brought in, building up minimum 2:1 (or shallower) from the base (where road is washed out), and base course aggregate placed to create a level shoulder.

At the water crossing, storm flows scoured out bank material under abutments. Using 3 ½ to 4 ½ sacks, pump slurry under abutments of water crossing. 10 CY of slurry is estimated to be required. After pumping slurry, cap with fill.

Project work includes:

• Breaking off overhang of asphalt above washed out section of road bed

• Filling in washed out section of road bed, building up minimum 2:1 from base o Using select fill for subbase, class A or B for base

• Compaction of fill

• Pumping slurry (3 ½ to 4 ½ ) under water crossing

• Surface grading of rutted areas in day use area and where needed

• Re-establishing drainage ditches where needed

Unless otherwise noted, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any incidentals necessary to accomplish work. The period of performance shall be 60 days after the Notice-To-Proceed has been issued.

Site Visit A formal site visit will not be scheduled, but informal contractor site visits are highly encouraged.

The Contracting Officer's Representative (COR) for this project will be Katelyn Brady. Ms.

Brady can be reached at katelyn.brady@usda.gov or (707)672-2527.

License Contractor shall be licensed as a C-12 Earthwork Contractor or other state equivalent.

1.2 PROJECT LOCATION AND ACCESS

The project area is on the Lower Trinity Ranger District of Six Rivers National Forest.

Access to East Fork Campground: From Eureka take Highway 101 North to Highway 299 (10 miles). Take Highway 299 to East Fork Campground (Road 6N12) (35 miles). The estimated time of travel is approximately 45 miles.

Backup warning devices shall be required on self-propelled equipment in excess of 8,000 pounds gross vehicular weight.

Vehicles and machinery not currently used in decommissioning operations shall be parked off the traveled way at a location that minimizes interference with normal use of the road.

1.5 - EQUIPMENT CLEANING

The contractor shall clean all vehicles and equipment before entry into the Lower Trinity Ranger District unless the cleaning requirement is waived in writing by the Forest Service. Thereafter, all vehicles and equipment that leave the Lower Trinity Ranger District or enter infested portions of the district must be cleaned prior to their reentry, unless waived in writing by the Forest Service. All cleaning of vehicles or equipment shall be done at sites agreed to by the Forest Service and the Contractor. The water used for washing will be from a source in a non-infested drainage. The Forest Service shall inspect all vehicles and equipment prior to entry, as appropriate and determined necessary. Infested and uninfested areas will be determined by the Forest Service.
