14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)
A. Below is the Request For Information (RFI) response which is hereby incorporated into any subsequent contract award. Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.
1. IAW FAR 36.204 the Disclosure of Magnitude of the Construction Project is between $25,000 and $100,000. Can we propose a price greater than $100,000?
Response: Yes.
2. Can you provide more details on the bid guarantee and work performance requirements? What specific forms of guarantee are acceptable, and what are the exact performance bond requirements for this project?
Response: Please review the following clauses/provisions for additional information. FAR 52.228-1 Bid Guarantee (page 5 and 24 of the solicitation), FAR 52.228-11 Individual Surety - Pledge of Assets (page 25 of the solicitation), and FAR 52.228-15 Performance and Payment Bonds - Construction (page 25 of the solicitation).
3. Given the potential for weather-related delays, especially considering the project elevation, will the government allow work to continue past the 16 October wet weather start? Or will the contracting office delay completion until spring 2025?Response:
Response: This site has a POC gate (Port-Orford Cedar root rot disease sensitive zone). This would need to be a district level determination and approved by the Contracting Officer.
4. If the government suspends work for wet weather or if wildfire conditions delay work, will the costs of delay be paid by the government?
Response: Suspension will be handled in accordance with FAR Clause 52.242-14 Suspension of Work (APR 1984)
5. Will the disposal of tree debris be the responsibility of the contractor, and if so, are there any forest service disposal areas in the vicinity of East Fork campground?
Response: Disposal is the contractor's responsibility. Decking or wood chips are sufficient.
6. Berm and GeoFabric: There is a berm depicted on the shoulder opposite the drainage ditch in the provided drawings (Dwg 801-1). Is this berm required and if so, what are the specifications?
Response: No berm is required. Slope is existing at site.
7. Access Ramps: Drawing X-01 states access ramps will be constructed to allow traffic through the site. What traffic is this required to serve? The contractor is expecting the campground to be closed during construction. If this note is valid, can the government provide acceptable geo fabric specifications and required installation method?
Response: Note is invalid .
8. What are the specific erosion control measures to be left in place at the completion of construction? Will turf establishment be required between the in-fill location and the stream?
Response: Turf establishment is not required. Wood straw mulch, as approved by Forest Botanist.
9. What specification manual should be used to determine the proper cross section specification for a forest service “R-5” road structure?
Response: The Forest Service, US Department of Agriculture has adopted FP-14 for construction of National Forest System Roads.
10. In the statement of work under “Licensing” it states “Contractor shall be licensed as a C-12 Earthwork Contractor or other state equivalent.” We carry a A – General Engineering license that typically covers C-12 scopes and other various trades.
Would the government allow for an A license to bid this project. We would not be using any subcontractors on this project.
Response: Yes.
11. Is restoration of parking area included in the scope of work? It is our opinion that day use / picnic area must be graded and sloped for future erosion mitigation and park use.
Response: Not included.
B. All other terms and conditions remain unchanged.

12. What is the intended location and specifications for slurry mix? If in-water work is required, are there any specific environmental protection requirements?
Response: Under the abutments of the water crossing. It’s dry and undermined. No in-water work is required, due to the lowered stage of the creek.
13. It is our opinion that ditch re-establishment on east side of road is unnecessary and could require culvert installation. No indication of erosion was found during site survey. Is the government still requiring drainage ditching as depicted on drawing sheet number X-01?
Response: It not required to install new ditch.
14. Where are site specific drawings as mentioned on drawing sheet number X-01? If unavailable, please confirm 20’ road width to match existing width at campground entrance.
Response: This is not a permanent fix, single lane fix is suitable for this emergency re-opening contract. The purpose of this contract is to create safe public egress to campgrounds.
