STATEMENT OF WORK (SOW)
Maintenance Services for Underwater Acoustic Deterrent System at Lock 19 in the Upper Mississippi
River with Option to Remove
1. GENERAL INFORMATION
a. Introduction The United States Geological Survey (USGS) Upper Midwest Environmental
Sciences Center (UMESC) in partnership with the United States Army Corps of Engineers (USACE), and the U.S. Army Engineer Research and Development Center (ERDC), is seeking a variety of services at a temporary underwater acoustic deterrent system (UADS) that is currently installed in the downstream discharge lateral of the lock approach channel of Lock 19 (Keokuk, IA) located in the Upper Mississippi River. The status of the system after 2024 is currently to preform maintenance services with an option for UADS removal.
b. Background A large-scale prototype UADS was installed in a downstream discharge lateral of the Lock No. 19 approach channel in February 2021. The UADS is comprised of 16 Lubell Labs LL1424HP underwater transducers (“speakers”) (http://www.lubell.com/LL1424HP.html) designed to operate continuously. Speakers were deployed in a steel enclosure (“soundbar”) in a linear array within the discharge lateral across the 110-ft width of the approach channel. Each speaker is connected to an individual Seacon 14/3 SO cable. The cables are bundles and along the inside of the soundbar and to the surface through a vertical hole bored through the concrete of the lock approach wall. Each speaker was replaced with a wet mate-able connection in 2023 for easy replacement while still under water. All cables run through a bore hole (drilled for this project) and are recessed at the surface before terminating in an on-site trailer where they are connected to individual bringing transformer boxes. Detailed “as built” drawings are included in the Additional Information.
To monitor the UADS, additional scientific monitoring equipment located in ladder wells, on the lock gates, and/or secured in steel conduit along the bottom of the lock approach channel. Over the past three years, maintenance services (either full removal or repairs with divers) have been completed to ensure that the system was fully operational. Divers were used to install all underwater components of the system. Underwater visibility at the lock is minimal, around a few inches, and the flow is variable with multiple eddies caused by the 10’ x 10’ openings on river wall. Experienced divers are required. In addition, the site is owned by the U.S. Army Corps of Engineers (USACE), and all work activities are coordinated closely with them.
c. Scope: This statement of work (SOW) sets forth the requirements for the contractor to provide an underwater survey in no visibility water of the soundbar, associated cables, and all underwater monitoring equipment to document any irregularities or damages and repair, if necessary.
