About this file

This document provides instructions for applicants and subapplicants for the Department of Energy National Nuclear Security Administration solicitation DE-FOA-0003180 "DNN RESEARCH and DEVELOPMENT UNIVERSITY PROGRAM: CONSORTIA FOR NUCLEAR NONPROLIFERATION." It outlines the required forms and formats for the application package, including application components such as the SF424, budget forms, budget justification, project narrative, appendices and other supporting documentation. Compliant applications must include these mandatory forms submitted in the specified format. The solicitation seeks applications from university consortia for research and development projects furthering nuclear nonproliferation objectives. Projects must involve multiple universities and fall under the Defense Nuclear Nonproliferation Research federal grant program. Selections will be made following an initial compliance review and merit review process. Successful applicants will receive funding to conduct nonproliferation research projects aligned with the goals of the solicitation.

Attachment 1. Applicant and Subapplicant Mandatory Forms and Format

Your application must include the mandatory documents listed in the below table. If forms identified as mandatory are not submitted with the application package by both the Prime applicant and sub-applicants, the application package will be considered non-responsive during the initial compliance review, will not be forwarded for merit review, and will be eliminated from further consideration. For additional information, see Section V – Application Review Information, Initial Review Criteria, and Application Award Eligibility. All documents prepared and those that are not a standard form (SF) must be in PDF format on 8.5 x 11 Pg., with 1” margins on top, bottom, left and right when submitted. Please know that the prime applicant is the responsible party to submit the application for the consortium.

Subapplicants should discuss the process and submit the required forms as instructed by prime.

GRANTS.Gov Workspace: There are three ways to complete grant application forms within a workspace: You can download PDFs of individual forms and fill them out offline, you can complete forms online within a web browser, and you can reuse forms from a previous Grants.gov Workspace application.
