About this file
This Statement of Work (SOW) details an online Couples Communication Training program for the Department of the Air Force (DAF) Family Advocacy Program (FAP), targeting clinicians working with military couples. The program will provide a self-paced, evidence-based online training platform addressing unique military relationship challenges like frequent relocations, deployments, and operational stressors. Key objectives include enhancing clinicians' capabilities, supporting Continuing Education Unit (CEU) eligibility for Licensed Clinical Social Workers, Licensed Marriage and Family Therapists, and Psychologists, and advancing the DAF FAP's mission of domestic abuse reduction.
The contractor must deliver a comprehensive online training platform with specific requirements including interactive training modules, technical support, platform security compliant with FedRAMP and DoD standards, and detailed analytics reporting. The training must cover prevention and clinical intervention strategies specific to military couples, incorporate various learning materials like videos and case studies, and provide individualized access for one year per participant. Monthly and final reporting will be required, including a Certification Data and Enrollment Report and a Usage and Ad-Hoc Analytics Report. Invoicing will be based on the number of participants registered and granted access, with unit pricing specified in the contract.

6.2. Description of Deliverables
6.2.1. CDRL A001 – Certification Data and Enrollment Report
The Certification Data Report shall serve as the authoritative record confirming that each participant has met the established training requirements. For every participant, the report will include, at a minimum, the full name, a unique identifier if required by the government, the date of registration, the access start date, and the access expiration date if applicable. The report will also clearly document completion status and the date training requirements were successfully fulfilled. In addition, it will specify the type of certification or credential awarded and, where relevant, the name of the issuing organization. The contractor shall provide all required data in an electronic, machine-readable format acceptable to the government, such as Excel, CSV, PDF with bookmarks, or another mutually agreed format.
The initial submission is due within five (5) business days after the first full month following contract award, with subsequent reports due within five (5) business days after each following month. A cumulative final report is required within thirty (30) calendar days of contract closeout to ensure that all recordkeeping obligations are met. Any personally identifiable information (PII) that is not essential for certification purposes must be redacted to protect participant privacy. Should the COR request clarification or additional details, the contractor shall provide the requested information within three (3) business days.
Furthermore, if the contractor is tasked to perform submission of Continuing Education Unit (CEU) credits as defined in SOW Section 5.1.10, the Certification Data Report shall also function as the comprehensive audit record for these submissions, to include the date each submission was transmitted to the accrediting organization and any associated transaction or confirmation numbers, thereby ensuring full accountability for professional credentialing activities.
6.2.2. CDRL A002 – Usage and Ad-Hoc Analytics Report
The Usage and Ad-Hoc Analytics Report is designed to provide the government with comprehensive insight into the utilization and engagement trends associated with the online training platform. This report, which is produced both on a recurring monthly basis and in response to specific requests from the COR, delivers aggregate as well as participant-level data that highlight the effectiveness and reach of the training program. At a minimum, the report will cover participant metrics such as the number of individuals registered, actively accessing the platform, and the cumulative count of completions, with data broken out by cohort and in aggregate as needed. Additional data include engagement statistics—such as module or lesson completion rates, average and total time spent by participants, assessment scores when applicable, and the frequency and scope of access to supplemental learning materials. The report will also address technical and platform-related metrics, including the frequency and duration of service outages, the volume and status of helpdesk requests, and peak usage periods. To support program improvement, the report will summarize participant feedback through quantitative survey results and anonymized qualitative responses from either post-training questionnaires or interim check-ins. All required analytics data will be delivered in an electronic, machine-readable format agreed upon by the government, such as Excel, CSV, or PDF with bookmarks. Reports will be submitted within five (5) business days after the close of each full calendar month, with a final, cumulative report due within thirty
(30) calendar days of contract closeout; any additional, ad-hoc reports requested by the COR will adhere to prescribed delivery timelines. All analytics and reporting shall treat participant data as Controlled Unclassified Information (CUI), and unnecessary PII shall be excluded, with participant references by government-accepted unique identifiers where required, in full compliance with DoD security policies.
7. Invoice and Acceptance
7.1. The contractor shall invoice based on the number of participants registered and granted access.
7.2. The unit price per participant shall be as specified in the contract.
7.3. Invoices shall be itemized by participant name, registration date, and access date, submitted monthly or quarterly per government direction.
7.4. The COR shall approve invoices based on verification of access and alignment with the
Certification Data and Enrollment Report (CDRL A001).
7.5. A final invoice shall be submitted upon completion of all registrations, reflecting the total number of participants who completed training.
7.6. Payment shall be processed per standard government procedures, contingent on adequate supporting documentation.
8. Applicable Publications, Documents, and Standards
8.1. The contractor shall comply with all applicable federal and state laws, DoD and DAF regulations, and local policies and procedures, as well as the most recent versions of all documents incorporated by reference herein.
