About this file
This is a Request for Quotation (RFQ) issued by the Equal Employment Opportunity Commission (EEOC) for HotDocs document assembly software and related services. The solicitation number is RFQ 45310026Q0068, with quotes due by 10:00 am EDT on August 26, 2026. The EEOC anticipates awarding a firm fixed price purchase order with a period of performance from September 5, 2026 through September 4, 2027. Award will be made to the lowest price technically acceptable quotation based on three go/no-go evaluation factors: vendor qualifications to manufacture and support the original HotDocs product, vendor ability to provide annual maintenance and support, and provision of authorized/licensed software in specified types and quantities.
Payment will be made via electronic funds transfer (EFT) through the System for Award Management (SAM) database, with the government's preferred method being the Governmentwide Commercial Purchase Card. Contractors must be registered in SAM prior to award. Quoters should indicate their business size (small, large, disadvantaged, woman-owned, or other), discount terms for prompt payment, and FOB terms (destination or origin). Prospective vendors should submit complete quotations, company information, contractor point of contact details, and signed documentation to steven.mcclellan@eeoc.gov. All technical questions must be submitted by 10:00 am on August 25, 2026.
