About this file
This document is an RFP Cover Page and Page Number Form for RFP1269 Senior Attendant Services, issued by the City and County of San Francisco Human Services Agency (SFHSA). The RFP seeks proposals from nonprofit organizations to provide accompaniment services to older adults and adults with disabilities who require community accompaniment due to safety concerns. The pre-proposal conference is scheduled for November 5, 2026, at 11:00 AM via Microsoft Teams. Proposers must submit electronic copies to tahir.shaikh@sfgov.org and HSARFP@sfgov.org. The proposal validity period is 180 calendar days from the proposal due date. Proposals must be submitted as completed PDF documents along with required attachments including the RFP Cover Page, Budget Form (Excel Spreadsheet), and proof of nonprofit 501(c)(3) status.
Minimum qualifications require proposers to be nonprofit organizations with 501(c)(3) determination and possess at least three years of experience providing the described services or similar services to the target population. Evaluation criteria are structured across four categories: Organizational Capacity (40 points), Program Approach (35 points), Fiscal Capacity (25 points), and Minimum Qualifications. Proposers must demonstrate management and supervisorial infrastructure, administrative and financial capacity, staffing sufficiency with detailed job descriptions and resumes for key positions, cultural and linguistic competencies, and disability service accessibility. The budget must reflect sound resource allocation for staffing, operating, and capital costs, with specific costs justified as reasonable and competitive. Proposers must also demonstrate ability to leverage additional resources including in-kind and external funding. Organizations that are not current certified vendors with the City and County of San Francisco are required to become certified within ten days of notice of award.
