About this file

This is a detailed cost estimate document for high Reynolds number wind tunnel testing at the USAF National Full-Scale Aerodynamics Complex (NFAC) 40x80 Wind Tunnel, scheduled for March 2025. The document outlines costs for Department of Energy (DOE) testing requirements.

The baseline test cost is $3,078,742, which includes $2,636,171 for NFAC test costs and $442,571 for NASA support costs. The baseline testing encompasses three airfoil sections with eight different configurations, with four sweeps at Reynolds numbers of 3, 6, 12, and 20 x10^6. The total occupancy period is 800 hours (4 weeks installation, 14 weeks operations, 2 weeks removal) with 391 fan-on hours. Additional costs are detailed for adding another airfoil configuration ($124,837) and for adding 30 data points at each Reynolds number ($24,580). The estimate includes detailed labor hours and costs for planning, design and fabrication, execution, and report writing, as well as electricity costs and NASA PIV & IR instrumentation support.

6. This estimate does not include costs associated with analyses that may be identified such as pre-test CFD to identify critical run matrix points.

7. The ROM total occupancy period includes test specific facility set up and removal.

Fan-On Hours = 391 Total Occupancy Hours =800 (Nominal 4 wks install'n, 14 wk ops, 2 wks removal)

4. This estimate covers the DOE Baseline matrix as requested and discussed 23 May 2024 using minimum estimated settle time and point acquisition times.

5. Electrical power costs are dependent on the actual run matrix executed. An estimate of time on condition using circuit transit times results in longer runs (hgiher power costs). Reducing data points using DOE methods may reduce wind-on execution time and resulting electrical costs.

3. The NFAC rate is subject to change based on annual (1 Oct) review by the Commander of AEDC.

2. Funds must be received by AEDC before NFAC work may commence.

Notes:

1. This is an estimate only. Fees will be based on actual costs incurred during the program, which may be more or less than the above estimate.
